The U.S. Mission to Nigeria comprises of the Embassy in Abuja, FCT, and the Consulate General in Lagos. U.S. Consulate General Lagos is the Mission’s representative to the Nigerian people in the southern region.

Duties

• Under the supervision of the OBO Project Director (PD) for the Lagos New Consulate Compound (NCC) Project, the Project Controls Engineer shall be the principal responsible for advising the PD on construction contract administration matters including Primavera schedule evaluations;
• Development of independent government cost estimates (IGE), maintenance of construction inspection reports for all disciplines, management of construction submittals;
• Preparation of weekly activity reports, schedule assessments, non-conformance reports, and monthly reports to OBO headquarters; and other construction engineering duties as assigned.
•  The job holder must be able to work independently with U.S. based consultants on construction engineering services.

Qualifications and Evaluations
Education Requirements:

• A Bachelor's Degree in any Engineering or Architectural field from an accredited university is required.

Experience: 

• Five (5) years of professional experience in a design, construction, or government management-related position is required. 
•  NYSC Certificate or Exemption/Exclusion document is required.

Job Knowledge: 

• Knowledge of project controls, reporting, and contract administration, business office administrative policies and procedures applicable to government office operations is required.  

Evaluations:

• This may be tested. Please specify your level of proficiency in the language(s) listed.

Language:

• Fluent level in speaking, reading and writing English is required. 

Skills and Abilities: 

• Must possess excellent Microsoft Office, including Excel, Word. 
• Must be able basic ability to read construction drawings. 
• Must be able to write project reports and correspondence. 
• Must be able to create basic cost estimates. 
• Must be able to understand basic engineering and construction principles. 
• Keyboard skills is required where accuracy is important, but speed is not. Ability to coordinate administrative management functions with Consulate offices, OBO Washington, project contractors, and subordinates is required.

Agency Benefits:

• Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Abuja, Nigeria may receive a compensation package that may include health, separation, and other benefits.
• For EFMs, benefits should be discussed with the Human Resources Office.
• The pay plan is assigned at the time of the conditional offer letter by the HR Office.
