We are recruiting to fill the position below:

Job Title: Monitoring, Evaluation, Accountability and Learning (MEAL) Officer - CGPP

Location: Abuja (FCT)

Essential Job Duties / Scope of Work
Essential functions, quality/quantity expected list of marginal duties and number of national/and or expat staff supervised:

  • The CORE Group Partners Project (CGPP) is a multi-country, multi-partner initiative providing financial support, on-the-ground technical assistance, and guidance to strengthen host country efforts to eradicate polio and strengthen immunization systems.
  • It also implements cutting-edge community level interventions that enables it address emerging infectious diseases within the context of the Global Health Security Agenda and the COVID-19 pandemic.
  • CGPP works through existing networks of international and local Non-Governmental Organizations (NGOs) with established child survival activities in hard-to-reach areas with poor immunization coverage or access to basic primary health care services.

Job Summary

  • The MEAL Officer will join CGPP Secretariat team in Abuja office, Nigeria. She/he will assist in the design, coordination and implementation of the Monitoring Evaluation, Accountability and Learning (MEAL) activities of the Project in Nigeria.
  • H/she will be supervised by the MEAL Manager and works intimately with the CGPP Secretariat team in execution of the project.

Essential Duties & Responsibilities
Primary Function:

  • Under the guidance of the MEAL Manager, the MEAL Officer will support all MEAL related activities including, but not limited to monitoring progress on project indicators, M&E tools reviews, tracking and monitoring of state M&E activities, tracking project performance against targets, conducting data quality assessments and audits, database management, as well as the compilation of weekly, monthly, and quarterly MEAL related reports.

Specific job Responsibilities
Monitoring

  • Working closely with the MEAL Manager to track and monitor the implementation of detailed implementation plans (DIPs) developed from the states.
  • Assist in compiling and harmonization annual training plans from states.
  • Prepare Issues Log and keep a record of the Issues addressed, including updating of Change Management Procedure (CMP) tool.
  • Work closely with the Secretariat Project leads to plan Technical Working Group meetings.
  • Under the overall leadership of the SD-CoP, the MEAL officer with coordinate the MEAL system for the CGPP projects in collaboration with MEAL Manager.
  • Work with the MEAL Manager to revise the MEL plan to include relevant data collection tools for reporting the GHSA project.
  • Participate in Bi-weekly or monthly coordination/check-in meetings for CGPP projects in Nigeria.
  • Participate in Quarterly Community of practice (COP) and monthly review meetings organized by USAID and other donor agencies at the National level.
  • Ensure CGPP focal States conduct quality cascade MEAL training on reporting tools.

Data Management:

  • Under the guidance of the MEAL Manager, contribute to regular analysis and interpretation of field data from focal state. Provide feedback as necessary.
  • Conduct regular monitoring visits to focal states for data verification to ensure data integrity, precision, reliability, timeliness, and validity.
  • Provide support to the state MEAL officers to maintain the functionality of the project’s devices for data reporting.
  • With guidance from the MEAL Manager and working with the State MEAL officers, lead the pilot and field-test of data tools.
  • Work closely with the MEAL Manager to maintain the project’s database.
  • Submit weekly, monthly, and Quarterly COVID-19 data on the USAID APPR, Monitor and DIS platforms.
  • Develop and share appropriate data reporting templates with focal States.
  • Act as a co-administrator to the CGPP Nigeria ODK/ONA and Kobo servers and manage all the user rights of MEAL Officers across the five States.
  • Develop and revise (periodically) the SOP for the project’s device management.
  • Support the conduct of Data Quality Assessment for the CGPP projects working closely with consultants and the MEAL Manager.

Survey:

  • As guided by the management team and working closely with the MEAL Manager, support the planning and implementation of KAP surveys, annual DQA exercise, After Action Reviews and Intervention assessments and evaluations.
  • Support CGPP and the National Polio Eradication program in the conduct of surveys including LQAS for campaign monitoring.
  • Work closely with the MEAL Manager and others to support project baseline, midterm, and final evaluations.

Documentation:

  • Document lessons learned and best practices across CGPP Nigeria.
  • Provide inputs to research activities and writing of articles for publications.

Reporting:

  • Ensure the archiving of state reports, DIPs, supervisory visits reports, and filing of blank data tools at the Secretariat.
  • Prepare weekly M&E activities status report from states and share them with the management team.
  • Conduct MEAL Training and Capacity building sessions on the data collection and reporting tools on Polio, COVID-19 and GHSA projects across the 5 States
  • Ensure focal States detect and report timely for PEI and COVID-19 for the project.

Key Working Relationship:

  • Internal: Secretariat Director, Deputy Secretariat Director, MEAL Manager, RI-PIO, GHSA -PM, MEAL Officers, State Team Leads, Senior MEAL Officer
  • External: NPHCDA, Rotary, GAVI, BMGF, WHO, UNICEF, SPHCDA, NCDC

Knowledge, Skills, and Abilities

  • Bachelor’s Degree in Statistics, Monitoring and Evaluation, Information Management, Social sciences, or related fields.
  • Master’s Degree and equivalent experience in Epidemiology, Demography, Sociology, Psychology or other related Social Sciences is an added advantage.
  • 3 - 5 years of experience in Monitoring, Evaluation, Accountability and Learning, preferably in humanitarian or development context.
  • Proficient in GIS, Excel, ONA, ODK/Kobo and experience with Word and PowerPoint.
  • Excellent written and oral communications skills in English.
  • Excellent report writing skills.
  • Excellent analytical skills with the ability to detect and report inconsistencies.
  • Excellent organizational skills with great attention to detail
  • Ethical conduct in accordance with recognized professional and organizational codes of ethics
  • Proactive, resourceful, solution-oriented, and results-oriented
  • Ability to work collaboratively.
  • Familiarity with relevant donors’ regulations is a plus.
  • Proven track record and experience in supporting the development of M&E plan, systems and database using MS office applications (Excel or Access) and software applications.
  • Strong knowledge and proven experience on developing and analysing logical and conceptual frameworks.
  • Ability to train Partners and staff on developing and maintaining the M&E system.
  • Demonstrate good knowledge and understanding of the Polio Eradication program.
  • Demonstrable understanding of and commitment to promoting gender equity and the interests of vulnerable people.
  • Ability to multitask and deliver work to tight deadlines.
  • Fluency in written and spoken English is required, ability to speak Hausa will be an Advantage.
  • Must be willing and able to travel up to 75% and stay in difficult environments.
