Women for Women International is an International non-governmental organization whose mandate includes providing women survivors of wars, civil strife and other conflicts resources for survival, reduce poverty level and ensure their self-sufficiency. The organization, with headquarters in Washington DC, USA, has country offices in eight countries, including Nigeria. We implement a 12-months training and education program designed to improve key social and economic outcomes for the most socially excluded women. The program targets every aspect of women’s lives; health and wellbeing (including nutrition, hygiene & HIV/AIDS prevention and protection), economic stability, family decision making and social safety nets.

We are recruiting to fill the position below:

Project Title

  • Resourcing Change Phase II: Supporting Women’s Rights Organisations (WROs) and women’s networks in Fragile and Conflict Affected States (FCAS)

Overview

  • Terms of Reference for contracting a Monitoring and Evaluation Consultant to conduct baseline program review, organizational capacity assessment, and outcome harvesting in support of six women's rights organizations (WROs) in Northern Nigeria.

Description

  • The Resourcing Change Phase II: Supporting Women's Rights Organisations (WROs) and women's networks in Fragile and Conflict-Affected States (FCAS) is a follow-up from the first Resourcing Change project, funded by CSSF and implemented by a Consortium led by Saferworld, consisting of Women's International League for Peace and Freedom (WILPF) and Women for Women International (WfWI), from July 2021-June 2022.
  • The program's second phase starting from November 2022 – 2024 is managed by the same consortium consisting of Saferworld, WILPF, and WfWI.
  • The program is implemented in Nigeria by WILPF in the south and WfWI in the north. WfWI is working in partnership with six Women's Rights Organizations (WROs) in three States, Bauchi (2), Plateau (3), and Kaduna (1).
  • The 6 WROs are sub-granted funds to implement activities and they will also receive capacity-strengthening support. This second phase is expanded to include women's networks as potential subgrantees and their expertise and relationships will be leveraged to enhance the relationship-building and networking components of the project.
  • This project will also support the WROs' response to their self-identified needs and barriers of WROs and women's networks by applying a rights-based, gender transformative approach, and feminist accompaniment lens, to catalyze change and enable them to incrementally independently lead work based on their own priorities, promote gender-transformative peace and security, respond to the needs rights of women, girls and other marginalized groups, including by strengthening their organizational capacities and creating convening and peer learning spaces to strengthen their movements and networks.
  • Women for Women International Nigeria as a project implementation co-lead for this grant with WILPF-Nigeria, is working across the three outputs to support women's rights organizations in Nigeria to increase their independent role in leading programming and advocacy on peacebuilding, gender equality, women's empowerment, and participation, GBV prevention and response.
  • WfWI Nigeria also collaborates with the WROs in Northern and Southern Nigeria to enhance learning, linkages, and networking as well as information sharing.

The program is being implemented across these outputs and indicators.
Output 1: WROs provided with flexible and core funding opportunities to increase their engagement with conflict-affected communities (especially women, youth and other marginalized groups) and authorities to contribute to thheir locally prioritized interventions on peacebuilding, gender equality, women's empowerment and participation, GBV prevention and response and COVID-19 response and preparedness.

  • Number of Women's Funds mapped and selected to join the Consortium.
  • Number of WROs and networks receiving flexible, core funding.
  • Number and type of initiatives and/or institutional strengthening actions implemented with the flexible funding provided (type will include disaggregation of initiatives in relation to a focus on youth, elders, PwDs, IDPs or ethnic or religious minorities.)

Output 2: WROS supported to build their organizational capacity and financial sustainability in a strategic, demand-led way and through accompaniment models based on solidarity and equal partnerships principles.

  • Number of capacity strengthening plans co-designed with WROs/networks (disaggregated by type of WRO/network including their focus as above).
  • Number of capacity strengthening initiatives implemented (disaggregated by provider – Consortium vs WRO/network including their focus).

Output 3: WROs provided with appropriate spaces to share evidence and learning with each other, CSSF, and the global WPS sector, and convened to work together towards common understandings of peacebuilding and inclusive development.

  • Number of national and international events and/or meetings that bring WROs/networks together for collaboration, strategizing and share learnings
  • Number of participants at learning and dissemination events (disaggregated by gender, age, disability, actor type, event).
  • Number of policy and learning papers documenting learning from the project.

Duties and Responsibilities
In consultation with the Women for Women International Nigeria, the Consultant is expected to:

  • Lead the process of the baseline program review, organizational capacity assessment, and outcome harvesting.
  • Come up with the design, methodology, planning, implementation, and quality control procedures for the consultancy.
  • Develop the assessment tools (baseline program review and outcome harvesting tool, etc).
  • Administer the OCA assessment tools to the WROs and develop organizational capacity strengthening and building plans for the WROs on the priority areas.
  • Conduct desk reviews of project documents (work plans, project documents, program reports, assets, financial etc), focus group discussions with project beneficiaries, and interviews with the WfWI Nigeria staff, WRO staff, and critical stakeholders.
  • Share baseline scores, capacity assessment scores, and capacity building plan, and outcomes harvested including key findings, gaps, and recommendations with WfWI Nigeria.
  • Hold feedback and debriefing meetings upon the completion of the consultancy with WfWI Nigeria and the WROs where necessary.

Deliverables

  • Inception Report which should also include assessment tools, a clear work plan, methodology etc.
  • Draft report on the OCA assessment with Organizational Capacity Building Plan highlighting the practical actions to be done by the WROs and where necessary by WfWI.
  • Baseline program review report that includes results for the indicators across the various outputs including the Women Peace and Security (WPS) issues and Movement building.
  • Draft report on the outcomes harvested for review and feedback.
  • A consolidated report that includes all the aspects of the consultancy (baseline program review, OCA assessment, and outcome harvesting) for review and feedback by WfWI.
  • A final report that addresses all feedback and comments from WfWI Nigeria.
  • A virtual meeting to present the summary of the findings to the WfWI Nigeria and where necessary the Women's Rights Organizations.

Timeframe

  • The Consultant is expected to commence work on February 20 and complete all responsibilities and deliverables on March 20, 2023. Submit the final report on or before March 23, 2023.

Required Skills and Experience

  • At least a Master's Degree in Business Administration, Social Work, Advocacy, Project Management, Social Science, or any related discipline.
  • A minimum of 7 years' experience in monitoring and evaluation, outcome harvesting, and research
  • Demonstrated expertise and knowledge of MERL techniques and assessment tools, women's rights and empowerment, organizational management, project management, resource development and financial management.
  • Experience in evaluating programmatic activities in the INGO/NGOs sector
  • Good understanding and experience in outcome harvesting approach
  • Experience in designing and implementing MERL systems
  • Strong analytical and writing skills, including expertise in the modeling and analysis of data
  • Proven experience in conducting organizational capacity development and strengthening reviews
  • Ability to utilize best practices in MERL to achieve deliverables
  • Ability to analyze, interpret and synthesize information from several sources.
  • Ability to work with tight deadlines to meet the timeline in the ToR
  • Fluent in both English and Hausa.
  • Knowledge and/or experience in social development, economic empowerment, and gender-based violence is an asset.
