Damnaish Human Capacity Building Initiative (DHCBI) is a Humanitarian Non-Governmental Organization, founded in 2014 and incorporated with the Nigerian Government (Corporate Affairs Commission) in 2015 (CAC/IT/No 83231) to provide humanitarian assistance, in terms of emergency and Capacity building, social development and empowerment to eradication poverty and the fear of want. It has since its inception, been strategizing, collaborating, and interfacing with relevant stakeholders toward enhancing the individual’s ability to break free from poverty or bounce back in times of crisis.

Our society has over the years been bedeviled by insecurity, poverty, illiteracy, disease, hunger, malnutrition, lack of access to clean, water bad sanitation, human rights abuses environmental degradation as well a lack of economic opportunities, making it possible for the humanitarian crisis to thrive. DHCBI, therefore, has tailored its humanitarian services to building or restoring the capacity of individuals and communities towards rapid and quick recovery by supporting livelihoods and sustainable basic services through some articulated programs.

We are recruiting a qualified personnel to fill the position below:

Job Title: IGA / VSLA Officer

Location: Damboa / Askira Uba - Borno

General Description and Job Brief

  • The IGA/VSLA Officer will have overall responsibility in facilitating the implementation of all Vocational skills training as well as VSLA and related activities.
  • He/she will ensure that all proposed objectives and targets concerning skills training and VSLA are achieved effectively.
  • These include guidance to the successful formation of VSLAs, Rapid Appraisal of Income Generating activities, and beneficiary training on business / entrepreneurial skills.

Responsibilities

  • Facilitate community mobilization, meetings and training during community-led IGA activities.
  • Work closely with selected community committees/leaders to ensure accountability, fairness and transparency during the implementation of activities.
  • Work closely with community structures to follow up on the implementation of income-generation activity plans.
  • Gather information and data on Income Generation Activities at the site level through surveys, assessments, regular post-distribution monitoring and field supervision visits to beneficiary households.
  • Ensure timely procurement of and delivery of the right quality and quantity of VSLA kits/tools required by the beneficiaries and ensure these are used appropriately.
  • In charge of day-to-day VSLA/IGA-related activities.
  • Supervise and collect the required program information to facilitate capacity building and training programs, with the support of the Field Assistants, Facilitators, and/or Volunteers.
  • Participate and perhaps take lead in thematic surveys, needs assessment and data collection for livelihood-related research.
  • Support the M&E team in the collation and analysis of beneficiary data.
  • Support the FSL Manager in developing existing livelihood programs and possible new interventions to the humanitarian response.
  • Coordinate closely with the FSL Manager to ensure that cross-LGA programs are being implemented in synergy
  • Sensitize beneficiaries on available feedback mechanisms and maintain an open line of communication with them to obtain feedback and complaints with regard to the existing IGA/ Livelihood activities and suggestions for new livelihood opportunities.
  • Administer hands-on livelihoods training, as necessary, and provide guidance to targeted beneficiaries to enhance their capacity to engage in income-generation activities.
  • Contribute to the development of systems, procedures, tools, and associated methodologies for the implementation of livelihood activities.
  • Ensure most vulnerable people are identified and prioritized for assistance during program activities.
  • Mobilize and raise awareness about the organization, program objectives and activities to local authorities and the population, and act as a link between the organization and the beneficiaries at the program site and LGA level.

Coordination:

  • Develop lines of communication and close collaboration with WFP, team members, and other stakeholders as well as contribute to a coordinated humanitarian response.
  • Liaise with the Logistics and Procurement Department to ensure that the resources required for the IGA/Livelihood activities are acquired timely. Complete and keep records of the necessary paperwork
  • Represent DHCBI at external stakeholder meetings in coordination with FSL Coordinator and/or Manager.
  • Coordinate field activities with other DHCBI teams.
  • Participate in regular internal and external Livelihood coordination meetings for the program at Camp, Host Community, LGA and state levels as necessary.
  • Ensure maximum visibility of the organization amongst the Government of Nigeria, and the NGO/UN community.
  • Maintain open lines of communication with all field staff and service departments.

Reporting:

  • Produce IGA and Livelihood updates including in-field visit reports.
  • Organize and prepare regular Livelihoods analysis reports.
  • Contribute to program weekly/monthly reports including plans and facilitation of community awareness sessions on basic and specialist IGA and Livelihood activities and their management.
  • Support and coordinate with the M&E Officers for surveys, post-distribution and other program monitoring activities.
  • Support program teams to ensure M&E aspects of the IGA and Livelihood activities and learning experiences are captured.

Miscellaneous:

  • Perform other relevant duties as assigned by the FSL Coordinator and/or Manager.

Prevention of Sexual Exploitation and Abuse:

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within DHCBI and amongst beneficiaries.

Compliance & Ethics:

  • Promote and encourage a culture of compliance and ethics throughout DHCBI. As applicable to the position, maintains a clear understanding of WFP and DHCBI compliance and ethics standards as well as adhering to those standards. Conduct work with the highest level of integrity.

Requirements

  • University Degree in FSL-related studies like Agriculture / Agricultural Economics, Development Studies, Economics, Business Administration, Natural Resource Management, Disaster Risk Management or other closely related fields - A master's Degree is an asset.
  • Minimum of two (2) years’ work experience in humanitarian or development contexts, with at least 1 year in conflict/insecure contexts.
  • Previous experience managing Food Security and livelihood interventions (i.e. cash-based transfer, IGA, agriculture/livelihoods).
  • Experience in community participatory methodologies.
  • Excellent communication skills and experience in report writing.
  • Capacity and willingness to base at DHCBI field locations.
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions.
  • Very good interpersonal skills, particularly in networking, and working with communities, local civil society and local authorities.
  • Previous experience in using and adapting community-led approaches.
  • Good understanding and knowledge in the application of do-no-harm, conflict sensitivity principles and DHCBI standards and ethics for protection work.
  • Good understanding of protection concerns, including GBV issues in displacement, human rights, and international humanitarian law.
  • Proven analytical skills.
  • Demonstrated understanding of and ability to maintain confidentiality and respect for beneficiaries.
  • Knowledge and experience with community outreach and mobilization.
  • Positive and professional attitude, including the ability to lead and work well in a team setting.
  • Strong ability to organize work, meet deadlines, coordinate multiple tasks, and maintain attention to detail.
  • Understanding of monitoring processes, learning, adaptation and evaluation.
  • Fluent in English, Hausa and other local languages.
  • Experience in working in north-eastern Nigeria, preferably Borno State.
  • Commitment to humanitarian principles and action, and to DHCBI’s mission, values and policies
  • Excellent computer knowledge and skills in using Microsoft Office and Google Workspace.
