The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH (German Agency for International Cooperation) is an international enterprise owned by the German Federal government, operating in many fields across more than 130 countries.

In Nigeria, GIZ's portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.

We are recruiting to fill the position below:

Background

  • The diverse expertise of our federal enterprise is in demand around the globe – from the German Government, European Union institutions, the United Nations, the private sector, and governments of other countries. We work with businesses, civil society actors and research institutions, fostering successful interaction between development policy and other policy fields and areas of activity. Our main commissioning party is the German Federal Ministry for Economic Cooperation and Development (BMZ).
  • The registered offices of GIZ are in Bonn and Eschborn. Our approximately 23,500 employees, almost 70 percent of whom are national personnel, work in a round 120 countries (July 2020) GIZ has worked in Nigeria since 1974. From 2004, GIZ has maintained a country office in the capital city Abuja. Currently 361 national and 66 international employees, 19 regional staff, 4 integrated specialists and 3 development workers are working in the country (June 2020).

The Project

  • Nigerian Energy Support Programme (NESP) The Nigerian Energy Support Programme (NESP) is co-funded by the European Union and the German Government and implemented jointly by the Federal Ministry of Power, Works and Housing and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
  • It aims at enabling and fostering investments in a domestic market for Renewable Energy (RE) and Energy Efficiency (EE) and improving access to electricity in Nigeria. As part of the programme activities and in close collaboration with its public and private partners, the Component “Capacity Development” aims at standardizing skill acquisition of professionals, improve training delivery of partner institutions and ensure technical support to operationalise the national certification of skills for the growth and advancement of clean energy in Nigeria. This includes activities with Federal Ministry of Power (FMP) & Federal Ministry of Works & Housing (FMWH).
  • Partnerships have been established with the Council for the Regulation of Engineering in Nigeria (COREN), relevant Ministries, Departments & Agencies (MDA’s), Academia, Centres for Renewable Energy Research as well as the private sector.

Responsibilities

  • As part of the management team of the project "Promoting the Energy Transition and Energy Access in Nigeria", the Head of Component, Capacity Development will contribute to the quality of training and certification offers for professional qualifications required for the implementation of the energy transition to ensure expansion.

Tasks
Activities will involve:

  • Planning, implementing, and monitoring activities of the Capacity Development Component of the NESP according to GIZ guidelines with a clear focus on achieving results
  • Lead stakeholder engagement and dialogue to facilitate the certification scheme for clean energy skills and action plans in cooperation with the relevant actors
  • Establish and maintain training procedures to support learning and development activities, applying instructional design best practices and formulating and testing new and innovative approaches, processes, and techniques, to include blended, on-line programmes
  • Leading multi-stakeholder consultations, negotiations and consensus building and participatory and consultative processes
  • Institutional advisory for skills development in the clean energy sector including organisational changes, revision of certification framework, implementation and monitoring and evaluation
  • Disciplinary responsibility for experts deployed in the Component
  • Planning and monitoring of budgets for the Component’s activities
  • Coordination with the other components of NESP
  • Promoting cooperation and networking of institutions
  • Planning and steering of consultancy assignments
  • Internal and external representation of the Component

General obligations
The Head of Component:

  • Remains updated on policy developments for skills in Nigeria that are of relevance for the implementation of the Component’s activities
  • Is familiar with the framework of cooperation with the European Union and the German Government under which the programme is implemented
  • Is familiar with all Components of the programme, concepts and status of implementation and knows the corresponding experts and staff.
  • Represents the interest of the GIZ and the programme and always acts on its behalf
  • Carries out important tasks for the programme, even if these are not explicitly cited in the job description; performs other duties and tasks at the request of the management
  • Provides strategic, operational, and other technical direction to internal and external stakeholders and training partners
  • Leads the development and implementation of operational plans and activities in close consultation with counterparts to ensure quality and suggests necessary changes, improvements, and initiatives
  • Initiates and drives stakeholder coordination in the sector including the private sector and training institutions to ensure demand-oriented skills development and employment promotion
  • Responsible for drawing up an action plan and conceptual design to strengthen the project implementation
  • Responsible for quality control and knowledge management
  • Represents the interest of the GIZ and the programme and always acts on its behalf.

Required qualifications, Competences and Experience Qualifications

  • University Degree in Energy, International Relations, Political Science, Social Sciences, vocational education and training or similar area of study. A Master’s Degree is an added advantage.

Professional experience:

  • At least seven years of experience in Capacity Development/TVET projects in developing national competency standards, accreditation, quality assurance, programmes curricula design, employability actions and initiatives
  • Excellent working knowledge of instructional design and computer applications (e.g., MS Office, MS Teams)
  • Proven project management experience incl. staff and budget responsibility
  • Work experience on project implementation within GIZ or another international cooperation organization working in Nigeria
  • Excellent knowledge of national actors and institutions in the sphere of RE and EE skills development is required (proven work experiences needed)
  • Strong interpersonal, negotiation, conflict management and communication skills are required
  • Networking and stakeholder moderation skills
  • Knowledge of dual TVET systems in Renewable Energy is desirable
  • Knowledge of best practices in competency-based education and learning management systems is mandatory
  • 5 years’ experience in training coordination, curriculum development and knowledge of effective skills transfer methodology
  • Experience in working with international organizations.

Desired additional qualifications, competencies, and experiences

  • Fluency in English (speaking and writing); good knowledge of German is of added advantage
  • Experience of practical project management practices in training implementation.
  • Excellent presentation, monitoring, evaluation, and reporting skills
  • Excellent conceptual and organizational skills as well as moderation, presentation, and communication skills in an intercultural context
  • Commitment, team spirit, reliability, diplomatic skills, gender competence and intercultural understanding

Salary
According to GIZ salary scale for Band 5
