Job Title: Health Promoter Supervisor

Location: Kano

Job Description

  • In close collaboration with the HP manager, participating in the definition and update of the HP/IEC strategy and identifying indicators in order to monitor HP activities, results, and achievements. Supporting the HP manager in organizing and carrying out assessments and research on the impact of HP activities and identifying and reporting the constraints, difficulties or strength points of the HP strategy inside and outside the medical structures in order to reinforce the link between the communities and the project
  • Providing support in selecting and developing quality pedagogical communication strategies towards the community. Planning information campaigns, including targets, objectives, methods and goals in order to increase awareness among the targeted population.
  • Informing, according to protocols, community members and identified risk groups (prisons, army, sexual workers, etc.) about health-related issues
  • Organizing health awareness sessions for MSF's medical and non-medical staff
  • Identifying key actors (local authorities, local NGOs, traditional healers, formal or informal authorities) and being the focal point for the networking in order to support the dissemination of health information of the target population and be the point of reference for the relation and networking with these subjects.
  • Organizing, training, and supervising the HP team in terms of planning and organizing their work, supporting, evaluating and coaching of personnel, collecting reports and reporting the activities of each health worker and regularly visiting communities that are under his/her responsibility
  • Supervising, in close collaboration with the HR department, the HR associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
  • Ensuring cleanliness of IEC (information, education, and communication) areas
  • Collecting and reporting to the medical team any information linked to the health situation of the population and the patient.
  • MSF is currently responding to Diphtheria outbreak in Kano state. The project, in collaboration with State Ministry of Health (SMoH) and hospital management, has set up a Diphtheria Treatment Centre (DTC) at Murtala Mohamed Specialist Hospital (MMSH) and contact clinics at MMSH and in the ward of Tudun Fulani. The health promotion component needs strengthening to efficiently support medical objectives.

Specific Tasks
Specific Tasks of the Health Promotion (HP) supervisor are:

  • Strategy development, with emphasis on building outreach activities
  • Adapt facility-based and outreach HP strategies to shifting project needs, in collaboration with the HP Activity Manager (HPAM) and medical team.
  • With HPAM, orchestrate launch of outreach activities, including contact tracing, community-based case management, community mobilisation for vaccination, supporting community health workers in health education, focus groups etc.
  • Support regular project staff in HP strategy development, as requested.
  • Foster diphtheria literacy and linkage to care in DTC and target community
  • Organise HP activities in DTC and community
  • Develop and update HP tools, including posters, message guides etc.
  • Capacity-building of Health Promoters
  • Train health promoters on communication, community engagement, qualitative assessments, and diptheria-specific content, with support from HPAM and medical team.
  • Supervise and provide on-job support to ensure high-quality HP work through sit-ins, modelling, constructive feedback (message accuracy, use of health education tools/techniques, respect to patients).
  • Actor mapping and partnership-building.
  • Work with HPAM to build relationships with SMoH and other actors engaged in Risk Communication and Community Engagement.
  • With support of HPAM, map key actors and activities in order to identify gaps and potential efficiencies through collaborating in diphtheria HP activities.
  • Support SMoH in community mobilisation activities related to vaccination campaign.
  • Meet weekly with nursing technical supervisor, Matron, facility-in-charge, and other key collaborators.
  • Monitoring and evaluation.
  • Collect patient feedback (myths, misconceptions, risk behaviours) and adapt health education messages accordingly.
  • Conduct patient-understanding/knowledge-retention assessments.
  • Produce a weekly sitrep on HP activities, comprised of quantitative and qualitative data.
  • Work with the HPAM to plan, conduct and implement findings from qualitative assessments in the community on diphtheria perception and vaccine decision making.
  • Conduct regular debriefing with HPs and follow-up on challenges raised.
  • Departmental collaboration.
  • Actively participate in the Emergency team briefings.
  • Sensitisation of non-medical staff on diphtheria.
  • Consult on HP activities of maternal and child health, nutrition, and primary health care teams, as requested by HPAM and project leadership.
  • Curry out any other responsibility assigned by the line manager.

Requirement

  • Candidates should possess a minimum of HND qualification.
