Posted on Wed 22nd Feb, 2023 - hotnigerianjobs.com --- (0 comments)

Banyan Global is a development consulting firm, founded on the principle that integrating expertise and experience from the development community and private sector will achieve a broad and lasting impact. Our unique team comprises seasoned private sector and international development professionals. Headquartered in Washington, D.C., Banyan Global maintains staff around the world. Banyan Global is a women-owned small business.

We are recruiting to fill the position below:

Job Title: Revision of the Community Health Practitioners Standing Orders Consultant

Job ID: 2023-1818
Location: Nigeria

Background
BG Laurel International Nigeria LTE/GTE is an owned subsidiary of Banyan Global, Inc, a woman-owned small business and international development consulting firm committed to improving livelihoods through market approaches for a broad and lasting impact. The firm is headquartered in Washington, DC and has program operations and activities in over fifteen countries around the world. Banyan Global operates within six practice areas: gender, youth, finance and investment, enterprise development, health, and evaluation and learning.

Banyan Global is the prime recipient of the Nigeria Health Workforce Management (HWM) Activity in Nigeria. The HWM Activity is a five-year task order to support the establishment of a cost-effective, well-trained, and motivated health workforce, particularly in targeted rural and remote areas of Bauchi, Ebonyi, Kebbi, and Sokoto States and the Federal Capital Territory (FCT). By its conclusion, HWM is expected to increase the production of new health workers competent to respond to current and future population health needs in these locations by 10,000; improve the distribution and skill mix of front-line workers to meet specific local demands; and strengthen the capacity of pre-service institutions to adopt and apply innovative education approaches. Targeted interventions will contribute to 1) improved management of maternal, child, and newborn health conditions and 2) increased responsiveness to community health needs. USAID will support the Government of Nigeria’s (GON’s) commitment to plan, recruit, train, manage, and retain its primary health care (PHC) workforce. This activity will contribute to the achievement of USAID/Nigeria’s Country Development Cooperation Strategy (CDCS) Development Objective 2 “a healthier, more educated population in targeted states” and Intermediate Result (IR) 2.1 “Utilization of quality health services in targeted areas and population groups increased.”

Purpose of the Consultancy

  • The HWM Activity is seeking the services of a competent and experienced professional to support the Community Health Practitioners Registration Board of Nigeria (CHPRBN) in the revision of Standing Orders for the three cadre of Community Health Practitioners – the Junior Community Health Extension Workers (JCHEW), the Senior Community Health Extension Workers (CHEW), and the Community Health Officers (CHOs).
  • The Standing Orders are a compilation of the legal standard operating procedures that the CHPRBN mandates every licensed community health practitioner in Nigeria to use in their practice and the provision of care. The current editions of the Standing Orders were revised in 2015. Given the recent general revision and update of the pre-service curricula, the several updates in the diagnosis and treatment of emerging diseases, and the strong inclusion of the Modified Life Saving Skills (MLSS) components in the pre-service curricula, the need for a revised and updated standing order for each of the cadre of community health practitioners has become pertinent.
  • The development of the standing orders will be achieved in phases and through several mechanisms such as stakeholders engagements to harvest the feedback on the use of the current standing orders, workshops to review and revision of the standing orders, and the preparation of the necessary databases for the design of the standing order mobile app which is the ultimate end point of the revision efforts.

Responsibilities
Tasks / Level of Effort (LOE)

 Pre-workshop engagement / 14

  • Support the CHPRBN in the design of tools to harvest feedback from relevant stakeholders (PHC tutors, frontline workers, educators, clinicians, job aid designers, etc.) about the current editions of the Standing Orders.
  • Work with the software engineers in collecting relevant requirements from stakeholders that are useful for the app development.
  • Work with other resource persons to facilitate the development of the pre-workshop draft of the Standing Orders ahead of the in-person workshop.

Standing Order revision workshop / 14

  • Facilitate the revision and finalization of the Standing Orders for the JCHEWs, CHEWs, and CHOs.
  • Review the zero drafts of the Standing Orders in preparation for the work of the copyeditors.

Post-works engagements / 10

  • Facilitate the copyediting and preparation of the document for printing.
  • Contribute to the required documentation for the mobile app prototyping by the software developers.

Total LOE = 38

Expected Deliverables
The Consultant will submit the following deliverables within the period of performance:

  • Inception report (a template will be provided)
  • Monthly progress reports
  • Copies of the Standing Orders
  • Final process report

Reporting Line and Approach:

  • The Consultant developing the Standing Orders will receive overall guidance and oversight from the HWM Technical Director.
  • The day-to-day technical oversight will be provided by the HWM Quality HRH Training Specialist.
  • The Consultant and the HWM Quality HRH Training Specialist are expected to work closely together on the day-to-day implementation of the scope of work.
  • The Consultant is also expected to consult with relevant key stakeholders throughout the process of the consultancy assignment especially the Governing Board and Senior Executives of the CHPRBN.
  • The work may require the Consultant to travel outside of the Federal Capital Territory (FCT) to perform the duties described above. HWM will make all travel arrangements and cover appropriate costs of approved travels only.

Qualifications
Education & Experience:

  • Bachelor's Degree in Medicine, Nursing, Public Health, Sciences, Public Administration, Adult Education, or another relevant field.
  • Six to ten (6-10) years of experience working on projects or programs utilizing skills relevant to this consultancy role.

  • Must be willing to commit to the full period of implementation.
