Job Title: Manager, Logistics

Job Summary
This position will be based in Damboa with frequent interphase with Maiduguri, where the recruited shall support overall IMC operation for the new NHF project In Damboa.
Shall be responsible to manage warehouse, fleet, and procurement as well as the IT set up in the area of responsibility (AOR). With other task that might be delegated.
Major Responsibilities
Ensure the day-to-day coordination of the procurement team to promote timely supply of goods and services for program support;
Enforce adherence to IMC Standard Operating Procedures (SOP) in procurement of goods and services;
Streamline procurement activities by making sure requisite tools that handle an effective procurement are used in various levels of procurement activities;
Upgrade IMC procurement tools and templates and seek management's approval when necessary;
Identify gaps and bottlenecks in the procurement management procedures and suggest remedies for corrective measures when necessary;
Enforce the use of procurement tracking system by various departments and share updated version during Senior Management Team Meetings and other periodic review sessions when necessary;
Coordinate with Operations, Project Coordinators and Pharmacy staff to provide updated information about medical commodities, WASH materials and other program support materials for timely use likewise develop mitigation plans for bottleneck and commodities supplies and delivery;
Mentor and provide capacity building support to procurement staff and other relevant employees where applicable for efficiency in the supply chain team likewise enforce teamwork with other program staff;
Participate in project planning meetings to help identify challenges and capacity issues with program staff for timely intervention and solutions to procurement related problems;
Monitor program request and required purchase requisitions to make sure respective coding are done in line with budgets, respective project activities and assigned grant codes;
Ensure new staff receive appropriate inductions on procurement systems and processes for newly hired staff when necessary;
Lead and coordinate all global procurements and remain the country focal point person on global procurements;
Establish and maintain good contacts with suppliers, government offices, logistics sector/cluster, UN agencies and other NGOs with regards to logistical matters; Establish Blanket Purchase Agreements (long term frame-work agreements) for main supplies and services and ensure they are awarded/updated accordingly at the appropriate time.
He/She guarantees that procurement procedures are respected according to the donors' and IMC's guidelines.
He/She guarantees the validity of all the procurement files according to IMC's procurement policy.
He/She works in close collaboration with the person requesting the purchase, with strong technical specificity.
He/She supervises the identification and referencing of suppliers
He/She ensures that purchase files are correctly archived and sent to main office timely
He/She contributes to plan and eventually supervise the shipment and delivery of materials/equipment up to their final destination.
He/She ensures the movement/transfer of documents is properly referenced.
He/She ensures that all assets are properly identified and registered in compliance with IMC's procedures and donors' guidelines.
He/She Coordinates the IT assets' maintenance.
Educational and Qualifications
University Degree / HND in Economics, Commerce, Business Administration, Supply Chain, Logistics.
Professional qualification in Supply Chain Management/ office administration (MCIPS, CILM or equivalent) will be an added advantage
At least 5 years' practical field operations experience in Logistics Management with an international NGO.
Skills and Competencies:
Good command of English. Proven ability to communicate effectively internally and externally, both orally and in writing
Excellent organizational, problem-solving and negotiation skills. The ability to remain calm while dealing with conflicting priorities/work under pressure is essential.
The ability to take the initiative and work independently as well work as a team player supporting other departments is essential
Proven training and capacity building experience
Proficiency in the use of computers (Excel and Word) and IT trouble shooting.
Strong ability to pay attention to detail. Good organizational and planning skills Ability to work and handle pressure & Strong team player.
