Team Purpose
HR Administration:
To provide an effective personnel administration function in terms of leave/ overtime/ attendance administration and salaries/benefits administration. Support change management activities and efforts to simplify administrative processes and procedures.
Organizational Development & Improvement (ODI):
To ensure the development, implementation and maintenance of Human Resources strategies, policies, procedures and processes.
Management of the workforce planning and the performance management system. Ensure that learning and development is coordinated and implemented in line with organizational strategies and donor requirements.
Job Purpose
The incumbent will assist the Human Resource officer in the design, planning and implementation of Support services and any related activities.
Specific Duties & Responsibilities
Support the unit in a variety of routine HR administrative functions; these functions include:
Recruitment, selection and deployments: Identify hiring need(full-term and short-term hire), devise a plan, longlist those who meet the criteria from advert, facilitate test and interviews, ensure assessment and carry out background checks on recommended candidates.
Onboarding and orientation: Provide new hires with details for resumption after acceptance of offer while providing them with on boarding documents to Ensure all information required in each personnel’s forms are complete for filing. Organise orientation session and assist new hires on concerns or enquiries.
Employee information management (documentation processing and maintenance of general staff details electronically): To organise and maintain records of all full-time employees electronically including timely updates to facilitate deliverables dependent on the records.
Support Payroll process: Ensure all financial statutory remittance requirements for full time staff are met. Liaise with external statutory remittance administrators in resolving complications raised as well as ensure completion and feedback for all closed payments. Ensure effective management of requests during and outside employment.
Performance management: Notify and track staff performance appraisals across all states of when due for an appraisal on probation and annual basis. Attend to enquiries and support in enabling staff produce credible evaluation. Ensure employees enter their goals, objectives (Specific Measurable Actionable Realistic Timely), and accomplishments for full assessments by their supervisors to attain an approval. Maintain record of submissions and flag issues within.
May represent the department at human resource-related meetings, events, and develop meeting agendas, materials and minutes as required.
Develops self, and maintains knowledge CIHP program, and current trends in Human Resource and Change Management functions.
Implementation of Human Resource strategies
Performs other duties as assigned by supervisor or his/her designate.
Key Performance Indicators
Level of responsiveness to employee enquiries.
Percentage of appraisals and On-boarding documents.
Effectiveness of quality standards; developing operations, quality, and troubleshooting procedures; ensuring compliance.
Up-to-date remittances of statutory deductions to the appropriate authorities
Accuracy of monthly payroll – Timely compilation and submissions.
Timeliness, quality and accuracy of recruitment process from shortlisting to report approval.
Qualifications & Experience
A Degree in Social Sciences or Management with a minimum of 3years experience directly related to the duties and responsibilities specified.
Must have basic knowledge and familiarity with USG rules and regulations as they pertain to human resources and administration.
A team player with ability to manage multiple task and demands
Good attention to detail with ability to follow, apply, interpret, and explain instructions and/or guidelines.
Ability to handle confidential information with discretion and make reasoned judgments in a timely fashion.
Good interpersonal skills, including the ability to establish and maintain effective working relationships with others.
Ability to ensure that the highest standards of quality and customer care are achieved
Excellent written and oral communication skills.
