Ensure compliance with the company HSE Procedure in all work activities.
Maintain all the required documentation, operational checks and reports for the HSE Management System to be compliant with OHSAS 18001/2007 and ISO 14001/ 2004 standards, including corrective and preventive measures.
Maintain updated HSE manuals and policy for the company on a quarterly basis and liaise with all the government agencies within the industry on HSE matters
Perform regular safety training sessions and hold toolbox talks with crews and audit job sites activities.
Monitor HSE controllers in executing continuous audits.
Manage the HSE controllers and coordinate their audit schedule
Provide HSE improvement proposals stating: the non-conformance, proposed corrective action, required resources for corrective action and plan of implementation.
Investigate the root cause HSE complaints put forward by staff members, customers, clients and contractors and report the result to the Management, Base Manager and OIM.
Follows up to ensure that corrective actions are implemented where necessary and ensures that any certification requirements are complied with;
Audit all jobs that are being performed on any of the company’s operation both offshore and onshore is carried out with ''Safe Work Permit.
Assist with the implementation of Job Safety Analysis and inspect job site activities during particularly difficult or hazardous work situations;
Assist local management in the preparation and presentation of field HSE meetings;
Coordinate and participate in the investigation of accidents, incidents and near misses;
Review and analyze accidents and near miss incidents and making corrective action recommendations.
Ensure regular emergency response exercises and drills are conducted to ensure the highest level of preparedness in any emergency. Maintains records of such drills, providing recommendations for emergency response improvements.
Supervises the regular inspection of firefighting, safety and emergency response equipment.
Assist in developing and implementing field location emergency response procedures and evacuation plans. Draw up chart for safety drills on a weekly, monthly and quarterly basis as well as keep proper record of same.
Assist with Regional Safety Awards Program including promoting it in the field to the employees.
Manage Safety Budget.
Perform annual personnel evaluations.
Responsible for preparing written weekly and monthly HSE reports, statistics and presentations related to HSE performance.
Ensure that all HSE manuals and posters as well as muster points are clearly placed at strategic positions within the company premises and facilities.
Responsible for securing environmental impact assessment report for field development as well as secure all the needed DPR and other agencies approval for well drilling programs.
Compulsory Certifications
Bachelor’s Degree in Health and Safety related courses.
BOSIET/HUET + STCW
Offshore Medical certificate
Possession of NEBOSH (Level 2)
Job Knowledge and Qualifications:
Effective written and oral communication skills.
Ability to function well in a multi-tasking environment and to attend to detail and work in a time-conscious and time-effective manner.
Minimum of 10 years work experience in the field of HSE within the E&P oil and gas industry
Membership of the Nigeria Institute of Safety professionals is an added advantage.
