Job Title: Expression of Interest: Procurement of a “Public Private Partnership (PPP) Expert’ on Energy Sector - PESD

Brief Description of the Assignment
The services to be provided under the assignment include supporting the Bank through PESD on advising respective governments on identification of feasible NSO/SO transmission line projects pipeline aligned to the newly approved Bank PPP Framework, aligned to Pillar II of the energy sector.
The Power, Energy, Climate and Green Growth Complex invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
Scope of Services
The scope of consultant’s service includes but not limited to the following:
Perform PPP Sector Readiness Diagnostic overview of transmission lines in Tanzania energy sector in collaboration with the Bank Regional Member Country (RMC) energy sector.
Identify PPPs potential by engaging relevant Government Ministries of Energy of TANZANIA and KENYA (MoE/M), Finance (MoF/P), Regulator (EWURA/EPRA), PPP Desk/Directorate and Power Utility TANESCO and KETRACO
Assess and document PPP life cycle planning and processes on identified projects and work with utilities to develop undertake PPP projects screening.
Identify potential transmission line PPP projects “quick wins” and a solid “pipeline” which the Bank can fund and provide Transaction Advisory Services.
Assist the Bank with the government issuing “Letters of Request” on identified “quick wins” transmission projects and outlined relevant delivery “Scope”.
Identify gaps which can be strengthened through Workshops, Capacity Building, Guidelines/Policies and Training related to PPPs in transmission lines.
Identify the status of the PPPs Desk/Nodes and PPP Centre and areas of collaboration to strengthen implementation of PPPs in Tanzania.
Advise the Bank on the discussions and “Way Forward” with each institution such as TANESCO/KETRACO, MoE, PPP-Desk/Directorate and DFI’s on identified projects and other opportunities.
Undertake a more thorough review of all the financial instruments and products applicable to identified projects and opportunities including delivery timelines.
Map and ensure the identified projects lifecycle are aligned to various PPP regulations/legislation acts in Tanzania and relevant delivery/approval timelines.
Assist in ensuring that the PESD knowledge products are presented in a form that is accessible and informative, and that technical jargon is kept to a minimum.
Develop and present to the Bank a roadmap for implementation of PPP transmission projects that will enhance generation mix and increase access and relevant support.
Identify and present to the Bank other opportunities for integration such as renewables, mini-grids, off-grids, and Green Growth Initiatives (GGI) as well as climate change opportunities.
Provide guidance on priority national and regional transmission line interconnector projects in terms of “readiness” for development as PPPs and instruments required.
Identify key players in each opportunity such as Government, Utilities and Contracting Authorities and the sequence of delivery approach and implementation.
Arrange high level meeting engagements with key Government Ministries, Utilities, DFI’s while working closely with the Bank RMC’s energy sector officers.
Qualifications & Experience Requirements
The following are the minimum qualification requirements of the Expert:
At least a Master’s Degree and certification in PPP’s / Accountancy / Business Administration, Engineering, Law, Project Finance, and /or Commercial, with Intergovernmental/Donor Engagements working in Africa will be a plus.
At least 10 years experience in project finance and development, preferably for international organizations with focus on PPPs (Public Private Partnerships) and PIIPs (Privately Initiated Investment Proposals) in the energy sector in Africa continent.
Understanding of the Bank’s operations, priorities and terminology and drive to take assignment in the energy sector with focus on PPPs in transmissions lines (TLs) on assigned country and “Transaction Advisory Services”.
Ability to engage with Governments, Utilities, Institutions, Contracting Authorities, PPPs Desk/Nodes/Centres/ Directorates, DFI’s and other Players/Partners.
Excellent creative thinking and development skills in understanding and identifying gaps and opportunities with focus on high level diagnostics, project pipeline readiness, identifying quick wins, instruments & products required development.
Have developed energy sector projects pipelines to bankability, PPPs Frameworks, Implementation guidelines/roadmaps, Training, Workshops and Capacity Building.
Experience with DFI’s and international donors and partners activities related to PPPs in energy sector, or its equivalent and different funding instruments and Transaction Advisory Agreements (ASA) working closely with Bank legal department (PGCL).
Experience with various PPPs Regulations, Legislations and approved Acts and project implementation aligned to established PPPs life cycles, Contracting Authorities, Procurement Guidelines, Project Screening Tools, and mechanisms etc.
Expert knowledge of either English or French, though a knowledge of both would be an advantage.
Willingness to work flexible hours, and sometimes beyond official working hour to meet assignment expectations.
Uphold strong diplomatic, interpersonal, and intergovernmental relationship/communication skills and can uphold and high level of confidentiality.
