Hobark International Limited (HIL) is the parent company of the Hobark group operating in the oil and gas industry. The company was incorporated in 1998, starting as a staffing agency based in Port Harcourt. Currently we have offices in 4 countries with our head office in Lagos.

We are recruiting to fill the position below:

Job Title: Senior Coordinator, Projects

Location: Lagos
Job Type: Contract
Department/Division/ Unit: Facilities Engineering

Job Objective / Purpose of Job

  • Responsible for assigned tasks within a project team or responsible for the overall management of onshore and offshore, Oil & Gas assigned projects from initiation of project, to Conceptual Engineering through FEED, Detailed Engineering, fabrication, construction and commissioning.
  • Establishes targets for costs, schedule and quality and obtains Management agreement on these targets. Continuously monitors compliance with these targets.
  • Establishes project task force, execution plan, and control methods for whole of project life.
  • Monitors and guides project task force in completion of project targets and initiates corrective measures where needed.
  • Ensures all project members continuously address issues of safety and comply with all associated company directives.
  • Projects are typically in the range of $500K - US 100 million plus

Reporting Relationships:

  • Functionally Reports To: Senior Manager, Projects
  • Administratively Reports To: Senior Manager, Projects

Supervises:

  • Directly supervises own PMT (project engineers) and 3rd party contractors (engineering design, procurement, fabrication, installation, hook-up and commissioning).
  • Indirectly manages resources assigned to specific projects from inhouse Facilities support groups.

Working Relationships:

  • Internal Project Management Team (PMT), Facilities Engineering team, Asset teams - OML124/124/126/137, Production department, Corporate HSES and other service groups,
  • External NNPC-NAPIMS, DPR, FederaL Ministry of Environment, Contractors and other 3rd Parties

Job Duties / Responsibilities / Accountabilities

  • Contributing to a team, and/or leading and developing teams to carry out all tasks needed to ensure the successful execution of assigned projects on time, within budget and with due regard to HSES:

Of particular importance are:-

  • Preparation of Project Execution Plans (PEPs), determine, and carry out contract strategies required for engineering, procurement, fabrication, transportation, installation and hook up and commissioning.
  • Project execution to adhere to the Facilities Management System which uses the concept of gateway reviews and formal, systematic approvals.
  • Work with PMT to successfully manage and execute assigned Projects on a matrix basis making appropriate use of support groups available within Facilities. Where shortfalls exist, these are to be identified and corrective actions proposed.
  • Establish budgets for assigned projects and raise corresponding Approval-For-Expenditure requests (AFE’s), and monitor the same.
  • Establish individual project specific schedules and cost control procedures and monitor the same.
  • Carry out schedule and cost risk assessments on assigned projects and regularly review and update same. Establish a risk register and develop mitigation plans for all major identified risks.
  • Ensure engineering design of projects adequately accommodates for Production requirements in terms of operability and obtain Production acceptance of same.
  • Coordinate all assigned projects
  • Liaise closely with stakeholders (Asset and Production departments) on all aspects of the project execution including Permits to Work, shutdowns, and work coordination to ensure that the Projects are completed and formally handed over on schedule.
  • Provide project engineering support to Facilities Central Engineering in the preparation of Front End Engineering (PIN, Conceptual Engineering, and Field Development Planning).
  • Provide input to Technical Work Programmes and annual budgets as part of the annual business cycle.
  • Provide required reports (weekly, monthly, quarterly and annually) both on an overall consolidated project portfolio and individual project basis in accordance with Facilities reporting requirements.
  • Prepare Project close out and “lessons learnt” reports for each project upon completion.
  • Identify strengths and weaknesses of individual staff as a basis for managing their professional development and performance.

Key Performance Indicators/ Performance Goals (Preliminary – to be agreed):

  • No fatalities, Zero LTI’s.
  • Accurate and timely monthly reporting on status, cost and schedule (both actuals and forecast).
  • All contract tendering and awards in place in accordance with Project schedule (in so much as these can be controlled by PMT).
  • Full project delivery in accordance with agreed overall schedule and budget, and to level of quality as required by Company standards.
  • Required approvals secured ahead of making commitments including any revisions i.e. technical, commercial (NAPIMS, AFE) and regulatory (DPR, FMEnv) approvals.
  • Project Closeout reports to be issued no later than 3 months after startup.
  • Formally close-out all contracts within 6 months of Project startup.

Job Specifications
Education Qualification:

  • Minimum of a University 2nd Class Honours Degree in an Engineering or relevant technical discipline.

Professional Qualification:

  • Membership of a relevant Professional Institution preferred but not essential.

Experience:

  • Minimum of 15 years experience in project, engineering and construction management, in the upstream oil and gas industry (both onshore and offshore).
  • Direct experience in onshore and offshore Facilities Engineering, Design and Construction work, especially in brown fields, green fields and live environments i.e. carrying out construction and production activities safely simultaneously is important
  • Previous experience of working overseas is an added advantage but not compulsory.
  • Working experience within multidiscipline and multi-cultural teams
  • Computer literate (including sound working knowledge of Word, Excel, PowerPoint and MSProject ).
  • Age 40+

Primary Skills:

  • Minimum of 15 years experience in project, engineering and construction management, in the upstream oil and gas industry (both onshore and offshore).

Key Competencies Requirements
Functional/ Technical:

  • Ability to deliver quality projects safely with due regard to the environment, on time and within budget.
  • In-depth understanding of Project Management systems and the application thereof.
  • Ability to work under pressure against tight deadlines whilst maintaining a high standard of consistency, accuracy and quality is essential.
  • Sound understanding of the relevant engineering codes and standards.
  • Strong interpersonal skills, able to deal with a broad spectrum of cultural and organisational styles, as well as being able to lead a team.
  • Ability to manage project interfaces both internally and externally with contractors and authorities.
  • Sound understanding of HSES Management systems and the application thereof, in particular HAZOP’s and safety cases.
  • Apt presentation skills with the ability to articulate complex information into well structured and meaningful management reports and presentations.
  • Fluent spoken and written English.

Managerial:

  • Excellent communication skill to communicate strategic, abstract, complex or critical long-term issues to a variety of audiences, ensuring a full understanding in others. Mediates in complex conflicts, resolving issues and inspiring others
  • Ability to improvise/prioritise with little notice without losing attention to detail.
  • Proven track record of managing multicultural teams.

Behavioural:

  • Highly organised and able to set and work towards clearly defined targets
  • Good communication and team building skills – well able to lead and gain the respect of both own team members and 3rd parties

Work Cycle (Hours/ Days):

  • Monday - Saturday 07:30 – 16:30 hrs, with additional hours as operationally required.
  • Rotation May not be required
  • Shift May not be required
