We directly work with women in eight countries, offering support, tools, and access to life-changing skills to move from crisis and poverty to stability and economic self-sufficiency.

We are recruiting to fill the position below:

Job Title: Monitoring and Evaluation Officer (Consultant)

Location: Plateau
Employment Type: Contract
Duration: July 2023 to August 2024 (15 days max. monthly)
Reports To: Monitoring and Evaluation Manager

Background

  • Women for Women International is seeking a consultant with expertise in monitoring and evaluation (M&E) and experience in Gender-Based Violence (GBV) programs in conflict-affected areas.
  • The Consultant will be responsible for collecting and analyzing data from Change Agents and community stakeholders as part of the project titled "Mobilizing Community Led Solutions for Addressing Gender-Based Violence in Northern Nigeria," funded by the Ford Foundation.
  • The project aims to transform social norms that trigger and drive GBV by understanding the causes of violence against women in three target communities and facilitating targeted interventions to address different forms of violence experienced by women.

Key Outcomes and Goals of the Project

  • This project is designed to document achievement towards outcomes directly from the perspective of community stakeholders participating in the proposed activities. Using participatory methods that promote accountability and directly engage community members in monitoring changes over time, WfWI will be able to measure changes in social norms, community member attitudes and tolerance of GBV, knowledge and awareness of critical issues, perceptions of changing trends and their effects, observed institutional changes, and concrete commitments and actions taken in support of violence prevention. Specifically:

Goal: Transform the social norms that trigger and drive GBV

  • Outcome: Communities have deepened their understanding of context-specific gender norms and drivers of GBV and participate in change measurement.
  • Outcome: Local stakeholders have improved capacity to respond to community GBV
  • Outcome: National CSO actors strengthen advocacy for GBV prevention.
    • Indicator: Change in CSO capacity to influence national-level advocacy (qualitative).

Target Project Location

  • The project is taking place in three Local Government Areas in Plateau State: Pankshin, Riyom, and Jos East.
  • Data collection activities include community surveys to explore gendered attitudes, roles, and social norms related to GBV.
  • Focus group discussions will be conducted with local community stakeholders, and monthly surveys will be administered to Change Agents to understand the shifting gendered attitudes, roles, and social norms.

Purpose of the Data Collection

  • Gain a deeper understanding of the causes of violence against women in three target communities.
  • Empower community stakeholders to implement targeted interventions to address different forms of violence experienced by women.
  • Address the root causes of gender-based violence by engaging community stakeholders in systemic change efforts, focusing on harmful gender attitudes, roles, and social norms perpetuating GBV.

Data Collection Overview

  • WfWi Nigeria will send surveys to Change Agents' smartphones through WhatsApp.
  • The Change Agents will receive training on using WhatsApp, setting up passwords, and responding to messages through voice notes and written messages.
  • Once trained, the Consultant will send out monthly surveys and be responsible for collecting, compiling, and analyzing the responses from the Change Agents.
  • A monthly report will be prepared based on the findings.
  • The Change Agents' surveys aim to assess their perspectives on shifting gendered expectations and norms related to gender-based violence (GBV).
  • The surveys also enable Change Agents to self-report any changes they observe in their communities due to their work and the efforts of the VAW platform members.
  • After six months of implementation (August 2023 - January 2024), the Consultant will compile a list of changes identified by the Change Agents from the analyzed surveys.
  • The Change Agents and VAW platform members will gather in the community and discuss the most significant gender norms related to GBV listed in the survey.
  • Small groups will engage in debates to determine the importance of these changes and identify the most significant ones.
  • The exercise will conclude when a consensus is reached among the participants.
  • The results of this community ranking exercise will be summarized and included in the final analysis.

Duties and Responsibilities
In consultation with the Monitoring and Evaluation Managerand Social Empowerment Manager, the Consultantis expected to:

  • Train the Change Agents in the local languages (Hausa and Pidgin) on using the application, setting up passwords, and responding to messages using voice notes and written messages.
  • Collect and analyze the pre- and post-survey results from the Change Agents during the training.
  • Obtain verbal consent from the Change Agents for the data collection, providing them with a brief overview of the study's purpose.
  • Obtain feedback from the Change Agents regarding their preferred language and mode of receiving the monthly survey (audio recordings or written format), which will be used to create a WhatsApp messaging schedule for the Change Agents.
  • Collaborate with the Monitoring and Evaluation Manager to set up 63 smartphones for Change Agents to use the WhatsApp platform for reporting.
  • Send monthly surveys to Change Agents via WhatsApp, considering their preferred language (English or Hausa) and modality (written text or audio recording). These surveys will assess the Change Agents' perspectives on gendered norms and expectations and provide an opportunity for them to share any changing views on GBV in the community.
  • Collect and analyze all responses (audio and text) submitted by Change Agents through the WhatsApp platform. Transcribe, translate, and compile them into a monthly report.
  • Review survey transcripts with at least two other members of the Monitoring and Evaluation team every three months. Present preliminary analysis findings and reports to the country office.
  • Collaborate with the Monitoring and Evaluation team to conduct a community ranking exercise with VAW platform members/Change Agents in the community after six months.
  • The Consultant will compile a list of changes observed by Change Agents in the community. VAW platform members/Change Agents will engage in small group discussions to identify the most significant gender norms related to GBV in their communities from the list.
  • The groups will debate the significance of these changes and determine the most impactful one.
  • The exercise will conclude when participants reach a consensus.
  • The results of the group discussions will be summarized and incorporated into the final analysis and reporting.
  • Participate in the mid-term evaluation process that will take place in February 2024.
  • Carry out other responsibilities as assigned by the Monitoring and Evaluation Manager.
  • Adhere to WfWI's Code of Conduct and Safeguarding Policies and the organizational values of Empowerment, Integrity, Respect and Resilience.

Required Skills and Qualification

  • A Bachelor's Degree in Social Sciences, Political Science, Development, International Relations, Human Rights, Humanitarian Law, or a related field.
  • Expertise in designing and implementing research, monitoring, and evaluation mechanisms, with a focus on Gender-Based Violence (GBV) programs.
  • Familiarity with Monitoring and Evaluation frameworks, tools, and methodologies specific to GBV interventions.
  • Ability to develop and adapt Monitoring and Evaluation tools to effectively engage community stakeholders and project participants.
  • Proficiency in collecting qualitative and quantitative data, including conducting community ranking exercises, capturing the most significant changes, remote monitoring, data analysis, and identifying trends.
  • High proficiency in Information Technology, including the use of mobile data collection tools such as WhatsApp Messenger, Kobo Collect, Open Data Kit (ODK), Microsoft packages, and other statistical applications.
  • Ability to meet deadlines, work with minimal supervision, and deliver high-quality results.
  • Fluency in written and spoken Hausa language is essential.
  • Strong knowledge of ethical considerations and confidentiality protocols in working with sensitive data.
  • Proficiency in statistical software and qualitative analysis software.
  • Excellent analytical, communication, and report-writing skills.
  • Ability to work independently, prioritize tasks, and meet deadlines.
  • Experience in capacity building and providing technical support to staff and stakeholders.
  • Sensitivity to cultural and gender considerations in program implementation and data collection.
