Brief Description of the Assignment
The main objective of the consultancy will be to provide technical assistance and knowledge in the development of web pages, and sections design, maintenance, and support of African Energy Portal (AEP), a Drupal-based portal, managed by the Power, Energy, Climate, and Green Growth (PEVP) Complex of the Bank.
The consultant will be required to gather and analyze requirements, program all or selected components of the actual portal, propose pages and section design, document components, and applications.
The selected Individual Consultant will be a mobile application developer that will design and create the mobile app as well as implement web services on the portal to be linked to the application.
Objective

Scope of the Services
The consultant's duties will be as follows:
The design, creation, testing, implementation, and support of Country Pages and Projects and Investments subpages as well as other portal sections, systems, and mobile application.
The site and mobile application designs of the AEP from client specifications as well as related maintenance.
Integrate the portal with other technologies
Support the team working on the Electricity Regulatory Index (ERI), especially in the design and follow up of the online questionnaire.
Making recommendations towards the development of new web and mobile capabilities or reuse of existing ones.
Provide peer-to-peer Quality Assurance of web and mobile developments to development standards and requirements specifications
Use appropriate tools to make finished web and mobile material available on a web server.
Maintain familiarity with a substantial range of relevant web sites, mobile applications and participates in significant discussions on developments in tools and technology and use the knowledge to advise the department of current/future trends and to anticipate any necessary changes to standards in the employing organization.
Anticipate the department requirements, implement additional feedback and data gathering mechanisms where required.
Select and use appropriate tools and techniques to provide interfaces to new and existing portal modules and advise the department on technical matters relating to such interfaces.
Assist in the implementation of SharePoint/Sankofa Online for Document Management and projects, which includes feature configuration, data migration, and training
Liaise with the department on all aspects of application creation, from fundamental principles to implementation details.
Provide guidance and assistance to the department staff in any aspect of program design, creation, testing, and documentation.
Train and ensure proper knowledge transfer to the department staff
Provide full documentation, all source codes, and all development artifacts upon completion of the assignment.
Help improve the Portal Search Engine Optimization (SEO), particularly with the use of Google Adwords.

In particular, the deliverables will include:
Country and Regional Pages, and Portal Sections development, management and maintenance
The enhanced development of the projects and investment section of the AEP
The maintenance of the Electricity Regulatory Index (ERI) web-based data collection system (ERI), developed within the AEP
Development of a mobile application related to ERI (iOS, and Android mobile devices)
Development of a mobile app connected to the AEP Country profiles (iOS iPhone, IPad, and Android mobile devices) using HTML, CSS, Javascript and RESTful web services
Duration
The assignment duration is 06 months from the date of signing the contract. The commencement date is expected for 15 June 2023.
Location
The work will be carried out at the Bank’s headquarters in Abidjan, Cote d’Ivoire.
Reporting
The consultant will report to the Chief of Business Solution Development.
Profile of the Local Consultant
Must be a citizen of AfDB member countries permanently residing in Abidjan, Cote d’Ivoire, at the time of the application.
Must hold at least a Master's Degree or equivalent in Computer Science or Software Development.
Must possess at least five (5) years of experience in web and mobile application development, including graphics, layout, scripting, programming, etc. with the following skills:
Expertise in Drupal (Module Development and Theming)
Strong knowledge of mobile applications deployment
Solid understanding of navigation and GUI for maximizing usability.
Strong knowledge of image manipulation software (Photoshop)
Good interpersonal skills.
Excellent written and oral communication skills.
Good knowledge of guidelines for website accessibility.
Remuneration
The consultant will receive a monthly lump sum rate based on his/her experience. No additional benefits or per diem will be paid. The individual consultant is responsible for his/her health insurance and accommodation costs.

General qualification and suitability for the assignment (30%)
Experience related to the assignment (40%)
Experience with international development agencies or commercial banks (20%)
