Brief Description of the Project
The Overall objective of implementing EU SDGN II is to foster a functioning pluralistic, inclusive, participatory, and representative democracy in Nigeria. The programme is structured around six components which are implemented by different partners under direct oversight of European Union Delegation.
DAI leads implementation of Component 1 (Improve the quality of electoral administration in Nigeria – focussed on INEC (implementing partners: DAI, IDEA, YIAGA Africa). In addition, DAI is mandated by the EUD to coordinate the monitoring and evaluation function across all the six components of the programme to ensure that results delivered by programme implementing partners are systematically harvested, verified, and reported based on robust M&E frameworks, tools, and methodological approaches. This requires supporting implementing partners to develop and operationalize fit-for-purpose monitoring and evaluation systems, strengthening M&E capacity of designated implementing partner staff, reviewing performance reports, validating evidence of reported achievements/results, synthesizing M&E reports, and maintaining evaluative preparedness for external programme mid-term review and final evaluation.
A Monitoring and Evaluation Expert (KE4) engaged by DAI provides technical leadership of these processes, working very closely with designated M&E and other Programme officers of EU SDGN implementing partners and under the overall direction of the EUD Programme Manager. These Terms of Reference (ToR) aim to support the Monitoring and Evaluation Expert (KE4) to deepen capacity building, coordination, and oversight of Monitoring and Evaluation processes across all programme components.
Tasks
Under the overall direction of the Team Leader, the Junior Non-Key Expert – M&E will support the Monitoring and Evaluation Expert (KE4) to deepen capacity building, coordination, and oversight of monitoring, evaluation and learning processes across all EU SDGN II components.
To this end, under the guidance of KE4 and working closely with M&E officers of EU SDGN lead implementing partners, the Junior Non-Key Expert – M&E will be involved in executing the following tasks:
Developing/updating methodologies, data collection instruments, and analytical procedures for monitoring and evaluation of EU SDGN II projects
Undertaking M&E capacity needs assessment among EU SDGN II implementing partners, and deliver periodic training, mentoring, or coaching as needed, to plug the identified gaps
Participating in, and quality-assuring regular collection of data to monitor progress towards EU SDGN results at partner, component, and programme level
Designing and implementing targeted surveys and studies to assess and/or collect evidence of the impact of EU SDGN project interventions
Conducting survey data analysis and prepare survey reports in accordance with agreed templates and timeframes
Maintaining and managing platforms for EU SDGN integrated data storage, retrieval, and viewing
Promoting and moderating EU SDGN online Community of Practice (CoP) for M&E Officers
Any other duties that will improve monitoring and evaluation within EU SDGN as assigned by KE4 or the EUD.
Expertise Required
The Junior Non-Key Expert - M&E will have at least a graduate qualification in Social Sciences, Political Science, or any other related field, with at least 5 years monitoring and evaluation background and experience of civil society organizations or government projects in Nigeria.
The following skills/experience are advantageous and candidates who have them will have a strong competitive edge:
Staff/organizational capacity needs assessment, training, mentoring or coaching in CSO or government setting
Survey design (both qual and quant), including survey data analysis and report writing
Conducting Data Quality Assessments (DQAs)
Strong writing skills (technical reports, briefing papers, working papers, etc)
Excellent verbal communication skills
Technology-aided monitoring and evaluation, including developing and managing databases, development and moderation of online Communities-of-Practice will be a significant added advantage.
Location and Support
The Junior Non-Key Expert – M&E will be provided with office facilities in Abuja, Nigeria and any other assistance as may be reasonably required to undertake the duties identified in these ToRs.
The Expert must be able to participate in project activities in across all States of the Federal Republic of Nigeria and the Federal Capital Territory based on need and security advisories.
In this context, the incumbent must be willing to travel and work both in and out of Abuja in pursuit of the duties identified in these ToRs.
Start / End Date: September 2023 - August 2024, subject to approval by Contracting Authority (EUD)
Inputs: Up to 120 working days (about 10 man days per month)
Location and travel arrangements: Abuja, Nigeria is the location for this assignment. Occasional domestic travel within Nigeria is possible from time to time (consulted by Project Director for DAI Belgium and Team Leader (KE1) and subject to EUD approval)
