Introduction

• Provision of Car Hire Service by logistics companies to NGOs can help them reach remote and underserved areas; where public transportation might be limited or inconveniencing. This logistics support enables the NGOs to effectively reach their destination, interact with community leaders, visit health workers and healthcare facilities in hard-to-reach areas. As well as, support visitations to attend meetings with SPHCDAs and state government officials, and for supervision purpose.
• Indeed, this service offer NGOs flexible scheduling and timely transportation options, allowing them respond promptly to community needs, attend meetings and conduct fieldwork efficiently.It is obviously providing a cost-effective transportation solution compared to maintaining a fleet of vehicles, as such allowing NGOs to allocate their resources more efficiently towards their core programs and initiatives.
• Thus, as a corollary to the above; we would be requiring provision Car Hire Services vendors in Lagos; to submit quotations for car hire service for June 1 – August 31, 2024 as specified in the table below:

• Provision of Car Hire Service shall be in clusters, as captured in Lot, 1 – 2
•  Expectedly the rate for all locations in each Lot should be the same, since they are located around State Metropolis.
• Airport shuttle service will be for picking up and dropping off visiting JSI staff or consultants into and going out of State.

Delivery Location
State Offices:

• 20 Local Government of Lagos State.
• 5 local Government of Abuja
• 27 LGA in Jigawa
• 27 LGA in Imo
• 16 LGA in Edo.

Requirements / Evaluation Criteria
Bidders are expected to submit properly signed financial bid/ quotation with company’s letter head paper.

JSI-Payment Terms

• Within 30 days of delivery and presentation of completed, signed invoice and delivery note.

• The Financial bids must be in NGN
• Following the requirement of the Federal Government of Nigeria, John Snow Incoperated (JSI) will deduct 5% withholding tax from the total contractual sum.  Also, note that JSI- is a Non-Governmental Organization (NGO) and is VAT exempted.
• JSI reserves the right to reject any or all bids if it fails to meet the criteria or submitted after the stipulated closing date.
• Only successful bidder(s) shall be notified and will be asked to sign a Local Purchase Order (Contract document) with John Snow Incoperated. Note, this RFQ, does not in any way translate to a contract.
• Any submission made after the stipulated date will not be considered
