Background and Justification
In Nigeria, JSI will bring its expertise to reach zero-dose and under-immunized children in collaboration with NPHCDA. JSI will assess current zero-dose reduction strategies and work to develop a consistent Zero-Dose Reduction Plan that can be used specifically in priority LGAs.
JSI will also work to understand gender-related barriers related to immunization uptake and service delivery.
Monitoring and evaluation interventions will also be assessed and included in any resulting implementation plans.
Purpose and Objectives of the Consultancy / TA Provision
The Monitoring and Evaluation Consultant, located in Abuja, Nigeria, will work with NPHCDA and respective state and local government areas to implement the IRMMA framework leveraging investments from Gavi HSS, Vaccine Programmes, CDS and other funding, as well as funding from other partners.
The consultant in coordination with the team will provide technical assistance to achieve the following specific objectives:
Consolidation of ZD Plans. Support NPHCDA to finalize and update the country zero dose strategy and plan that consolidates all zero dose reduction interventions across various grants and partners at national and sub-national level – with a focus on the 100 priority zero dose LGAs.
Implementation Support. Provide technical support towards implementation of ZD strategy and operational plans, including devising innovative and effective strategies for zero dose reduction.
Within the ZD plans, to design and support the implementation of an overarching strategy and detailed plan to identify and address the intersectional gender barriers faced by caregivers, health workers, and adolescents. Include in the monitoring plan, measures to track effectiveness of approaches and steps to reprogram where required.
Monitoring and Measurement. Work closely with NPHCDA, NP-SIA Team, Polio Teams, existing partners including Gavi funded Learning Hub to support data-driven monitoring of ZD work, measurement of, and reporting on key progress indicators. This objective is critical to update and report on relevant indicators in the accountability framework.
Community Engagement. Strengthen local and community structures to sustainably extend RI and PHC services to reach zero dose communities, including working with non-health actors and civil society organizations (CSOs).
Activity Plan
The Monitoring and Evaluation Consultant will ensure the implementation of all the activities under the work plan in close collaboration with NPHCDA and other partners, as well as the following specific tasks and attributions:
Serve as the primary investigator for the baseline data collection; responsible for oversight of the data collection firm (selection, training, data collection, data cleaning, final deliverables to Washington DC); contribute to data analysis and reporting and dissemination.
In collaboration with Technical and Gender consultants (and the Washington DC team), design a co-ideation workshop for communities and community health workers to examine current barriers and enablers for routine immunization.
Support analysis and use of the data from the co-ideation workshop to finalize the design of gender-based intervention(s) and training.
Construct and disseminate quarterly data reports on progress of reducing zero dose children in Nigeria.
Monitor/measure and evaluate the deployed interventions and approaches.

Qualifications
Names / Titles / Emails of Identified TA Providers AND/OR Required qualifications of each TA provider and reason for nomination if requesting Specific Individual:
Advanced Degree in Public Health or immunization or the equivalent in practical experience
Minimum of 10 years of experience in monitoring, evaluation and learning and implementation research.
Ability to review and analyze routine immunization data, monitor and present program progress
Demonstrated ability to work in a complex, multi-intervention health development program in collaboration with national health ministries and international partners
Strong background in the health or development sectors.
High level of creativity, adaptability, and expertise in delivering technical assistance or consulting services to social entrepreneurs, innovators, and mission-driven international organizations.
Knowledge of emerging HCD research approaches, tools, and ways to present findings a plus.
Ability to work collaboratively across teams, under pressure, demonstrating initiative and flexibility.
Effective presentation and strong advocacy skills.
Excellent written and oral communication skills in English is required.
Excellent interpersonal skills, including the ability to work effectively with a diverse team of partners and counterparts.
Ability to travel within country as needed.
