The Center for Clinical Care and Clinical Research is an indigenous, non-profit organization that promotes best practices in health care delivery, medical training and research using locally adapted models of health systems strengthening. CCCRN has established a formidable presence in Nigeria. With the headquarters in Federal Capital Territory and field offices in its operational states, CCCRN built a vast network of health and allied professional staff, partners and collaborators.

Title: Request for Proposal from to Provide Community-Targeted Services Including Prevention, Treatment, and Differentiated Care to Targeted Clients in Niger State

Purpose

  • The Accelerating Control of HIV Epidemic Control Cluster 4 (ACE-4) project team has continued to work collaboratively with state government agencies and ministries across Kwara and Niger States to achieve and sustain the HIV epidemic.
  • Through the implementation of the USAID-funded ACE intervention, CCCRN has the mandate to strengthen the capacity of local organizations to optimize organizational systems and access non-USG and other funding opportunities to sustainably implement key HIV program interventions. CSOs occupy a critical space in the implementation of the HIV / AIDS program through their delivery of HIV care at the community level; however, limitations with erratic funding and implementation capacity hamper the extent of their impact.
  • As part of ACE4 efforts to strengthen local implementation capacity, while also leveraging CBO/CSO networks to optimize ACE-4 outcomes in Niger state, CCCRN seeks to engage eligible CSOs to provide community-targeted services including prevention, treatment and differentiated care to targeted clients across 12 securities prone and hard-to-reach LGA and communities in Niger state

Scope of Work

  • Provide efficient and targeted community HIV testing services and facilitate the escort of identified positives (0-15 years and >15 years) to linked ART centers within assigned LGAs.
  • Provide community index testing services to eligible/targeted clients and facilitate the escort of identified positives (0-15 years and >15 years) to linked ART centers within assigned LGAs.
  • Facilitate community ART drug refills to assigned clients within the implementing LGAs.
  • Facilitate tracking of defaulting clients or those with interruptions in treatment and link them back to care.
  • Facilitate community viral load sample collection for eligible clients in assigned LGAs.
  • Provide PrEP services to eligible clients, facilitate awareness creation, identification, and referral for GBV services in assigned LGAs.
  • Maintain records and share reports of all services rendered in assigned LGAs.
  • Manage community program implementation structures

Grant Format

  • The grant incentives will be on a performance-based financing model which will consist of an administrative costs and target-based costs for the provision of the required services.
  • The administrative costs (28% of the total grant funds) cover the salary of key admin personnel, office management, and rent costs.
  • The target-based costs (72% of the total grant funds) covered the fee for service, transport/communication allowance, and human resources required to deliver the targeted services.
  • Select CSO/CBO will be required to deploy a team of 3 ad-hoc staff per LGA and 18 in total across 6 LGAs however the management and salary structure of these staff will be the sole responsibility of the CSO/CBO

Grant Payment Structure

  • Payment of administrative costs to select CSO/CBO monthly will be fixed and independent of the target achieved.
  • Select CSO/CBO will be paid the target-based costs upon verification of services rendered and milestones achieved.
  • Select CSO/CBO will be paid 50% of the amount due monthly for the assigned milestones and retire based on services rendered

Grant intervention areas:

  • Rafi, Munya, Shiroro, Paikoro, Rijau, Magama, Mariga, New Bussa, Lapai, Wushishi, Mashegu, and Kontagora.

Evaluation Metrics and Criteria

  • The CSO / CBO should be registered as a trust/society in Nigeria for more than 5 years. The organization must have a minimum of 5 years of experience. Registration documents of the CSO/CBO to be submitted.
  • Audited accounts (including Balance Sheet, Income and Expenditure, Schedules, Notes of Accounts, and Auditor’s Report) for the last 3 years to be submitted.
  • Latest annual report to be submitted (preferably for the year 2022)
  • The organization must have at least 5 years of experience working on community-based programs in the field of HIV/AIDs and other related healthcare interventions.
  • The applicant organization should have an office in or in proximity to the selected intervention areas in the state, (Proof of the office in the focus areas to be submitted)
  • The organization should have undertaken at least 3 projects related to HIV/AIDs, TB, and GBV programs in Niger State in the last 7 years.
  • Evidence of project implementation in the security-prone areas will be required.
  • Applicant organization must demonstrate capacity to manage community-based program structures.
  • The Organization must have key professionals having adequate experience and expertise in thematic areas and project management for this assignment.
  • The organization should make available the Curriculum Vitae of all Key Professionals meeting the requirements of the project.
