We are recruiting to fill the position below:
Job Title: Monitoring, Evaluation, Accountability and Learning Officer
The MEAL Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Project and report to the Project Coordinator.
Develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project and also provide technical assistance to the implementing agencies, particularly in relation to monitoring, reporting and governance issues.
Develop and strengthen monitoring, inspection and evaluation procedures.
Monitor all project activities, expenditures and progress towards achieving the project output.
Recommend further improvement of the logical framework.
Develop monitoring and impact indicator for the project success.
Monitor and evaluate overall progress on achievement of results;
Monitor the sustainability of the project's results.
Provide feedback to the Project Coordinator and liaise with the Project Officer on project strategies and activities;
Suggest strategies to the Project Coordinator for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
Report monthly, quarterly, half-yearly and annual progress on all project activities to the Project Coordinator
Conduct capacity assessment on existing monitoring and evaluation system, develop indicators and a monitoring strategy for the project.
Provide inputs, information and statistics for quarterly, annual and other reports to Project Coordinator.
Participate in annual project reviews and planning workshops and assist the Project Coordinator in preparing relevant reports.
Support monitoring and evaluation of the effects and impact of the project.
Assist in coordinating across the available components of the Project to ensure effective implementation of M&E/MIS.
Assist the project personnel with M&E tools and in supporting them in their use.
Perform other duties as required.
Preparation of monthly MIS reports.
Assist the Project Coordinator in preparing other relevant reports.
Organize and conduct training on M&E/MIS for project and government staff.
Assist Project Coordinator in the preparation of reports on the findings and lessons learned from project innovations.
Provide input and update information related to project outcome.
Assist Project Coordinator in preparing monthly and quarterly reports on project progress based on MIS reports on project activities.
Prepare Radio Log, Issues Log and Risk Log for the project.
Develop M&E system for the Project and for the government counterpart/stakeholders.
Prepare and maintain database.
Bachelor's Degree in IT, Mathematics and Statistics, Computer Science, or other relevant fields
2 - 4 years relevant work experience.
Excellent verbal and written language skills in English required.
Excellent interpersonal, communication, training, and facilitation skills
Excellent experience in designing and establishing/strengthening systems for knowledge and data management.
Very strong conceptual thinking and analytical skills
Demonstrated people management and supervisions skills including coaching capacity development.
Strong knowledge of, and experience in using, different qualitative and quantitative research, monitoring and evaluation tools, practices, and techniques to assess project and program impact and generate knowledge management and learning.
Demonstrated capacity in strengthening gender and inclusion across MEAL processes and systems
Computer skills, including knowledge of relevant software e.g., Microsoft Office 365 applications including Kobo tool, SharePoint; (SPSS or related data analysis software would be an advantage).
Adherence to CENSCOPE values and abiding by the code of conduct and other policies are core.
Proficient command of the English language (written and oral).
Knowledge of the local Nigerian Language is desired
Proven work experience in multicultural and stressful environments.
Ability to adapt to working conditions and tasks that may change with the reality of the field.
Demonstrate competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
Excellent presentation and writing skills.
Excellent interpersonal and leadership skills.
Fluency in the English Language both written and spoken is required, Hausa and Kanuri languages.
