Description

  • We are currently seeking qualified candidates for the position of Technical Lead/Director for the EpiC project in Nigeria. The position will be based in Abuja, Nigeria.

EpiC Project Description

  • The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year initiative (April 2019-December 2027) initially designed to provide strategic technical assistance and direct service delivery to achieve control of the HIV epidemic and promote self-reliant management of national HIV programs by improving HIV case finding, prevention, treatment programming, and viral load suppression.
  • EpiC was modified in early 2020 to include improvement of health systems’ capacity to respond to the COVID-19 pandemic. In August 2022, EpiC was modified to respond to Mpox. And in April 2023, EpiC was modified for a broad range of Global Health Security preparedness and response. EpiC is led by FHI 360 and consortium partners.
  • In Nigeria, EpiC has supported KP-led comprehensive HIV services in Niger and Bayelsa states and built the capacity of subaward partner UCS Global towards readiness to receive direct funding in line with PEPFAR’s goal of ensuring 70% of funding is to local partners.
  • The EpiC project has served as a bridge following the closeout of SIDHAS and SHARP TO 1, to sustain HIV service delivery in Akwa Ibom, Cross River, Kebbi, Zamfara, Sokoto, Kwara and Niger states and to health facilities previously supported by GF in Bayelsa, Edo and Lagos State following transition to USAID support.
  • The bridge implementation has now been transitioned to the new USAID funded mechanism called Accelerating Control for HIV Epidemic Project (ACE 1-6).
  • With the emergence of COVID-19 pandemic in 2020, EpiC has contributed to effort to prevent, prepare for, respond to and bolster health systems to address COVID-19 and reduce cases of reemergence in Nigeria.
  • EpiC has provided TA to 88 facilities that received donation of 200 ventilators including capacity building on case management/critical care, technical support for set up of emergency operation center in Bayelsa, upgrade of PCR laboratories for COVID-19 diagnosis in NIMR Lagos, UUTH Uyo, COOUTH Awka; and TA for oxygen ecosystem across selected states and support for service delivery activities related to COVID-19 vaccination among persons living with HIV (PLHIV) in AKS and CRS.
  • EpiC continues to expand new strategies to increase access to vaccines across USAID/FMOH assigned states through the Global Vaccine Access (GLOVAX) implemented in 4 states including Akwa Ibom, Anambra, Cross River and Enugu states to achieve the target of vaccinating 70% of their eligible population against COVID-19.
  • Additionally, the EpiC team is providing technical assistance to NACA’s GF COVID-19 Response Mechanism (C19RM) implementation in Nigeria and to expand access to liquid oxygen (LOX) infrastructure and supply across 8 tertiary facilities.
  • Specifically, EpiC’s technical assistance contributes to objective 2 of COVID response in the Country: to reduce morbidity and mortality from COVID-19, mitigate transmission, and strengthen health systems, including to prevent, detect, and respond to pandemic threats. EpiC works in collaboration with NCDC to support Mpox priority interventions following the 2023 After-Action Review (AAR).

Basic Function

  • The EpiC Technical Lead will work under the supervision of the Nigeria Project Director to provide technical and management leadership to the HIV, COVID-19, Medical Oxygen, Mpox and GHS interventions;
  • Develop technical strategies, oversee design, capacity building/performance management of teams, implementation of quality programs, document lessons learnt and best practices.

Duties and Responsibilities

  • Oversee the development of strategies for the design and implementation of EpiC Nigeria public health interventions including TB/HIV/AIDS, COVID-19, Medical Oxygen, Mpox and GHS interventions, etc
  • Ensure that appropriate technical strategies, policies, and SOPs are developed and implemented in accordance with FHI 360, USAID, and Nigerian regulations.
  • Assist with the development, management, monitoring and evaluation of work plans and budgets, ensuring appropriate levels of technical assistance for interventions.
  • Provide technical assistance through the review and/or writing of protocols, technical briefs, peer-review papers, project reports to ensure accuracy and appropriateness of knowledge management products.  
  • Contribute to financial management including regular pipeline review efforts that will support achievement of project objectives. 
  • Represent the EpiC project and FHI 360 make presentations at professional meetings and conferences.
  • Remain informed on current trends and ensure high quality implementation and knowledge management.
  • Perform other duties as assigned.

Qualifications and Requirements

  • MB.BS/MD/PHD or similar degrees with 7-9 years professional public health experience including at least five years specialized experience in TB/HIV/AIDS, COVID-19, Medical Oxygen, Mpox and GHS in developing country settings plus at least four years senior management experience. Experience must reflect the knowledge, skills and abilities listed above.
  • MSc/MA in social science, public health or related field, MPH preferred, and a minimum of 9-11 years relevant experience with international development programs which includes 4 years relevant supervisory experience.
  • Familiarity with Nigerian public sector health systems, international donor organizations, NGOs and CBOs is required.
  • Demonstrated success in multicultural environments is required.

Knowledge, Skills & Attributes:

  • Considerable experience in designing and implementing projects in developing countries.
  • Sound knowledge of ongoing and emerging issues in relation to TB/HIV/AIDS, COVID-19, Medical Oxygen, Mpox and GHS.
  • Proven skills in management, supervision and leadership.
  • Familiarity with the scientific literature on TB/HIV/AIDS, COVID-19, Medical Oxygen, Mpox and GHS; with publications on public health issues.
  • Sensitivity to cultural differences and understanding of DEI and other ethical issues.
  • Ability to manage projects, consultants, set realistic priorities, and plan for the successful implementation of programs.
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
  • Demonstrated expertise in building effective relationship with key internal and external stakeholders.
  • Well developed written and oral communication skills.
  • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • Ability to intervene with staff with diplomacy and firmness.
