For every child, a champion

  • To ensure a well-run response not only requires strong coordination capacity but relies on strong and reliable information management capacity and this is a formal accountability of the sector lead agency.
  • Strong information management carried out in support of coordination processes will support relevant actors to work with the same or complementary information and baseline data when making decisions.
  • Properly collected and managed data during emergencies can furthermore support in early recovery, and disaster preparedness activities.
  • Information Management (IM) is therefore a time critical intervention to support timely evidence-based decision making in the sector.
  • The Information Management Officer (IMO) is a core sector coordination team member.
  • The purpose of the post is to manage the collection, analysis and sharing of information that is important for the sector partners to make informed (evidence based) strategic decisions.

How can you make a difference?

  • Under the overall supervision and general guidance of the Child Protection Manager and the Child Protection Manager, Sector Coordination, the incumbent will be responsible for the below-mentioned tasks and outputs:

Responsibilities
Information for the CP AoR in the coordination structure:

  • Map the existing IM tools and adapt or develop new ones where needed to deliver key and quality humanitarian information products for the CP AoR to inform relevant stakeholders (CP coverage, presence of actors, CP achievements).
  • Undertake mapping including 5W’s (Who, what, Where, When and for Whom), Needs and Gaps analysis, Services and Infrastructure, as required and produce monthly partners presence maps and dash boards
  • Lead the data collection and reporting from CP humanitarian actors in the response monitoring tool and generate comprehensive documents in a way that is easily understood by various decision makers (maps, dashboards, infographics and resource analyses).
  • Lead gap analyses for the Child Protection AoR based upon agreed data sources, including through verification and support for information disaggregated by age and sex, vulnerable groups and severity scale locations
  • Support inter-cluster efforts in generating Cross Sectoral Assessment Needs, Service Mapping, Rapid Assessments, Sitreps and Situation Analysis.
  • Provide relevant and up to-date inputs to inform sectoral plans and strategies (HNO/HRP), as well as OCHA and as well sector quarterly bulletins
  • Build the capacity of CP AOR members through training and coaching on IM processes including data collection, storage and analysis to inform decision-making, advocacy, dissemination, etc.
  • Assist in formulating and providing regular inputs to OCHA sitreps.
  • Maintain regular contact with OCHA and the protection cluster towards harmonization of tools and sharing of information in relevant platforms (Relief web, HDX, Global CP AoR website).
  • Coordinate all sector meetings and mailing related tasks for external communication with partners.
  • Lead in support  to sector partners on all information management tasks /training and role out of information management protocols in humanitarian settings.

Information management for Child Protection Section:

  • Plan and deliver training on CPIMS+ to case workers, managers and system administrators and ensure country offices, governments and partners have appropriate expertise in place for operation and maintenance of CPIMS+
  • Conduct spot checks to ensure quality and detailed data is provided and entered into the database, and oversee the day-to-day management of the inter-agency child protection information management system (CPIMS+)
  • Map and update all current and potential UNICEF partners – government, national/local and international humanitarian organizations as well as national institutions, the private sector through  provision of regular inputs/updates sector priority response matrix and other UNICEF Child Protection tools;
  • Support monitoring and analysis of both geographic and programmatic coverage of UNICEF and provide comprehensive analysis of section’s performance to address performance gaps in UNICEF KPIs (quantity, quality, coverage, continuity, and cost).
  • Provide relevant and up to-date inputs to inform UNICEF situation reports and the HAC.
  • Provide IM support in preparation, analysis and documentation of sectoral needs assessments, and prepositioned supplies for UNICEF by IP to facilitate planning and analysis, as well as preparedness and contingency plans.
  • Promote and provide training and capacity building activities for UNICEF and the sector’s partners for reporting, use of the information management outputs, and tools etc.
  • Provide information management to UNICEF partners in setting up and maintaining complaint and feedback mechanisms based on the guidance provided by the Child protection manager.

Key End Results
To support service delivery/outputs by:

  • Ensuring a well-run sector response with strong and reliable information management capacity as a formal accountability of the Sector Lead Agency.
  • Establish information management systems to support effective planning, implementation, and coordination of sector partners and UNICEF to use the same/reliable complimentary information and baseline data when making key strategic decisions for the sector.
  • Manage the collection, regular updates, analysis and sharing of information that is important for the Sector partners and UNICEF to make informed (evidence based) strategic decisions and eliminate duplication of service delivery.

To inform the HC/HCT’s strategic decision-making by:

  • Preparing needs assessment and analysis of gaps (across and within sector, using information management tools as needed and formulate priorities on the basis of analysis.

To plan and develop strategies by:

  • Developing sectoral plans, objectives and indicators that directly support realization of the sector response strategic priorities.
  • Apply and adhere to common standards and guidelines of UNICEF and the child protection sector.
  • Clarify funding requirements and help to set priorities/agreements of Sector contributions to the HC’s overall humanitarian funding proposals.

To monitor and evaluate performance by:

  • Monitoring and reporting on activities and needs in the child protector sector and UNICEF as required.
  • Measure performance against the Sector strategy and agreed results.
  • Recommend corrective action where necessary.

To build NE in preparedness and contingency planning:
Advocacy by:

  • Identifying concerns that contribute to HC and HCT messaging and actions.
  • Undertake advocacy on behalf of the Sector, Sector members, and affected people.

Accountability to affected populations by:

  • Information management system for Child Protection Sector and UNICEF is established and/or supported.

To qualify as an advocate for every child you will have…
Education:

  • A First-level University Degree (Bachelor's) in Information Systems / Information Management, Statistics, Mathematics, Data Management, Computer Science or a related field is required.
  • Formal training in sector information management is an advantage.

Experience:

  • Minimum of two (2) years of similar work experience in Information Management preferably with NNGOs/INGOs and/or the UN is required.
  • Experience in major emergency response relevant to the sector is highly desirable.

Language:

  • Excellent written and spoken English is required. Working knowledge of the local languages (Hausa and Kanuri) is highly desirable.
