With this objective in mind, the institution aims at assisting African countries – individually and collectively - in their efforts to achieve sustainable economic development and social progress. Combating poverty is at the heart of the continent’s efforts to attain sustainable economic growth.
The AfDB is intending to acquire the services of a Procurement Lawyer to provide support on matters related to the evaluation of the Legal, Regulatory and Policy Framework of South Africa.
For technical matters relating to procurement issues, the Procurement Lawyer will report and seek assistance from the Chief Regional Procurement Coordinator/RDGS.
The assignment is expected to start early July 2023 and will be for duration of eight (8) months on part time basis. The services required under the assignment includes but not limited to the following:
Conduct a desk-review of the existing national procurement legal and regulatory frameworks, and other legislation with impact on procurement, using MAPS.
Support the drafting of the Preliminary Assessment Report with a focus on the legal and regulatory aspects of the national procurement system, proposing specific recommendations and revisions to the legal and regulatory framework considering the national legal tradition and international procurement standards and practices.
Review and provide detailed comments on various national public procurement laws and regulations; and
Any other tasks as instructed by the AfDB related to the legal and regulatory review.
Duration of the Assignment
The duration of the assignment is for Eight (8) Months, and it is expected to commence in July 2023.
The contract is part time basis, and the consultant will be expected to provide inputs of 50 working days.
Requirements
Must possess a Postgraduate academic qualification in any of the following fields: Economics, Public Administration, Engineering, Law, Procurement, Finance, Business Administration, Political Science or of any other related field.
Experienced Public Procurement practitioner with ample knowledge of the legal, institutional, and operational aspects of Public Procurement and of internationally accepted practices in this area. S/he must have working knowledge of the English language.
At least 10 years of practical experience in Public Procurement, in particular experience in assessing Public Procurement systems and in designing and/or implementing procurement reform programs, in various country contexts.
Previous completed MAPS assessments and good knowledge of the country/region in which the assessment will take place will be an advantage.
The Consultant should be fluent in English in all forms of communications (read, write and speak).
