A national not-for-profit, non-governmental organization is seeking qualified individuals to fill the following positions in its office in Rivers State. The organization shall be implementing a community based poverty alleviation and environmental sanitation project in three target communities in Port Harcourt, Rivers State. The project is expected to run for a period of 2 years and successful candidates for all positions should be prepared to assume duties as soon as possible after the offer of appointment.
Location: Port Harcourt (River State)
A.) 1 Project Manager
Responsibilities:
- Project Manager reports to the Programme Co-ordinator
- Responsible for the management of the project;
- Line Management responsibility for project staff and consultants;
- Responsible for project’s property and assets.
Roles:
- Work with the Programme Co-ordinator to agree on the project implementation strategies, monthly and annual work plans and budgets;
- Provide monthly narrative and financial reports for the project, against monthly work plans;
- Plan and supervise with Administrator, the procurement plan in accordance to project sponsors guidelines;
- Implement the project’s Monitoring and Evaluation plan through regular and prompt collection of data and reporting, providing monthly updates as per the project's M&E matrix;
- Overall responsibility for the high quality implementation of project activities; specifically these duties include:
i.) Establishment of multi-stakeholder Project Steering Committee;
ii.) Develop relationships with local and regional government authorities; civil society leaders and the formal and informal private sector to encourage their support for the project;
iii.) Development and implementation of a business development programme for MSEs;
iv.) Organisation and facilitation of functional skills workshops and post training support;
v.) Selection of, and support to, 6 PPP micro-projects working in urban service delivery;
vi.) Development and implementation of a training programme for local government:
vii.) Development of a communications strategy and the implementation of awareness-raising, civic education and advocacy training and support activities;
- Work with the Programme Co-ordinator to explore opportunities for scaling up the approach and methodology to other areas of Port Harcourt, and other cities in the Niger Delta;
- Take a pro-active approach to developing new partnerships, and encouraging the spread of new ‘waste to wealth’ technologies in Port Harcourt;
- Supervise the production of communication and visibility materials in accordance with the donor guidelines;
- Carry out other duties related to the position of Project Manager as requested by the Programme Co-ordinator
Requirements:
- Relevant third level qualification in development or related fields
- At least 10 years experience in programme management working with an International/ national development NGO:
- Strong organizational management and planning skills:
- Strong budgeting and financial management skills:
- Excellent analytical, report writing:
- Experience in implementing and managing donor funded projects, specifically of EC:
- Ability to support, manage and develop national staff and consultants
- Experience in cooperating with local organisations/ capacity building
- Experience in working with communities
- Business development experience and strong understanding of the small business context in Nigeria
- Very flexible and with a positive attitude
- Dynamic and willing to take initiative to complete tasks assigned
- Excellent knowledge of English written and spoken
- Computer literacy in Microsoft Office programs
Desirable:
- Demonstrable understanding of PPPs
- Good understanding of key urban waste management concepts and approaches:
B.) 1 Field Officer
Responsibilities:
- The Field Officer is under the overall responsibility of the Managing Director, and the direct supervision of the Project Manager
- Will be responsible for the implementation and coordination of the activities of different components of the projects at the community level.
- Support the Project Manager in formulating strategies for achieving results for the different components as outlined in project work plan.
- Implement and monitor relevant component plans and activities following project implementation and M & E plans in line with good. practices that will ensure sustainability.
- Establish close working relationships with all relevant stakeholders of the project, especially the target community.
- Continually engage with all relevant stakeholders, particularly the community and relevant government agencies and regularly provide accurate information that will guide appropriate management decisions towards the achievement of project objectives
- Contribute to the adherence of all HSE guidelines.
- Perform other duties assigned by the Project Manager.
Requirements:
- A first degree in social sciences, or related fields.
- Extensive experience working on multi-stakeholder projects.
- A minimum of 5 years relevant work experience.
- Proven experience of strong negotiation and relationship building skills.
- Proficiency in the innovative use of MS office package.
- Must be proactive, team-oriented with strong analytical skills and ability to work independently and within a team.
- Must have excellent communication and interpersonal skills and within a team.
- Must be able to travel extensively in the Niger Delta.
- Experience working with donor agencies will be an advantage but willingness to operate from a community setting/office is essential.
