Pro-Health International is a faith-based, non-profit organization that has provided free health care services to under-served populations in Nigeria for over 32 years.CDC and USAID have funded PHI to implement HIV/AIDS prevention, treatment, and care projects, OVC projects and Global Health security projects. The ICHSSA-4 project is a 5-year USAID-funded award that commenced in December 2019 and will run up until December 2024. The project is being implemented by a consortium of partners, with Pro-Health International (PHI) as the lead partner and Catholic Relief Services (CRS) as the sub in Adamawa, Bauchi Taraba, Sokoto, Zamfara and Kebbi states. The ICHSSA 4 project aims to ensure that Orphans and Vulnerable Children (OVC) are cared for and protected by their households, communities, local and state governments to reduce their vulnerability to HIV.

Job Summary
The Database / Research Officer is responsible for the organization, maintenance and updating all databases used on the project such as the National OVC Management Information System (NOMIS), District Health Information System (DHIS) USG Instance, PEPFAR’s Data for Accountability, Transparency & Impact (DATIM), among others.
The Officer is also responsible for supporting all research activities of the project.
As may be required from time to time, s/he will develop computer programs and troubleshoot databases to generate data, data tables and reports to respond to program and donor reporting requirements, on schedule and as the need arises.
The Database Officer will also be responsible for supporting Data analysis for research and data visualization.
Job Responsibilities
Serve as a liaison between Project and USAID or her agent(s) on MIS-related activities and in turn provide overall technical support on database organization, maintenance, development, and update, to project Strategic Information unit and CSOs teams in the delivery of the project mandates in line with all USG accepted policies and procedures.
Support the planning and delivery of trainings, workshops, and other capacity development interventions for CSOs and MEAL teams.
Facilitate the training of CSOs, LGAs and States staff on NOMIS.
Facilitate NOMIS database content development and upgrade.
Support the Strategic Information Officers to ensure CSO understands the information needs of project stakeholders and donors and adhere to system requirements.
Provided onsite support for the implementation and updates of the existing MIS systems used by ICHSSA 4 and CSOs comprising NOMIS, APPR and DATIM and this will include but not limited to onsite installation, setup, data entry procedures, and data transmission.
Provide coaching and mentoring to CSO M&E staff on the application and use of the available MIS to ensure that high standards of program implementation are always provided.
Support the development/improvement of the NOMIS working with any external consultant or USAID IP
Support the collection of GIS coordinates of project site locations and the development of service maps.
Support the preparation of monthly, semi-annual, and annual and ad-hoc reports from CSOs donors with strict adherence to standards and timelines.
Maintain an inventory of data collection and monitoring visits to partners on a regular basis to monitor M&E systems.
Ensure that CSOs participate in the data quality assessments (DQAs), understand the recommendations for remedial action, and comply with those recommendations.
Support the development of electronic data entry questionnaires using the appropriate electronic devices and applications or statistical packages during periodic surveys and intermittent studies.
Develop new programs and adapt existing ones to new applications as the need arises, and in collaboration with the IT unit and SI units carry out systems analysis related to the study of new applications, testing and revision of programs.
Participate in national M&E technical working group (TWG) meetings to share best practices and ensure integration of the MIS platforms with the national management information systems for OVC.
Collaborate with ICHSSA 4 management and CSO in planning, designing, and undertaking program evaluations and special studies.
Develop questionnaires on Kobo collect and other of open-source software and applications for data collection.
Support the implementation of research initiatives.
Develop project dashboards to show project performance.
Provide coaching and mentoring to CSO M&E staff on the application and use of the available MIS to ensure that high standards of program implementation are always provided.
Support the conduct of annual state-level results reviews at the end of each fiscal year to inform the development of annual work plans.
Support the process of developing learning agenda that will be an integral part of the M&E system and allow regular identification of lessons learned and best practices.
Support data demand and data use process within ICHSSA 4 project.
Support the application of quality improvement science to improve program M&E at all levels.
Work with Director, Strategic Information to submit reports required by USAID, PEPFAR and government of Nigeria in a timely manner.
Work with the DSI to prepare ICHSSA for any internal and external evaluations/assessments and work with assigned evaluators to ensure successful completion of these evaluation.
Support the Federal Ministry of Women Affairs and Social Development (FMWASD), National Agency for Control of AIDS (NACA) in coordination of data related to OVC in the national of OVC response.
Qualifications and Skills
Candidates should possess a Bachelor's Degree in Social Science with emphasis on Public Health, Statistics, Data Science, Health Informatics, or a Development-related field. A Master’s Degree will be an added advantage.
Demonstrated skills in M&E, GIS data management and quantitative and qualitative research methodologies.
At least 4 years of professional experience in implementing M&E for programs related to Health, HIV and OVC, agriculture or food and nutrition security programming, of which at least two years with a NGOs.
At least 3 years’ experience in the development and use of GIS, database systems, data visualization and other information management tools, systems, and procedures
Experience in managing M&E databases including DHIS, APPR and NOMIS and DATIM
Skilled in the development and use of data/data analytics to aid program decision making, with demonstrated ability to perform robust data extraction from internal and external information systems.
Ability to perform complex data analytics utilizing Microsoft Excel, STATA, and/or Business Intelligence tools, making recommendations based on findings.
S/he will be able to portray complex data sets in easy-to-understand formats/visualizations.
Ability to work effectively with government and civil society partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods and adult learning principles.
Experience/knowledge of Data Visualization and Business Intelligence tools, such as Power Bi and Tableau
Ability to support partners working at a distance to achieve results against program objectives/targets.
Ability to conduct or support research is an added advantage.
Supervision and Mentoring:
SupportICHSSA 4 state Strategic Information officer on the project and provide overall performance management support for their work.
Participate on behalf of ICHSSA 4 in national and state-level strategic meetings with the GON and TWGs.
Attend state technical meetings to ensure close coordination between program, management, and M&E staff.
