We are recruiting to fill the position below:

Job Title: Case Management Supervisor

Location: Maiduguri, Borno
Employment Type: Full-time

General Position Summary

  • Gender-based Violence (GBV) Case Management Supervisor, will provide technical support directly to the GBV case management component of the project.
  • He or she will build staff capacity (Case Workers) to provide quality case management services to women and girls survivors of GBV, mentor, coach, and monitor team activities, and ensure that case management processes and systems are strengthened and implemented according to international standards of best practice.
  • The Case Management Supervisor is responsible for providingsurvivor-centered case management servicesand psychosocial support to survivors of gender-based violence - women and girls.
  • The successful candidate will document GBV cases, compile incident data, support women and girls, provide capacity building, and participate in awareness-raising activities. In addition, they will oversee the implementation of all response activities at the community level and serve as liaisons between WINN and the community.

Essential Job Responsibilities
Program Management:

  • Ensure case management and psychosocial interventions adhere to international best-practice standards and guiding principles when working with women and girl survivors of GBV.
  • Ensure that quality case management systems and processes are in place (including assessment, planning, referral, monitoring, data management, and supervision for case workers) for timely and quality GBV case management response in the locations where WINN works.
  • Provide technical support to colleagues and partners, including psychosocial and awareness-raising on matters related to medical referrals for survivors of sexual violence, and ensure that they provide the right information to GBV survivors, women, and girls.
  • Participate in regular staff and partner coordination meetings.
  • Support partners in setting up a safe, timely, effective, efficient, equitable, and survivor-centered structure for GBV response in locations.
  • Conduct monthly monitoring of locations to ensure GBV Case management protocols are followed.
  • Support partners in building networks for smooth referrals and comprehensive service provision. Also, map out available services in the field of operation and ensure linkages.
  • Ensure WINN’s representation and visibility in relevant field locations.
  • Ensure information sharing with partners, GBV cluster, and relevant working groups as requested by the line manager.
  • Ensures the centrality of protection, and GBV mainstreaming in all activities of his/her project location.

Staff Capacity Development:

  • In collaboration with the Senior Protection Officer, identify training needs for the Case Workers, and lead in the organization, development, and facilitation of training, technical support provision, regular coaching sessions, and practice mentoring to meet those needs to strengthen their case management and case supervision practice, utilizing highly practical techniques.
  • Maintain open and professional relations with team members, promote a strong team spirit, and provide oversight and guidance to enable staff to successfully perform in their positions.
  • Assist with the recruitment of the Case Workers, in coordination with HR, and Program Manager.
  • Ensure timely completion and submission of monthly timesheets, probation reviews, and annual performance reviews.

Systems and Processes:

  • Ensure adherence to case management guidelines and best practices, developing and rolling out GBV case management processes (service mapping, protocols, referral pathways, etc.) where necessary.
  • Support implementation and ensure adherence to project work plans and monitoring and evaluation plans relating to case management.
  • Adhere to WINN’s PSEA policy and Safeguarding policy with utmost priority.

Monitoring & Reporting:

  • Provide technical guidance and support for the implementation of quality case management reporting and monitoring systems (including GBVIMS) and share trends analysis internally with the line manager.
  • Prepare and submit weekly and monthly work plans, updates, and reports in a timely manner.
  • Ensure that all relevant financial documentation is accurately completed and submitted, in line with WINN policies and procedures.
  • Support the collection of information needed for M&E activities.
  • Ensure regular field visits and meetings with Case Workers.

Coordination, Communication & Relationship Building:

  • Build strong relationships with service providers and key stakeholders to support the team in developing their referral pathways, and service mapping and for collaboration on capacity development opportunities.
  • Provide feedback through regular communication with the Program Manager (PM), Senior Protection Officer (SPO), and other relevant stakeholders on progress made on case management activities, and ensure challenges arising are being discussed and addressed in a timely manner, and ensure the essential case management needs are being prioritized and responded to in wider project planning and review.

Finance & Compliance Management:

  • Ensure compliance with donor and WINN regulations related to emergency programming.
  • Ensure case management funds are utilized effectively.

Influence & Representation:

  • Identify, build, and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments, and other stakeholders.
  • Communicate effectively to ensure overall project targets and donor obligations are met.

Security:

  • Ensure compliance with security procedures and policies as determined by the organizations leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Organizational Learning:

As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient, and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit WINN as well as themselves.

Performance Appraisals:

  • Work with the HR & Admin department in ensuring that performance appraisal is conducted for supervisees (Caseworkers).

Accountability to Beneficiaries:

  • WINN team members are expected to support all efforts toward accountability, specifically
    to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of our field projects.
  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs, and WINN's policies, procedures, and values at all times and in all in-country venues.

Supervisory Responsibility:

  • She will supervise Case Workers

Accountability:

  • Reports Directly to Senior Protection Officer
  • Works Directly with Finance, Program, MEAL, and Operation Teams, and partner staff.

Knowledge and Experience

  • B.A / B.Sc. Degree in relevant field required.
  • Previous work experiences (at least 3 years) in case management.
  • Demonstrated strengths in analytical skills, monitoring and evaluation, and report writing
  • Strong interpersonal, intercultural and communication skills
  • Excellent oral and written skills and computer skills
  • Bachelor’s degree in Social Work, Public Health, International Development or other relevant field of study preferred.
  • Extensive experience in GBVcase management
  • Experience in GBV programming, and demonstrated gender sensitivity;
  • Experience in emergencies and conflict areas strongly preferred
  • Relevant regional experience strongly preferred.
  • Extremely flexible, and have the ability to cope with stressful situations and frustrations.
  • Excellent decision making skills.
  • Team player and strong communication skills, both oral and written.
  • Proficient in computer applications, especially with MS Word and MS Excel.
  • Extensive experience mobilizing, working with, and leading community groups focused on gender-based violence prevention and response required;
  • Demonstrated ability to clearly and effectively convey complex concepts to populations with limited numeracy and literacy skills.
  • Good organizational and prioritization skills and ability to meet deadlines under pressure;
  • Leadership, problem solving, and negotiation skills;
  • Strong inter-personal and team working skills including the ability to manage liaise and communicate with team members;
  • Demonstrated capacity to take initiative and pay attention to details;
  • Ability to plan workloads and demonstrate accountability for outputs;
  • Fluency in English and Hausa is required.
