The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH (German Agency for International Cooperation) is an international enterprise owned by the German Federal government, operating in many fields across more than 130 countries.

In Nigeria, GIZ's portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.

We are recruiting to fill the position below:

Job Title: Finance and Administrative Officer (Maternity Cover)

Background

GIZ has over 50 years of experience in a wide variety of areas, including economic development and employment promotion, energy and the environment, and peace and security. The diverse expertise of our federal enterprise is in demand around the globe – from the German Government, European Union institutions, the United Nations, the private sector and governments of other countries.
  • We work with businesses, civil society actors and research institutions, fostering successful interaction between development policy and other policy fields and areas of activity. Our main commissioning party is the German Federal Ministry for Economic Cooperation and Development (BMZ). The registered offices of GIZ are in Bonn and Eschborn. Our approximately 23,500 employees, almost 70 percent of whom are national personnel, work in a round 120 countries (July 2020).
  • GIZ has worked in Nigeria since 1974. From 2004, GIZ has maintained a country office in the capital city Abuja. Currently 361 national and 66 international employees, 19 regional staff, 4 integrated specialists and 3 development workers are working in the country (June 2020).

The Programme

  • On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the Programme, ‘Social and Economic Participation of Returnees, IDPs and Host Population in North-East Nigeria’ (SEPIN). The main objective of the programme is to improve the economic and social participation of returnees, internally displaced persons, and vulnerable members of host communities in Adamawa State in a gender responsive way.
  • Adopting an integrational approach, the programme contributes to SDGs1, 2, 5, 10 and 16 in accordance with the ‘leave no one behind’ principle and hopes to complement the humanitarian response to the crisis in the Northeast by going beyond a humanitarian short-term approach and focusing on a more long-term development perspective, through the institutionalization of gender responsive participatory planning and provision of livelihood support.
  • Addressing the situation of IDPs, returnees and the host population, the Programme is primarily implemented at LGA and community level to ensure direct benefit for the target groups. Through the Community Development Planning (CDP), the Programme hopes to strengthen the relationships between local communities and community leaders, government institutions and civil society.
  • Simultaneously, the Programme hopes to build the capacities of local and state governments as well as civil society and community-based organizations for improved service delivery. Alongside the CDPs, the Programme will set up and consolidate spaces and mechanisms where women can meet to engage in dialogue to identify problems, needs and priorities and voice their concerns to the leadership of their communities.
  • The gender and governance interventions will be supported by livelihoods activities in the agricultural sector. Here the focus is on group initiatives, which will give access to markets and improve conditions for economic participation.

Responsibilities and Tasks
The Finance and Administrative Officer is responsible for:

  • Ensuring that financial administration functions well in accordance with GIZ standard procedures
  • Effectively coordinating activities with the staff of the Finance team, the Procurement Unit and Control Unit of the GIZ Country Office
  • Ensure compliance and control over Procurement and contracts, local grants, and financing contracts
  • Booking of flight tickets, ensure compliance with GIZ rules
  • Maintain financial and management procedures for the project
  • Support in financial planning, budgeting, and accounting of Project activities.
  • Serving as a support system to the finance and administrative manager

Tasks:
The Finance and Administrative Officer shall perform the following tasks:

  • Coordinating Tasks
  • Financial controlling & monitoring.
  • Monitors the real accounts (payables, receivables) and reports regularly to the officer responsible for the contract and cooperation and the accounting manager
  • Administrative procedures (procurement, logistics, etc.) in cooperation with the GIZ Office for all project activities in line with ‘’Processes and Rules’’ of GIZ
  • Is responsible for the procurement of goods and services in the project and ensures timely preparation of procurement or contract documents
  • Identifying and regular update of the program inventory, manages the database of suppliers and Consultants and monitors status of contract implementation and reports submission for subsequent payment
  • Follows up with field office Accountants and Project office Accountants to ensure proper documentation of invoices and timely payments to vendors

Quality Assurance:

  • Financial monitoring and processing of all project’s appraisers and consulting firms’ contracts
  • Financial monitoring and processing of all project’s financing agreement contracts
  • Financial monitoring and processing of all project’s local subsidy contracts
  • Responsible for the filing of co-soft and pro-soft contracts in accordance with GIZ rules
  • Checks the vouchers and receipts submitted for completeness and correctness prior to submission for payment processing.

Other Duties / Additional Tasks:

  • Facilitates finance workshops and trains partners on accounting and financing procedures in accordance with GIZ requirements.
  • Reports all problems with financial administration and compliance without delay.
  • Performs other duties and tasks at the request of management.

Required Qualifications, Competencies and Experience
Qualifications:

  • University Degree from a recognised institution (Qualification in Business Administration, Finance or Accounting or similar area is desirable).

Professional Experience:

  • 3 - 5 years professional experience in a comparable position.
  • Prior experience with GIZ will be considered an asset.

Other Knowledge, Additional Competences:

  • Good communication skills.

  • A positive attitude and enthusiasm.
  • Discipline and punctuality, resilience and patience.
  • Readiness to learn and take on other tasks cheerfully.

Remuneration
According to GIZ Salary Band 4.
