Project Background
Rationale for the Project:

• The ongoing humanitarian crisis in Northeast Nigeria continues to impact civilians, despite almost a decade long military operations, launched in 2016 against Non-State Actors and Armed Groups. Conflict affected households have experienced socio-economic and human losses and struggled to build their resilience. Being displace for many years, conflict-affected households continue to require support to improve their situation of nutrition, WASH, food security, mental health and protection situation.
• To respond to the prevailing needs in these locations, Action Against Hunger, through the generous support from the United States Agency for International Development/Bureau for Humanitarian Assistance began the implementation of a two-year emergency multi-sectorial intervention in Borno and Yobe State, Nigeria. Under the on-going program, ACF provided eight (8) rounds of unconditional food assistance transfers to 22,849 vulnerable IDP, Returnee and Host community households in Jere, MMC, Magumeri, Nganzai and Monguno LGAs during the first and second year of the intervention (between June 2021 to May 2023).

Purpose and Objectives of the Consultancy
Rationale for the Consultancy:

• The goal of this exercise is to evaluate the overall goal of the project in terms of effectiveness, relevance, efficiency, coherence, impact and sustainability of the intervention in the implementing locations (Monguno, MMC, Jere, Kaga, Konduga, Magumeri, and Nganzai LGAs in Borno state, as well as the Gujba LGA in Yobe state). The primary objective of this evaluation is to assess the overall achievements of the project in line with the agreed overall results and objectives.

Objectives of the Consultancy:
More specifically, implementation of this evaluation will aim for the following key specific objectives: Specifically, the evaluation will investigate:

• The extent to which ACF has been successful in meeting the project goal and objectives.
• Project participants (men, women, boys and girls) perception and involvement on project design, implementation, Monitoring and evaluation and achievements.
• To review the other data/reports produced by project and suggest recommendations to progress on core indicators in the target communities.
• To produce SWOT analyses of the sectoral integration aspect of the project.
• Document lessons learned and best practices
• Generate data for a set of indicators outlined in project M&E plan;
• Use collected data as benchmark for measuring project success or failure;
• Suggest other priority areas for future supports/recommendations
• Assess the linkage between emergency resposne and early recovery
• Assess the proejct contribution in terms of gender and protection

Key Evaluation Criteria and Questions

• As per Action Against Hunger’s Evaluation Policy and USAID/BHA Evaluation Guideline, Action Against Hunger would adhere to Organization for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) criteria for evaluating this project. In that regard, ACF has selected relevant pre-defined evaluation questions as organized by the OECD/DAC Evaluation criteria (from USIAD/BHA Evaluation Guideline).

The evaluator will hence be expected to develop the evaluation questionnaire strictly in line with the following pre-defined evaluation questions;

• Relevance: Did the intervention do the right things?
• Coherence: How well did the intervention fit?
• Effectiveness: Did the intervention achieve its objectives?
• Efficiency: How well were resources used?
• Impact: What difference did the intervention make?
• Sustainability: Will the benefits last?

Geographical Scope Covered by the Analysis:

• The evaluation is expected to cover all the intervention locations of the project namely MMC, Jere, Konduga, Kaga, Magumeri, Monguno and Nganzai LGAs in Borno State and Gujba LGA in Yobe state in the Northeastern Nigeria.

Profile of the Consultant (Qualification and Experience)

• Significant experience (5-8 years) in coordination, implementation, monitoring and evaluation of emergency response programmes, and expertise in at least 2 relevant sectors (Food Security & Livelihoods, Nutrition, Health, WASH)
• Demonstrated experience of evaluating humanitarian response projects is essential (experience of evaluating BHA-funded projects is desirable)
• Fluency in English and ability to write clear and concise reports (examples of previous work will be requested)
• Relevant Master degree/equivalent related to the evaluation to be undertaken, Ph.D. will be an added advantage
• Ability to manage the available time and resources and to work to tight deadlines
• Understanding of BHA requirements as a humanitarian donor and specific requirements for this evaluation.
