Job Title: Engagement as a Service Contract Consultant
Terms of Reference (TOR) for Engaging a Consultant to Assess 20 Primary Health Care Centers and 8 Women and Girls Safe Spaces (WGSS) and Prepare a Bill of Quantities for Their Rehabilitation and Accessibility for People with Disability (PWDs)
WINN has been partnering with CBM to support Women and Girls Safe Spaces (WGSS) and Primary Health Care Centres in the communities of Jere, MMC, Konduga, and Gwoza LGAs in Borno State.
The WGSS and Primary Health Care Centres are in need of rehabilitation to ensure they provide quality services to the community.
In addition, there is a need to assess the accessibility of the WGSS and Primary Healthcare Centres for persons with disabilities (PWDs).
Objectives
The objectives of this consultancy are to:
Assess the 20 Primary Health Care Centers to determine their current condition and identify areas that require rehabilitation
Produce a bill of quantity for the rehabilitation of the 20 Primary Health Care Centers and 8 WGSS
Assess the accessibility of the WGSS and Primary Health Care Centers for Persons with Disability (PWDs)
Provide recommendations on how to improve the accessibility of the WGSS and Primary Health Care Centers for PWDs
Produce “Bill of Quantity” for the needs of each PHCs and WGSS
Scope of Work
The consultant will be responsible for the following:
Conducting a comprehensive assessment of the 20 Primary Health Care Centers to determine their current condition and identify areas that require rehabilitation. This should include an assessment of the physical infrastructure
Producing a bill of quantity for the rehabilitation of the 20 Primary Health Care Centers and erection of 8 WGSS consisting of 5 PHCs and 2 WGSS in MMC, Jere, Konduga and Gwoza LGAs.
Assessing the accessibility of the WGSS and Primary Health Care Centers for Persons with Disability (PWDs). This should include an assessment of physical accessibility.
Providing recommendations on how to improve the accessibility of the WGSS and Primary Health Care Centers for PWDs.
Deliverables
The consultant will be expected to provide the following deliverables:
A comprehensive report on the assessment of the 20 Primary Health Care Centers and 8 WGSS; the accessibility of the WGSS and Primary Health Care Centers for PWDs.
A bill of quantity for the rehabilitation of the 20 Primary Health Care Centers and erection of 8 WGSS.
Timeframe
The consultancy is expected to take a total of 2 weeks, including field work and report writing.
Reporting:
The consultant will report to WINN DIHA Project Coordinator and will be required to provide regular updates on progress.
Intellectual Property:
All documents and reports produced by the consultant under this consultancy will be the property of WINN.
Confidentiality:
The consultant will be required to sign a confidentiality agreement to protect the WINN's information and data.
Ethical Considerations:
The consultant is expected to follow ethical guidelines in conducting the assessment, including obtaining informed consent from the facility and protecting the privacy and confidentiality of the information collected.
Amendment and termination:
The terms of this consultancy may be amended or terminated by mutual agreement of WINN and the consultant. Such agreement shall be written.
Requirements
The consultant must have the following qualifications and experience:
Candidates should possess a Bachelor's Degree or HND in a relevant field, such as Quantity Surveying, Building Technology, Civil Engineering or Architecture.
At least 5 years of experience in conducting assessments and producing bills of quantity for construction projects
Experience in assessing accessibility for PWDs
Excellent report writing and communication skills
Fluency in the local language and English.
