The United Nations Development Programme (UNDP) is the United Nations' global development network. The organization operates in 177 countries, where it works with local governments to meet development challenges and develop local capacity.

We are recruiting to fill the position below:

Job Title: Consultant - Assignment for Editorial Works of the Document, "Compendium of Good Practices of State Taskforces in Combatting Trafficking in Persons in Nigeria"

Background

  • Procurement of consultancy for editorial works of the document, “Compendium of Good Practices of State Taskforces in combatting Trafficking in persons in Nigeria”
  • The Governments of the Netherlands and the US have entrusted UNODC with the implementation of the projects; Improved Response to Trafficking in Persons (IRTIP) and Smuggling of Migrants and Strengthening Nigeria’s Criminal Justice Response to Trafficking in Persons and Smuggling of Migrants (PROMIS).
  • Under these projects, UNODC 2022 organized two boot camps bringing together members of the 22 state task forces on human trafficking in Nigeria in a peer learning and sharing approach.
  • To amplify and encourage the state task forces’ efforts in combatting human trafficking in Nigeria, the achievements presented at the boot camps have been documented in a compendium.
  • This is to encourage replication and follow-up of the many promising examples of good initiatives by the state task force on prevention, protection, prosecution, and partnership.

Duties and Responsibilities
Purpose of the assignment:

  • To carry out editorial works on the Harmonized document which was validated by the state taskforce members and other partners in readiness for its official launch on Monday 31 July 2023 to commemorate the 2023 World Day against Human Trafficking; a one-day event expected to host a total number of 150 persons (State task force members, NAPTIP, government MDAs, UN agencies, Diplomatic missions, international development partners, CSOs, and media).

The Consultant will work under the overall supervision of the Project Coordinator, at the UNODC Country Office for Nigeria. The assignment will consist of the following:

Level I. Basic copy editing:

  • Enter editorial changes to text and table electronically (using track changes if requested)
  • Provide finalized and edited documents of the compendium to the Project Coordinator or designated focal person within the projects.
  • Check language and spelling for correctness, in conformity to the UNODC house style, and consistency.
  • Check grammar (a verb-subject agreement, dangling participles, incorrect or unclear use of pronouns, etc.) and punctuation for correctness and consistency.
  • Check that word usage is appropriate.
  • Eliminate abbreviations as far as possible and ensure that essential abbreviations are spelled out at the first mention.
  • Ensure that numbers and units of measurement are used appropriately and consistently, under the UNODC house style.
  • Check the spelling and presentation of the agencies’ names on the document.
  • Check other proper names (for cities, international conventions, conferences, nongovernmental organizations, named individuals, etc.).
  • Edit chapter titles, subheadings, and table and figure legends for brevity, consistency, and parallel construction, and check the format of numbering if appropriate.
  • Check the formatting of chapters, sections, subsections, paragraphs, lists (e.g., with bullet points), and table and figure captions for consistency.
  • Check that references have been cited in the correct sequence.
  • Ensure that the UNODC house style has been used for reference lists/bibliographies and that the information for each reference is complete.
  • Ensure that all cross-references to chapters, sections, subsections, tables, and figures are correct.
  • Check for and eliminate or query discriminatory language.
  • Edit or prepare a table of contents.

Level II. Technical editing in addition to everything at level 1

  • Ensure that the writing style is appropriate to the intended audience.
  • Ensure that technical terms are used precisely and per the recommendations of the UNODC and other international bodies.
  • Question possible factual errors.
  • Consider and query what might have been omitted, to achieve a balanced and effective document.
  • Identify and take appropriate action regarding material that shows undue bias, is politically or legally sensitive, or whose publication would be prejudicial to the best interests of the UNODC or Nigeria.
  • Improve presentation and wording to ensure that the text is easy to read and understand. Check the overall structure and suitability of headings. Simplify technical language, eliminate jargon, and introduce definitions when needed. Rewrite long complicated sentences. Eliminate verbosity, pomposity, and discriminatory language. Ensure that there is no ambiguity in the language used (English is not the mother tongue of many readers and the text may be translated into other languages).
  • Eliminate unnecessary and repeated material.
  • Check that the titles of references cited correspond to the subject matter in the text at the point of citation.
  • Advice on the selection and effective use of tables, illustrations, text boxes, footnotes, and annexes. Ensure that they prove their point and that any text included is edited (for technical reasons it may be preferable to edit figures only on hard copy and not on screen). Make the presentation of similar data consistent. Check that any tables, figures, and annexes are correctly cited in the text. Check that the main text correctly reflects the information given in tables and figures and that any simple mathematical calculations (e.g., column totals) are correct.
  • Make suggestions on layout, as appropriate.
  • Complete a style sheet as a record of decisions taken concerning spelling, hyphenation, format, etc.
  • Compile a list of queries (e.g., regarding technical errors and ambiguities, inconsistencies, and faulty logic) for the authors as a separate list or embedded in the text using the comments facility, as requested. For long or complex assignments, it is advisable to send a list of queries after editing each chapter or section, as appropriate.
  • Revise the material to consider the authors’ responses to editorial queries.

  • Timely and quality delivery of outputs; incorporating the feedback of UNODC on draft documents.
  • Acceptance of the required outputs by UNODC, incorporating UNODC’s comments on draft documents
  • Furthermore, both UNODC and the Consultant fully and unconditionally subscribe to the following principles:
  • The Consultant will ensure that stakeholders are shielded from the needless risk of harm or embarrassment and proceed with their willing and informed cooperation.
  • Proper presentation of the Consultant should be provided, including his/her name, as well as the sponsoring role of the donors and the implementing role of the UNODC and the project context.
  • The Consultant should maintain objectivity and exercise professional integrity.

Required Skills and Experience
This process will require an expert on language editorial works with experience in working on a publication for international organizations that are to be used for different audiences.

  • University Degree in Translation, Languages, or other relevant fields.
  • 5 - 7 years of work experience in editing and copywriting
  • Fluency in the English Language is required.
  • A proven record of editing reports and policy related documents in English language is essential, especially in the context of state and local governments in Nigeria. Detailed list of such should be provided.
  • Demonstrated experience in working for the UN or an international organization.
  • Excellent knowledge of computer software applications, MS Word, Excel, graphs, and charts.

Selection Criteria:

  • Educational Qualifications (20 Marks)
  • Professional Qualifications and Certifications (20 Marks)
  • Proven experience/satisfactorily implementation of similar assignment in the past in Nigeria and/or elsewhere (60 Marks).

Individual consultants will be evaluated based on the following methodologies:
Cumulative analysis:

  • When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
    • Responsive/compliant/acceptable, and
    • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
      • Technical Criteria weight; (70% of weight)
      • Financial Criteria weight; (30% of weight).
  • Only those candidates who obtained a total technical score of 49 and above (i.e., 70% of total score) will be considered as technically qualified.
