Job Title: Monitoring, Evaluations and Learning Officer - Disability Inclusive Development Programme (DID)

About the Role

  • The DID programme consists of several health and education projects in Nigeria, Kenya, and Bangladesh and aims to improve the long-term well-being and inclusion of people with disabilities.
  • The post holder will primarily support the DID programme in Nigeria and other regions as may be assigned.
  • As a MEL Officer you will be part of the global MEL team and contribute to the smooth operation across all the team functions as necessary.
  • As a MEL Officer you will support the country offices in implementing the projects and the MEL plans focus on analysing programme data; facilitating and documenting learning reviews; coordinating, commissioning, and quality-assuring project evaluations.
  • The post holder will primarily support the DID programme in Nigeria. Therefore, travel up to eight weeks a year locally and internationally will be essential.

Principal Accountabilities
Monitoring and Reporting:

  • Test MEL tools including collection and regular analysis of monitoring data for DID project reporting.
  • Support the design, management, implementation, and reporting of baseline, midline and endline data.
  • Provide technical support to country teams and consortium partners in quality assurance and contribution to the results framework and narrative reporting.
  • Conduct the theory of change reviews on a quarterly or a bi-annual basis across all projects under the DID programme.
  • Support and build capacity within country teams and project steering committees to analyse programme data to inform adaptations.

Evaluation:

  • Support the commissioning of external evaluation and learning consultants, to ensure good value for money and high standards including observance of Sightsavers’ policies on safeguarding, data protection and ethics.

  • Build the evaluation and learning capacity of staff in the project teams, Country Offices and partners and enhance their capacity to utilise evidence from programme data, reviews and evaluations:
  • Coordinate the externally commissioned evaluations and learning papers including scheduling, logistics, contracting and quality assurance of deliverables.

Learning:

  • Plan and facilitate project learning reviews and contribute to programme global learning reviews while contributing to a culture of continuous learning and improvement on the DID programme.
  • Support the development of learning reports following quarterly meetings and learning reviews including the dissemination of learning and evidence products

Inclusion:

  • Carry out MEL tasks on the other Social Inclusion projects as and when required
  • Support the functioning of the Inclusion MEL team and broader global MEL team as required

Job Purpose

  • Sightsavers is looking for a motivated and skilled Monitoring, Evaluation, and Learning (MEL) professional to join the dynamic, global MEL team as the Disability Inclusive Development (DID) MEL Officer.
  • The DID programme consists of a health and education projects in Nigeria, Kenya, and Bangladesh and aims to improve the long-term well-being and inclusion of people with disabilities.
  • The post holder will primarily support the DID programme in Nigeria. Therefore, travel up to eight weeks a year locally and internationally will be essential.
  • The post-holder will support the country offices in implementing the projects’ MEL plans focusing on analysing programme data; facilitating and documenting learning reviews; coordinating, commissioning, and quality-assuring project evaluations; and supporting projects to use learnings to inform adaptations.
  • Working collaboratively with key MEL team members, the post-holder will develop and test MEL tools and practices suitable for inclusive and adaptive programming.
  • The post-holder will report to the MEL Manager-DID, based in Nairobi, Kenya, but will also work closely with the health programme management team of the DID projects in Kaduna Nigeria.
  • The post holder will be part of the global MEL team and contribute to the smooth operation across all the team functions as necessary.

Principal accountabilities

  • Conduct/support the design, management, implementation, and reporting of baseline, midline and endline data.
  • Conduct the theory of change reviews on a quarterly or a bi-annual basis across all projects under the DID programme.
  • Conduct/support and build capacity within country teams and project steering committees to analyse programme data to inform adaptations.
  • Provide technical support to country teams and consortium partners in quality assurance and contribution to the results framework and narrative reporting.
  • Identify opportunities for inclusion of Organisations of Persons with Disabilities (OPDs) and persons with disabilities into MEL activities and practises.
  • Support in the training and capacity building activities relating to MEL such as capacity building of external data collectors on quality data collection procedures.
  • Collaborate and coordinate with the monitoring and evidence teams to design and conduct data collection, analyse and report, especially in projects with a social inclusion aspect.

Evaluation:

  • Support the commissioning of external evaluation and learning consultants, to ensure good value for money and high standards including observance of Sightsavers’ policies on safeguarding, data protection and ethics.
  • Build the evaluation and learning capacity of staff in the project teams, Country Offices and partners and enhance their capacity to utilise evidence from programme data, reviews and evaluations.
  • Collaborate and coordinate with the evidence and learning teams to design, package, and disseminate evaluation focused products, especially in projects with a social inclusion aspect.
  • Coordinate the externally commissioned evaluations and learning papers including scheduling, logistics, contracting and quality assurance of deliverables.
  • Supporting evaluation quality assurance activities by reviewing reports and providing feedback, advice and guidance. In some instances, this will involve drafting Terms of References in collaboration with DID MEL Manager.

Learning:

  • Participate in project steering committees and contribute to the discussions from a MEL perspective (learning and adaptation)
  • Plan and facilitate project learning reviews and contribute to programme global learning reviews while contributing to a culture of continuous learning and improvement on the DID programme.
  • Support the development of learning reports following quarterly meetings and learning reviews including the dissemination of learning and evidence products.
  • Provide technical support and input for systems and process as they emerge in relation to the Learning, Accountability, and Monitoring Progress (LAMP) framework for Social Inclusion.
  • Contribute to a culture of learning within the MEL team by sharing lessons learned, participating in the MEL Community of Practice (CoP) and helping to package learning products to project audiences such as consortium partners and other stakeholders.

Inclusion:

Job Requirements
Essential:

  • A Bachelor's Degree in a Social Science subject (International Development/Relations, Sociology, Education, Monitoring and Evaluation, Disability Studies, Statistics, or Gender Studies)
  • Experience of using online or mobile survey and data collection tools such as CommCare and Kobo
  • Experience in the collection, analysis and reporting of quantitative data using relevant statistical software such as Python, SPSS, Stata, or Power BI
  • Competence in monitoring, evaluation and learning in health projects.
  • Competence in supporting evaluation consultants.
  • Competence working with inclusive data.
  • Understanding and knowledge of adaptive management
  • Experience of liaising with, and managing relationships with external organisations, teams, and individuals.

  • Experience in developmental evaluation
  • Experience of undertaking MEL approaches suitable for adaptive management
  • Experience of working effectively within multidisciplinary and multicultural teams in multi country locations
  • Experience in conducting learning reviews and producing a range of polished written products in English for technical and general audiences.
