Africa Youth Growth Foundation (AYGF) is a regional non- Governmental Organisation established in April 2003 and registered in July 2006 with the Corporate Affairs Commission, Abuja, Nigeria. AYGF has an operational base in British Columbia Canada, Texas USA, and Nigeria (Kogi state, Niger State, SokotoState, Katsina State, Edo State and the FCT- Abuja). Over the years the Organisation has implemented several projects that addressed issues around migration, Public Health, Education, Democratic Governance, livelihood, Climate Change and Environment.
We are recruiting to fill the position below:
Job Title: Monitoring, Evaluation, Accountability and Learning Officer

Responsibilities
Data Management:
The MEAL Officer will work with the AYGF program team as well as partner organizations to oversee and ensure the collection of quality MEAL data for the program.
S/he will lead the development of MEAL plan, framework, performance indicators, data collection, reporting tools, data management systems and standard operating procedures (data quality management plan) integrated with technology in implementation of MEAL activities for improving quality and availability of data for project/program decision making.
S/he will be responsible for supporting the MERL Manager to oversee the monitoring and data collection of programs, lead baseline, midterm, and end-line surveys, analyze data to provide insight to the project team and contribute to report writing.
S/he will ensure that performance monitoring and results reporting tools and processes across the entire program are in place, effectively
S/he oversee data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.
S/he ensure compliance with internal data quality requirements and timely submissions for reporting. This may include training, and in-person mentoring, review of data/reports and feedback/troubleshooting as needed.
S/he will collaborate with program team for a participatory implementation, data collection, analysis, documentation, dissemination and use of best practices and lessons learned.
S/he establish and maintain strategic stakeholders’ relationships to promote collaboration, coordination and information sharing within the national integrated Malaria services delivery system.
Identify risks and opportunities based on insights derived from data
Improve data quality in the region/county or globally through field support, capacity building, monitoring and feedback
Support data security, data protection and responsible data-sharing
Manage the organization database and components including tracking evidence base MOVs etc.
S/he conduct regular and ad-hoc data analysis and work closely with the State Coordinators of Malaria Program to develop reports (monthly, quarterly, and annual) to demonstrate progress and facilitate continuous learning for project management, support and other learning.
Program Management:
Contribute to learning/research agenda.
Build the capacity of all relevant team members to implement program monitoring tools, accurately enter program data into relevant databases, and enable them to develop excellent reports and other documents.
Document lessons learned and success stories on the project.
Ensure adherence to program management minimum standards in carrying out his/her duties, advising, and supporting other staff in the same as required.
Other duties as assigned.
Communication:
Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
Provide the Project Manager with management information she/he may require.
Produce reports on M&E findings and prepare presentations based on M&E data as required.
Skills / Competencies
Understanding of local and international development issues.
Experience from working with in an NGO.
Good understanding of programme design, theory of change functions and logical frameworks, including links between objectives, indicators, targets and activities.
Extensive experience of supporting M&E strategies and systems, and writing reports.
Experience from data gathering and analysis.
Excellent writing skills.
Experience with archiving systems and knowledge management.
