C19RM Coordination Officer at the Country Coordinating Mechanism (CCM)

The Country Coordinating Mechanism (CCM) is the embodiment of one of the Global Fund's founding principles of Country Ownership and as the main multi-stakeholder governance body for Global Fund investments at the country level, the CCM plays several key roles, including developing funding requests, nominating Principal Recipients and overseeing grants implementation.

We are recruiting to fill the position below:

Job Title: C19RM Coordination Officer

Location: Abuja (FCT)

Background & Role Expectations

  • The Country Coordinating Mechanism (CCM) is the embodiment of one of the Global Fund's founding principles of Country Ownership and as the main multi-stakeholder governance body for Global Fund investments at the country level, the CCM plays several key roles, including developing funding requests, nominating Principal Recipients and overseeing grants implementation.
  • The COVID-19 pandemic is having a catastrophic impact on the most vulnerable communities worldwide and threatens progress against HIV, TB and malaria. The Global Fund is providing immediate funding to help countries fight COVID-19, mitigate the impacts on lifesaving HIV, TB and malaria programs, and prevent fragile health systems from being overwhelmed.
  • Effective community and civil society engagement remain crucial for developing a robust response to the pandemic, including opportunities to support community-led initiatives both to mitigate the impact on HIV, TB and malaria services, and to strengthen the national COVID-19 response.
  • The Global Fund has established a mechanism to finance countries, through the CCM, to support their response to COVID-19. Therefore, C19RM allocation letters will be sent to eligible countries and the CCMs will coordinate all stakeholders to:
    • Develop and submit prioritized funding requests in defined submission windows as listed on the Global Fund website.
    • ensure meaningful engagement and inclusive decision making.
    • Control and containment interventions need to be aligned with national response plans and be endorsed by the relevant COVID-19 Coordinating Body
    • To support the CCM to achieve these aspects of the application process, the Global Fund is funding a C19RM Coordination Officer role.

Objectives of the Position / Tasks

  • Coordinate all aspects of the planning and development of C19RM Funding Requests (in close collaboration with CCM Secretariats and Leadership).
  • Ensure meaningful consultation and coordination (with Civil Society/communities, Technical Partners and national COVID-19 coordinating structures), documentation, good governance and inclusive decision-making in the evelopment and submission of C19RM Funding Requests.
  • Ensure the timely endorsement and complete submission (either via the Fast-Track option or the appropriate window) of C19RM Funding Requests
  • Support ongoing engagement in oversight of COVID-19 grant implementation and performance

Reporting and Communication Lines

  • The C19RM Coordination Officer reports to the CCM Executive Secretary and liaises and coordinates as needed with the CCM Oversight Officer, and other CCM sub-committees, CCM Secretariat Staff, the Country Team, the CCM Hub and the Principal Recipients.

Key Areas of Responsibilities
Operational Area 1 - Coordination of the C19RM Funding Request Planning and Development Process:

  • Conduct a desk review of relevantC19RM application documents and guidance materials, which include but are not limited to:
  • Share relevant document and guidance materials with all stakeholders.
  • Maintain close and constant communication with CCM members and structures, Country Teams, technical partners and COVID-19 national coordinating bodies throughout the funding request development process. This coordination includes involvement of stakeholders from initial communications and development of first drafts to review and approval of final versions.
  • Provide regular bi-weekly updates on activities and progress to the CCM Executive Secretary.
  • Coordinate with the CCM Executive Secretary and other Secretariat staff to ensure existing and additional resources to support inclusive dialogue (particularly to ensure community engagement) are available and can be utilized.
  • Ensure the detail of planned activities and budgets are agreed with the CCM Hub/Country Team on an ongoing basis.

Operational Area 2 - Consultation, documentation and inclusive decision-making:

  • Organize, conduct and document comprehensive consultations with:
  • Civil Society constituencies, with Civil Society platforms beyond the CCM membership and communities most severely affected by COVID-19;
  • Technical Partners, and
  • COVID-19 National Coordinating Structures/Bodies
  • The objective of these consultations is to discuss priority areas, needs for alignment and interventions following the guidance provided by the Global Fund.
  • Ensure the results/feedback and recommendations of consultations are considered in the C19RM funding request and reprogramming requests development process.

Operational Area 3 - Timely endorsement and complete submission of C19RM Funding requests:

  • Ensure the C19RM Funding Request is endorsed by all CCM members using the appropriate materials/methods.
  • Ensure that proposed COVID-19 control and containment interventions considered in funding requests are endorsed by the COVID-19 national coordinating body.
  • Ensure the timely and complete submission of the C19RM Funding Request application materials following the guidance, method and timelines provided by the Global Fund.

Operational Area 4 - Support ongoing engagement in oversight of COVID-19 grant implementation and performance:

  • Integrate into Quarterly Oversight Committee meetings analysis on key information on C19RM funds implementation (targets achieved, absorption, bottlenecks, and others as relevant).
  • Organize connectivity/logistics for extraordinary CCM meetings to discuss progress/bottlenecks of C19RM funds implementation.
  • Facilitate quarterly/semi-annual meetings of the CCM Civil Society Sector representatives and representatives of affected populations and persons living with or affected by the diseases not on the CCM to gather opinions/feedback on how C19RM funds aimed at communities are being implemented.
  • Convene quarterly/semi-annual follow-up meetings with National COVID-19 Response Authority to discuss progress, address ongoing challenges, and provide feedback from the Civil Society.

Performance Metrics

  • High quality C19RM Funding Requests and Reprogramming Requests are submitted to the Global Fund for approval using approved templates and within stipulated timelines.
  • All C19RM grants are high-performing and achieving programmatic and fund absorption targets.
  • All grants’ periodic reports by implementers and the CCM are submitted in a timely manner and of highest quality.

Period of Performance:

  • This is a full-time position and the period of performance and expected duration of the contract is at least one year renewable.

Candidate Profile
Qualifications Essential:

  • Advanced Degree in Public Health, Social Sciences, Development Studies, or related field.

Experience Essential:

  • Solid experience in building and developing partnerships in political environments and in mediating complex issues and deliverables at country, regional and international level.
  • At least 5 years of professional experience (international or national) working in planning or management in the humanitarian sector or public health or disease program management.
  • Experience coordinating multiple stakeholders (public, private and civil society) in the public health space at national and sub-national levels.
  • Understanding of Global Fund processes and its funding model.
  • Excellent written and verbal communication skills.

Desirable:

  • Experience working in program planning and management and/or equivalent experience.
  • Experience working in public health and pandemic preparedness and response.
  • Solid understanding and experience of strategic, organizational, and management issues.
  • Previous experience and/or background with government at national and sub-national levels.

Language:

  • Working level of English is required for this role.

Technical skills:

  • Proficient in Microsoft Office applications, email, internet and websites.
  • Robust understanding of Governance and Ethics matters.
  • High degree of organization, initiative, political awareness and knowledge of public health issues.
  • Strong inter-personal skills and proven ability to communicate and interact diplomatically with high-level officials from the government, NGOs, UN agencies, the private sector and in-country PSEA network members.
  • Strong writing, presentation and communication skills.
