We are recruiting to fill the below position:

Job Title: Monitoring, Evaluation and Learning Manager (NSRP)

Location:
Abuja
Contract: 2 years fixed
Line Manager: Customer Services Manager

Purpose of Job
  • To be responsible for the overall Monitoring, Evaluation and Knowledge Management system of the programme, ensuring programme performance meets client, corporate and programme quality standards.
Context and Environment
  • NSRP is a DFID-funded programme that aims to support efforts of Nigerian institutions and actors to manage conflicts and reduce the negative impacts of violence on the most vulnerable among the Nigerian population.
  • The programme supports initiatives by national institutions and targeted interventions in Borno, Yobe, Bayelsa, Rivers, Delta, Kaduna, Plateau and Kano states. NSRP is managed by the British Council in conjunction with International Alert and Social Development Direct (SDD).
  • The job will involve regular travel to these states. Post holder should have experience in working in areas affected by violent conflict.
  • The post holder will report to the Programme Manager and will work closely with Deputy Programme Manager (Technical), Development and Interventions Manager, Output Managers, Peacebuilding Adviser, Gender and Conflict Adviser and Regional Managers.
Accountabilities, Responsibilities and Main Duties
Accountabilities:
  • Accountable for the successful implementation of the M&E strategy and Knowledge Management (KM) strategy of the programme, ensuring client, corporate and programme standards are fully met
  • Accountable for the quality and delivery of the M&E and KM activities, providing capacity support, technical guidance and relevant trainings and act as a focal poirt for the dispersed M&E team
  • Accountable for ensuring specified programme activities are accurately costed and budgets are managed effectively.
  • Accountable for ensuring timely and accurate support to the programme management
Responsibilities and main duties:
Programme monitoring, evaluation and knowledge management
Main duties will include:
  • To lead on delivery of all monitoring, evaluation and knowledge management activities of the programme,
  • To lead on the collation, documentation, reporting and dissemination of outputs, outcomes and impacts of programme interventions.
  • To lead the knowledge management process of the programme, ensuring that the programme benefits from lessons learned from results and challenges.
  • TQ contribute to the programme’s preparation for periodic external evaluation such as quarterly, annual, mid-term and final evaluation
  • To contribute to preparation of high quality reports to clients and stakeholders.
Management of Programme M&E and KM Activities
Main duties will include:
  • To coordinate the development and implementation of the M&E Operational Plan and KM Operational Plan
  • To coordinate capacity building and technical support to staff and partners on M and E and Knowledge Management
  • To coordinate quality assurance processes for M and E and KM outputs and products
Relationship Management
Main duties include:
  • To manage relationships with stakeholders and partners and beneficiaries in furtherance of monitoring, evaluating and disseminating results and lessons of the programme.
  • To support relationship management with International M and E Technical Service provider.
  • To support relationship management with Annual Review Teams and Independent Evaluation Providers.
  • To act as the focal point of service providers and partners involved in collation, production and dissemination of M & E and KM outputs and products
Key Relationships:
  • Internal: Programme Manager, Director Programme (British Council), Deputy Programme Manager (Technical), Deputy Programme Manager (Resources), Intervention and Development Manager, Q,perations Manager; Output Managers, Peace building Adviser, Gender and Conflict Adviser, Regional Managers, Grants Manager, M and E Manager (British Council), Research Officer, Communications Officer and M and E Officer (NSRP),
  • External: External relationship management where appropriate (i.e. linked to function of role), to include: DFID Nigeria, NSRP Independent Evaluation Provider, M&E officers of related donor-funded projects; international M&E support; consultants; external partner organisations; state institutions, academic institutions, etc. -
Other important features or requirement of the job:
  • Periodic travel to high-risk areas is likely to be necessary following close liaison with British High Commission /BC/DFID and after appraisal by the Security Co-ordiriator. Occasional unsocial and over-hours may be required to meet operational requirements of the post and programme.
