Role Purpose
The HR Coordinator will work with the Humanitarian HR & Admin Manager to plan, develop and deliver professional, leadership and organizational development initiatives to ensure SCI develops and retains the talent needed to achieve strategic goals and objectives.
The position will be responsible for implementing initiatives for improving the productivity of SCI by focusing on the effective development, coordination and presentation of training and development programs for all employees.
The position will also in addition carry out all other HR responsibilities including recruitment and selection as required.
Scope of Role
Reports to: Humanitarian Human Resource & Administration Manager
Staff directly reporting to this post: HR Officer
Key Areas of Accountability
The HR Coordinator will work collaboratively with minimal daily supervision to support the HR unit on the followings:
Recruitment:
Work closely with the HR & Administration Manager in ensuring vacant positions are filled promptly and support hiring managers in the recruitment of vacant positions in line with SCI policies. This is done by facilitating timely submission of recruitment plans, prompt advertising of vacancies on taleo. Long/Short-listing of candidates, Interviewing, completion of the recruitment process as soon as possible and making timely communications to candidates etc.
Maintain a database of recruitment related advertising agencies - including websites, professional forums, and costs.
Train line managers on the recruitment process and ensure more rigorous compliance with the Safeguarding Policy.
Maintain applicants’ database.
Interviewing:
Long/Short listing of candidates
Form part of the interview panel
Prepare terms and conditions of employment and issue all employment and consultancy contracts in compliance with SCI policies and HR best practices
Lead on induction. Ensure effective and efficient induction procedures (Passport to Success process) and that proper inductions are made for all new staff on time. Collate induction feedback from new employees and propose appropriate improvements to the induction process.
Ensure child safeguarding policy is observed all through the recruitment process
Supervises the recruitment of Volunteers
Ensure proper procedures are implemented in the course of staff resignation and contract termination – exit interviews, clearance, proper documentation and communication and preparing terminal payment for verification by the HR & Admin Manager.
Learning & Development:
Assist the HR & Admin Manager in the development of training for staff to effective respond to emergencies.
Through the Develop to Perform process, collate L & D plans from individual staff performance reviews; discuss with unit heads on key L & D for their staff and prepare an annual L & D plan
Identify training courses and their costs and maintain a list of available courses.
Research training opportunities as prioritised by the HMT or as requested by supervisors.
Provide support to Line managers and staff to ensure high quality performance (setting objectives, performance reviews etc).
Contribute to Human Resources Team special projects including Talent Management and Succession planning
Liaise with the CO in the management and monitoring of the use of the LMS by staff
Representation:
Assist the HR & Admin Manager in developing and maintaining contacts with other key INGO players to undertake a regular review of their terms and conditions of their salary structures and of the security procedures within emergency operations.
As delegated, represent SCI in HRWG meeting
Administrations:
Maintain leave-tracker for all international staff
Develop and maintain training tracker
Ensure staff personnel files are up to date
Provide admin support to supervisor to arrange training opportunities and interviews for staff.
Coordinate the yearly refresher training on SCI policies for Volunteers
Supervises HR Officer
Monitor and advise on disciplinary matters in accordance with established policies and procedures
Prepare monthly SITREP and other monthly report
Work with the HR & Admin Manager to establish good wellbeing plan/strategy
Support the HR & Admin Manager in mediating conflict and grievance cases
Staff Wellness, Health and Safety:
Liaise with the CO in the registration of staff with Health Management Organisations (HMO) and administration of other necessary updates with the HMO
Work with the HR & Admin Manager to come up with staff wellness plan and activities
Child Safeguarding:
Work with the HR & Admin Manager and the Child Safeguarding Officer on implementing strategies to strengthen Child Safeguarding Policy compliance.
Ensure all new employees have had thorough key policies induction
Maintain basic management and statistical information on staff strength, diversity etc
Support the child safeguarding investigations as required
Other:
Carry out any other duties assigned by your Line Manager from time to time
Qualifications and Experience
Essential:
Candidates should possess an HND / B.Sc. in Social Sciences or any relevant qualification.
Minimum of 3 years of progressively responsible professional level experience in HR in a humanitarian setting
Proven administrative, supervisory, team building and facilitation skills
Excellent writing and editing, communication and interpersonal skills;
Strong influence, analytical and negotiation skills required to influence employees and managers to address performance issues and development opportunities;
Excellent OD and process and team facilitation skills;
Knowledge of performance management and organizational development tools and processes;
Ability and desire to work collaboratively with strong communication with the entire HR unit and with numerous people and personalities
Experience with Taleo e- recruitment system
Politically and culturally sensitive with qualities of patience, tact and diplomacy
Understands and respect the importance of confidentiality particularly in relations to employees’ personal details
Computer literate with working knowledge and experience of Microsoft office suites
Ability multi task, track assignments and meet deadlines.
Previous end to end recruitment experience gained from an INGO or in humanitarian context
A proactive and solution orientated approach: highlights challenges and offers appropriate solutions
Attention to detail skills; intellectual curiosity and a strong willingness to learn.
Strong interpersonal skills and cultural awareness. Ability to develop productive relationships across a wide range of stakeholders
