NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.
We are recruiting to fill the position below:
Job Title: Information, Counselling and Legal Assistance (ICLA) Project Coordinator
Job Identification: 10528
Location: Maiduguri, Borno
Reports to: Area Manager
Supervision of: ICLA Officers
Travel: 30% to Monguno
Project number: Subject to upcoming Funding
Duration and type of contract: 1 year with the possibility of extension
Role and Responsibilities
The ICLA Project Coordinator provides overall management of ICLA Officers and is responsible for successful project implementation.
Generic Responsibilities
The following is a brief description of the role:
Adherence to NRC policies, guidance and procedures
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
Promote the rights of IDPs/returnees in line with the advocacy strategy
Generic responsibilities which are function specific:
Coordinate implementation of ICLA program activities
Provide strategic and operational advice and guidance contributing to programme implementation, development, adjustment or review
Contribute to the development of an effective assessment, monitoring and evaluation system and document findings and recommendations
Provide HLP and Civil documentation technical input to coordination mechanisms(e.g. cluster coordination) and working groups
Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports
Carry out any other duties as delegated by the Program Development Manager
Specific Responsibilities
Coordinate and Supervise the ICLA project team and program activities
Coordinate Preparation of workplans and progress reports for ICLA teams
Supervise the ICLA team leaders and project officers
Expand and maintain NRC’s network of relevant stakeholders in all operational areas
In consultation and coordination with the Program Development Manager, represent NRC in protection and coordination forums
Coordinate establishment of client outreach, screening and identification procedures
Coordinate establishment of case documentation management systems
Support development and strengthening of synergies between all NRC programs
Document obstacles to secure land tenure and identity documentation for IDPs to inform advocacy initiatives
Document case studies and best practice for facilitating secure land tenure and identity documents for IDPs
Prepare presentations and papers demonstrating lessons learned
Support the preparation of funding proposals
Coordinate Preparation of donor reports. GORs and monthly reports on activities and progress
Any other tasks as assigned by the supervisor
Ensure that NRC’s programmes are guided by and effectively abide by the humanitarian principles
Critical interfaces:
Relevant interfaces for this position are:
Area Manager, ICLA Specialist
HR/Admin Officer, Finance team, Logistics team, Access Coordinator and other CC Specialists.
Scale and scope of Position
Staff: 6 ICLA Officers in Maiduguri and Monguno.
Stakeholders: UNHCR, IRC, UNICEF, DRC, Save the Children, Legal aid Council of Nigeria, Ministry of Lands and Survey, NBA,Ministry of Women’s Affairs, National Identity Commission, NEMA, SEMA, Local Courts, other community decision makers
Budgets: TBC

Requirements

Educational Qualification:
Bachelor's Degree level education in Law.
Generic professional competencies for this position:
Minimum 3 years of relevant experience within field of expertise
Technical specific knowledge from the humanitarian sector
Previous experience from working in complex and volatile contexts
Experience in working independently in a results-oriented multi-tasking and multi-cultural environment
Experience in managing staff
Excellent command in Microsoft Applications
Documentedtechnical competences related to the position’s responsibilities

Fluency in English, both written and verbal
Context related skills, knowledge and experience:
Knowledge of the context in Nigeria
Experience with start-up activities
Experience in coordination of Housing Land and Property and Civil Documentation activities

Proven skills in report writing
