It was officially launched in 2002 as a successor to the Organization of African Unity (OAU, 1963-1999). We are recruiting to fill the position below:

Job Title: Senior Mission Analyst (PAPS)

Purpose of Job

  • To identifying implied and specific tasks that must be performed by ATMIS from the higher OPORD/OPLAN.

Main Functions

  • Identifies, analyzes, evaluates, and monitors extremely complex or highly sensitive foreign and domestic systems and instrumentation, methods, procedures, and processes
  • Maintains an understanding of the political, security, humanitarian, and human rights situation in Somalia.
  • Follows unfolding events; conducts trend analysis and midtolong term predictions.

Specific Responsibilities

  • Identifies areas for potential research and analysis.
  • Works with colleagues to gather and verify information; and be able to select, confirm, and present the relevant information, with the appropriate political context, in a succinct manner (written or oral) to a variety of audiences, including senior leaders.
  • Collates, evaluates and provides short or longterm analysis on developments/events affecting the implementation of the ATMIS mandate, using sources such as:  ATMIS components (civilian, police, Human Rights, Humanitarian, military), UN Agencies, Funds and Programmes, national military/civilian authorities, members of the diplomatic community, international and multilateral Organizations, NGOs, media and other key stakeholders.
  • Contributes to situational awareness by producing accurate and timely reports, analysis, and briefings that inform senior leaders’ decisionmaking, policy development, and planning.
  • Ensures the SRCC and DSRCC are regularly updated on developments regarding the Political and security environment.
  • Prepares, edits and disseminates information in the form of regular reports, specific papers, incident reports, threat assessments, briefs, incident/trend analysis, scenario papers, profiles and risk maps among others.
  • Maintains and coordinates MAC tools, including Priority Information Requirements and Collection Plans in consultation with other Mission components and resources.
  • Attends and represents MAC as requested by the SRCC or DSRCC.
  • Provide briefings to the Senior Management Leadership Team, senior AU and UN visiting delegations and represents the MAC in meetings, as directed.
  • In coordination with information management and information technology specialists, maintains a system for classifying and storing confidential information.
  • Foster effective working relationships with other ATMIS components, the UNCT and relevant external actors and organizations.
  • Performs other duties as required, in support of the MAC, Mission and/or AU HQ, or as directed

Academic Requirements and Relevant Experience

  • A Master's Degree in Political Science, International Relations, Law, Public Administration, Police Science, Military Science, Security Studies or related field with seven (7) years of experience of which three (3) years at expert level.

Or

  • A Bachelor’s degree in Political Science, International Relations, Law, Public Administration, Security Studies or related field with ten (10) years of experience out of which three (3) years at expert level.

  • Strong analytical skills, and experience in information collection and management; excellent drafting and editing skills with the proven ability to produce cogent reports; proven analytical ability and experience in building information networks in a complex conflict and post conflict environment; ability to produce forwardlooking, preemptive analytical products and relevant leadership advice, notably on security developments and the positioning of nonState armed actors;
  • Proven ability to integrate different perspectives, inter alia, political, civil affairs, military, police, security, humanitarian, human rights, rule of law, gender, child protection, development, environmental and electoral affairs, into analytical products; ability to coordinate with many different actors, to develop and foster collaboration and contact networks and to work in a multicultural, multiethnic environment and backgrounds (including civilians, military and police);  
  • Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Tenure of Appointment

  • The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period.
  • Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

Remuneration
The salary attached to the position is an annual lumpsum of USD125,607.58 (P3 Step 5) inclusive of all allowances for internationally recruited staff, and USD91,058.73  inclusive of all allowances for locally recruited staff of the African Union Commission.
