The Concept

• As part of our mandate that is directed at ensuring that immunization services are equitable and of high quality, USAID Momentum aims to support the state in this regard.
• The growing recognition of zero dose and under-immunization has grown over the past years, particularly since it can predict outbreaks of vaccine-preventable diseases.
• Nigeria through the support of global partners such as GAVI have invested in the reduction of the 2.2M estimated ZDC in the country.

Rationale

• The state has 32 supervisors funded by GAVI conducting RISS in 243 facilities.
• These supervisors are insufficient to ensure that at least each facility is visited monthly.
• Consequently, the huge workload has kept them from making significant progress in the identification of ZDC in settlements across the state.
• These LGA consultants will assist in identifying ZDC and under-immunized children through RISS community survey, combing health facility registers, mapping the location of ZDC, populating data tools for research on factors associated with ZDC, conducting RI spot checks.

Objective

• To train 8 LGA consultants in the identification of ZDC, conducting RISS, and RI spot checks in all LGAs in Bayelsa.

Methodology

• A total of 8 consultants will be assigned to 8 LGAs.
• Data from the backend server from WHO, will be analyzed monthly.
• LGA consultants will attend SERICC or LERICC meetings to provide feedback on ZDC identified and would enable outreach teams to reach those that are far away, improve linkage with the health facility and inform ACSM WG on the right approaches to address hesitancy and increase demand.

Description

• As a part of the preparation for this exercise, a team of consultants will be going around all M-Rite Supported Facilities in Bayelsa State for the RI Spot Check Instant data reconciliation activity; thus, Boat, Motor Bike and Car Hire Service vendors are expected to send in their quotes, for provision of services (intra-city travels and within locations in the LGAs) for Team throughout their stay in Bayelsa State.
• The participants shall be inclusive of state officials.

Delivery Location

• The Car Hire service shall be provided to JSI/M-RITE Consultants to cover the 8 LGAs in Bayelsa State; conveying staff to and from their locations to above LGAs.

Vendors Location:

• Vendors within Bayelsa state.

Requirement / Evaluation Criteria
Bidders are expected to submit a properly signed financial bid/ quotation with company’s letter head paper:

• Cost-Daily rate/hourly rate
• Bank Detail
• Validity period of quote
• Specification of Boat or Car
• Location of the firm/vendor.

JSI-Payment Terms
Within 30 days of delivery and presentation of completed, signed invoice and delivery note.

• Following the requirement of the Federal Government of Nigeria, John Snow Incoperated (JSI) will deduct 5% withholding tax from the total contractual sum. 
• JSI- is a Non-Governmental Organization (NGO) and is VAT exempted.
• JSI reserves the right to reject any or all bids if it fails to meet the criteria or submitted after the stipulated closing date.
• Only successful bidder(s) shall be notified and will be asked to sign a Local Purchase Order (Contract document) with John Snow Incoperated. Note, this RFQ, does not in any way translate to a contract.
• Any submission made after the stipulated closing date will not be considered.
