The Economic Community of West African States (ECOWAS) is a regional group of fifteen West African countries. Founded on 28 May 1975, with the signing of the Treaty of Lagos, its mission is to promote economic integration across the region.

We are recruiting to fill the position below:

Job Title: Strategic Partnership and Resource Mobilisation Officer

Role Overview

  • Under the supervision of the Director, the incumbent is responsible for identifying and interacting with potential partners of the Agency, advising Management on the development of partnerships with various organizations, and undertaking resource mobilization for the Agency.
  • The incumbent will also promote the diversity of EGDC programs by monitoring the progress of program implementation and engaging in program evaluation including auditing the proper use of funds allocated by the donors.

Role and Responsibilities

  • Design a resource mobilization strategy for the Agency and coordinate its effective implementation
  • Identify and build relationships with potential partners to assist in the implementation of the Agency’s programmes. 
  • Assist in the development and signing of agreements between the Agency and its partners.
  • Make the necessary arrangements for the Agency to engage in resource mobilization activities with its partners.
  • Promote the diversity of the Agency’s programmes and prepare appropriate communication resources, such as banners, brochures, and flyers, to inform potential partners/donors about the Agency’s programmes. 
  • Assist with the monitoring of the progress of programme implementation and be actively involved in evaluating the programme performance at all levels.
  • Conduct research to identify new sources of funding and potential partnership opportunities
  • Develop and maintain a database of current and potential partners and donors, as well as track progress and outcomes of partnership and resource mobilization efforts
  • Audit the proper use of funds allocated by donors to ensure that they have been properly used according to ECOWAS procedures.
  • Undertake any other duty assigned by the Director.

Academic Qualifications And Experience

  • Bachelor's Degree or equivalent preferably in Gender Studies, Sociology, Economics, other Social Sciences, or a related field from a recognized university.
  • 5 years of experience in partnership building, resource mobilization, programme, and project management or other related areas.
  • Demonstrated knowledge of planning, monitoring & evaluation with an RMB approach.
  • Knowledge of rules, policies, and guidelines of technical partners, donor agencies, and member states.
  • Proven experience in planning, monitoring & evaluate programs/projects.
  • Ability to collect and collate information on international, continental, and regional organizations that offer technical and financial support for development work, particularly on gender and development.
  • Ability to analyze international development trends and funding opportunities and advise management on areas that are susceptible to technical and financial partnership building.
  • Ability to develop marketable project proposals on areas that are relevant to the promotion of gender equality and women’s empowerment.
  • Ability to organize round table conferences and mobilize technical and financial partners to engage with the EGDC to build strategic partnerships.

  • Ability to study data/information from a variety of sources, identify anomalies, trends, and issues, present findings, and make recommendations.
  • Ability to break down problems or processes into key parts to identify and solve gaps in service, quality assurance, compliance, and performance targets.
  • Knowledge of and ability to apply techniques to generate creative ideas and new approaches to meeting goals.
  • Ability to use evidence and research to inform policies and programs and identify relevant and appropriate sources of information, including stakeholders, regional institutions, and/or internal committees.
  • Demonstrate operational computer proficiency using appropriate tools.
  • Ability to make sound use of graphics and tables to effectively present numerical data to write semi-complex technical reports/proposals and edit/check templates, letters, etc.
  • Ability to convey information clearly and concisely in a succinct and organized manner through both writing and verbal means.
  • Exhibit interpersonal skills, make presentations, express opinions, and debate ideas with others in a constructive manner.
  • Proficiency in information communication technologies (ICT).
  • Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.
  • Ability to develop and implement an individual action plan for achieving specific work goals.
  • Identify, organize, and monitor tasks throughout to facilitate execution.
  • Ability to contribute and/or lead on projects as per accepted project management standards and techniques, to coordinate contributions by others to set and meet deadlines.
  • Ability to organize work, set priorities, and work within timelines, giving attention to details, stakeholders, indicators, and risks.
  • Ability to identify, collect, and assess indicators to monitor performance and to take proactive remedial action as required.

Annual Salary
UA 43,414.62 / USD 68,499.59 - UA 50,354.45 / USD 79,449.26
