Job Title: DMPA-SC and Self-Care Team Lead, Nigeria

Description

  • For the past 34 years, JSI has implemented more than 60 projects in Nigeria. In Nigeria, JSI works to Support government-led initiatives to foster ownership and sustainability; strengthen integrated, quality care for improved health outcomes; ensure community engagement and patient-centered services; localize development assistance by strengthening Nigerian organizations; and, increase use of reliable data to improve decision-making throughout the health system.
  • The DMPA-SC and Self-Care Team Lead will be the Nigeria-based point of contact for two JSI projects.
  • The Team Lead will be responsible for working with key stakeholders to facilitate and coordinate efforts to ensure successful transition from DMPA-SC introduction and scale-up to full scale up of self-care.
  • The coordinator will provide support that is complementary to existing the Delivering Innovation in Self-care team, while supporting the self-care introduction and scale up efforts; this complementary support will help avoid duplication, address existing gaps and ensure added value. He/she will support routine coordination with the MOH and country partners, assisting partners to monitor self-care introduction and scale up progress.
  • The Team Lead will coordinate with the US-based project manager and support workplan execution, deliverable completion, budget monitoring, and team management.
  • Team Lead will work with other project leads in the Abuja office to ensure effective office management and identify synergies in related work.

The Projects

  • The Self-Care Accelerator Project (S-CAP) is one of the JSI’s Nigeria-based projects.S-CAPprovides short term funding to fill critical gaps in DMPA-SC downstream portfolio.
  • The project capitalizes on the current momentum around self-injection and self-care in one exemplar country, Nigeria, to inform future investments in national self-care infrastructure.
  • The goalis to coordinate the development and adoption of a workplan for the implementation of self-care and coordinate with government, partners and donors across levels and within geographies.
  • By leveraging the comparative advantage of the diverse partners guided by data, we will continue to reduce duplication of efforts and ensure the efficient and rational deployment of resources and TA.
  • Coordination will also support wide-spread dissemination, engaging with the existing platforms like the SCTG to share learnings at future ELWG and Member Summits.
  • The CIFF project supports capacity developmentand data quality assurance system to support collection of high-quality DMPA-SC/SI data in three states.
  • The focus is to build capacity of health facility staff on the revised HMIS tools and the reporting template in order to ensure efficiency in data collection and reporting.
  • The S-CAP project has a year implementation window in the first instance, with possibility of extension. The CIFF project started in August 2022 and will be implemented through November 2023.

Responsibilities

  • Work with existing MOH-led National Reproductive Health Technical Working Group (NRHTWG) to ensure project adds value in support of the development and implementation of the self-care scale up plan
  • Support the MOH/NRHTWG and partners in relevant program areas to develop a comprehensive, total-market, country-level introduction/integration plan for self-care.
  • Gathering key information required for the introduction plan, including information on potential introduction channels and the costs of implementing the plan.
  • Supporting development and use of a monitoring plan and supporting indicators to monitor progress and identify bottlenecks
  • Support MOH to regularly convene country stakeholders to
    • report on plan implementation progress and monitor indicators
    • identify technical assistance needs and funding gaps and mobilize in-country solutions (where possible). For those issues not addressed in-country, elevate to the TML global team for assistance.
  • Support capacity building and systems strengthening efforts to ensure self-care introduction and scale up can be sustained.
  • Sharing tools, resources, and methodologies among all stakeholders to build capacity and ownership; foster learning and best practices.
  • Monitor and report to the global team on routine indicators and overall progress so that information feeds into the global monitoring and learning system.
  • Provide technical and strategic guidance to center projects.
  • Work with backstop to oversee work plan and budget development, monitoring project implementation and financial status, reviewing deliverables for completeness, accuracy and quality, liaising with clients to ensure their objectives and priorities are understood and incorporated into project plans and activities, supervising staff, creating a cohesive and well performing team, and publicizing project results and lessons learned.
  • Ensure that country-level technical assistance requirements are met with the appropriate technical skills in a timely manner and are of good quality.
  • Help determine strategies and priorities for the center in collaboration with other country and JSI staff.
  • Promote information sharing, learning, and application of lessons learned across the center and JSI. Publicize project and center accomplishments through conferences, social media, and publications.
  • Participate in the response to new business opportunities.
  • Perform other duties as assigned.

Qualifications
Required Experience:

  • Minimum of five years of experience working in international development, preferably in the health field in Nigeria.
  • Master’s degree in public health, public policy, international development, health management, or other field related to family planning/product introduction and program implementation; or documented equivalent experience in related field.
  • Excellent writing, communication, prioritization and organizational skills.
  • Proficiency in the MS Office package, especially Word, Excel and PowerPoint.
  • Proficiency in English
  • Ability to coordinate varied tasks, work independently and manage work plan
  • Ability to work with a team that is based in various locations
  • Have strong interpersonal skills to enable effective representation of the project and JSI.

Other Qualifications:

  • Working knowledge of the country-level family planning, HIV/AIDS, RMNCH environment, partners, and programs, especially relevant Ministry of Health and other government agencies and officials responsible for these program activities and strategies.
  • Familiarity with the country-level donor landscape for self-care, including USAID, DFID, and UNFPA as well as activities supported by other donors (e.g., Bill and Melinda Gates Foundation, CIFF, FCDO. UNFPA).
  • Basic understanding of the range of public and private delivery channels for contraceptives, as well as a broad range of portfolio of self-care products/ and services, including public sector facilities, community-based delivery mechanisms/programs, non-governmental (NGOs) structures, and private delivery mechanisms (social marketing, pharmacies, drug shops).
  • Conversant with and able to identify/obtain data and information relevant to the introduction planning, including (but not limited to):
    • Method use data from sources such as Demographic and Health Surveys (DHS), and FP2020 resources.
    • Regional and national health service delivery data (facilities, coverage, numbers and types of health service providers)
    • Public and NGO training approaches and curricula for various cadre of health service providers
    • Health service delivery monitoring data from national HMIS
    • Logistics data from LMIS or warehouse management system(s)
    • Locally-available information on the cost of plan activities such as service delivery, training, demand creation, etc.
  • Demonstrated ability to effectively facilitate and coordinate diverse partners representing a range of organizations to focus on shared goals and objectives, and track ongoing implementation and results.
