Job Title: Learning and Development Manager

Contract Period: 6 months (With possibility of extension)
Contract: 208 working hours per month

Main Purpose

• The L&D manager provides strategic and functional expertise and advice in learning & development, with the aim to plan and apply processes and activities that foster the development of a diverse and competent workforce to achieve the missions’ operational goals effectively

Job Description

• With the support of the HR Coordinator and in collaboration with the coordination office, define, develop, promote, apply, follow up and advise on the learning and development strategy of the mission 
• Contribute to developing advanced, innovative and useful L&D solutions and initiatives for MSF global workforce
• Apply appropriate learning and development processes, tools and best practices to address learning needs, gaps and opportunities.
• Influence stakeholders by building buy-in for the most appropriate learning and development
• approach for specific situations in accordance with mission and OC-level L&D and OPS strategies.
• Proactively plan and lead the learning and development annual planning and budget process
• Proactively seek to increase access to learning and development opportunities for all employees ofthe missions – including identifying synergy/exchanges/collaboration with other MSF sections and other local institutions.
• Plan, develop and follow up on mission-wide or project-specific staff learning and development activities.
• Advise employees and coordinators, managers and supervisors in the mission on application of
• individual development and potential growth paths for themselves and their direct reports.
• Provide expertise and support to all coordinators/supervisors/activity managers on how to implement PMS (tool, method, setting up objectives, follow up of action plan and best practices)
• Lead all the recruitmentsin Coordination office
• Ensure 100 % PMS coverage in the mission. Work closely with the admins to make sure that all staff has objectives and evaluations.
• Manage detachment procedures for LHS on another mission or intersectionnaly as part of capacity building.
• Ensure the review and regular update of Job profiles with supervisor and technical referent
• Follow up of the LHS dev Plan of the mission in collaboration with the Admin and PAM
• With the support of the HRCO, lead the LNAP of the mission and proper implementation
• Collaborate with HRCO in building/updating the annual plan and budget, with regards to her/his area of work and responsibilities (LNAP)

Requirements

• Education Degree in the field of HR, Learning and Development, Organizational Development or relevant experience

Experience:

• Working experience of at least 3 years in a Learning and Development position.
• Desirable previous experience in MSF or otherNGOin developing countries.

Language:

• Mission language essential.

Knowledge:

• Essential computer literacy (word, excel and digital media)

Gross Monthly Salary
According to MSF National Salary Scale
