Basic Function

• The STA, TQLA - Systems Strengthening will lead the development and/or strengthening of systems to promote use of financial and technical data to improve performance of program results.

Duties and Responsibilities

• Set up framework and strengthen data platforms (CO, NASCP and SASCP) to increase appetite for use of finance and service/program data to guide implementation direction towards corrective actions that will inform overall performance improvement.
• Strengthen CO, NASCP and SASCP systems to promote transparency and accountability in financial and program information for greater beneficiary experience, program impact and societal benefits.
• Work in sync with Data Visualization & Utilization Specialist to prepare funding and fund utilization dashboards, disaggregated by states. The dashboard shall highlight cashflow and program outcomes (e.g., US dollars spent to identify each HIV positive pregnant women in X state), disaggregated by state contributions versus GF funding over time.
• Work with Program, Finance, SI teams to develop tools, SoPs, protocols, job aids Apps etc to facilitate documentation of results, conduct of out spot-checks at national (NASCP) and sub-national (state, LGA, health facility, community) levels to review the value chain and integrity of financial and program data being reported. This will range from data collection, collation, reporting, analysis, and data utilization for decision-making.
• Work with FHI 360 teams and NASCP staff to establish/strengthen third party payment platform and instances to improve turn around time for payment of volunteers and teams in the project. This will require that the position holder builds on existing systems/frameworks that will support real time monitoring and advanced tracking of deliverables of these program volunteers and LGA teams.
• Provide hands-on training and mentoring support to the finance, technical and program staff of FHI 360 and NASCP where capacity gaps are identified.
• Disseminate dashboards consisting of validated information, to generate dialogue, promote evidence-based decision making, address corrective actions and foster performance improvement in financial management.
• Ensure the use of peer review approach, generate monthly dashboards highlighting results and best practices in financial and technical performance across states, to catalyze action among lagging state actors ensuring that key best practices identified during regular SRMs, or field-based practices shall be shared across the project as knowledge management and thought leadership products.

Qualifications and Requirements

• Candidates should possess a B.Sc in Social Sciences, Management Sciences or another quantitative field with relevant experience.
•  Must have 9 to 11 years relevant experience manipulating data sets and building statistical models.
• Experience using Tableau, Power BI, advanced excel, Strata, DHIS etc to manipulate data, query databases, and draw insights from large data sets.
• Experience working with and creating data architectures.

Knowledge, Skills & Attributes:

• Report to supervisor on variances and status on regular basis. Perform detail-oriented work with a high level of accuracy.
• Interact with diplomacy and tact and follow-up on requests in timely and efficient manner.
• Strong problem-solving skills with an emphasis on innovation design and strategic frameworks using technology.
• Knowledge of a variety of machine learning techniques (clustering, decision tree learning, artificial neural networks, etc.) and their real-world advantages/drawbacks.
• A drive to learn and master new technologies and techniques.
• Knowledge and experience in use of data analysis tools and instances such as Tableau, Power BI etc.
• Ability to triangulate data to improve program efficiency.
• Excellent written and verbal communication skills in English for coordinating across teams.
