Albarka Health Spring Foundation (AHSF) is a non-governmental organization dully registered with the Nigerian government through Corporate Affairs Commission (CAC/IT NO: 91613). Existing since October 2016, AHSF focuses on improving the quality of life of vulnerable populations across communities in North East Nigeria. AHSF operates both in an emergency and developmental context and has its program principally rooted in identifying gaps that affects the population or increase the vulnerability of the population and bridging those gaps through resource base planning and implementation.

AHSF has experience working with various partners in the Northeast, Northcentral and Northwest of Nigeria implementing Nutrition, WASH, PROTECTION / GBV and HEALTH. In the Northwest region of Nigeria, we have worked with AVANTI Group, a US research-based Non-Profit Organization, on Food Security and Nutrition, to determine food availability, affordability and accessibility within conflict-clocked areas, in the northwest states: Katsina, Zamfara and Sokoto states respectively. Our Mission is to improve the quality of lives of Children, Women, the Elderly and other Marginalized Vulnerable groups through Human Development and Interventions to Strengthen Communities.

We are recruiting to fill the position below:

Job Title: Finance Manager

Locations: Maiduguri, Borno & Sokoto Roving
Employment Type: Contract
Contract Duration: 6 Months (Renewable)
Expected Start Date: As soon as possible 

Job Summary
The Finance Manager will be specifically responsible for:

  • Finance - The daily financial operations (accounting, financial management, budget monitoring, reporting, and accounting package, familiarize himself/herself on Insight applications of the office (QuickBooks) and ensure that the financial accounting environment follows AHSF policies and procedures, donor rules and regulations & National/State requirements.
  • Ensure that country set up adheres to Financial Handbook, AHSF policies, donor, and auditor requirements. Implement AHSF's financial systems, routines, and procedures. Maintain overall budget control and monitor cash flows. Provide regular analysis and reports.

Responsibilities
Generic Responsibilities:

  • Ensure that country standard financial systems are established and maintained in line with AHSF Financial Handbook, donor and local legislation requirements in order to provide appropriate levels of security and controls over the organization's resources and operations
  • Maintain overall budget control and monitor cash flows, oversee budgeting and monitoring of direct and shared costs, provide cost analysis and make recommendations for determining effective resource utilization and no deficit
  • Provide financial advice to the budget holders, ensure adequate support is provided to programs and support functions ensuring the alignment of resource allocations with organizational priorities at budgeting and implementation stages.
  • Provide strong leadership to the Finance team in all offices whether with a direct line management or technical, ensuring competent and motivated staff are hired and retained.
  • Provide timely, accurate and complete financial reporting and analysis that can be used for further improvement of service delivery and support informed decision making by Senior Management Team.
  • Manage internal and external financial risks, highlight & resolve relevant issues with SMT
  • Perform Country office, Area Office and project financial checks
  • Ensure appropriate measures are taken to address audit findings and recommendations Oversee and be responsible of mainstreaming protection guidelines in the AHSF’s.

Specific Responsibilities:

  • Oversee the implementation of all Finance related policies, procedures, strategies, and initiatives in coordination with the Finance team to ensure success, consistency, and compliance
  • Update and review the Master Budget on regular basis to ensure that all funding gaps are covered
  • Perform audit and compliance checks on all related Finance matters in all related offices and follow up on corrective measures as needed, perform quality control and compilation of area offices’ reports.
  • Lead on the operational and accounting financial activities to ensure adherence with local legislations and compliance to AHSF requirements
  • Ensure that monthly accounting books closing is accurate and is done on time and in line with AHSF financial Handbook.
  • Develop internal management financial reports to be submitted to SMT and budget holders,
  • Facilitate Monthly Budget versus Actual reporting for all AHSF Lebanon projects and prepare forecast of income expenditures in coordination with Programme Staff as part of AHSF board reports
  • Elaborate, review and update Finance Standard Operating Procedures for AHSF Lebanon when needed
  • Update and follow up on financial standard requirements for Local Partners (develop checklists for control visits, standardized budget template, budget monitoring template, etc.)
  • Conduct budget management trainings and provide orientation on finance matters to non-finance staff.

Critical interfaces:

  • By interfaces, AHSF means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
  • Budget Holders (Area Managers, Program Managers, Specialists etc)
  • Finance in Country and Area offices
  • Regional/Global Office Finance and ICT
  • Donors, External Auditors, Related AHSF Partners
  • AHSF Compliance and Risk Management teams
  • Lawyers and Ministry of Finance.

Representation:

  • Serve as a liaison with donors on matters related to the program to ensure financial and programmatic accountability to donors
  • Participate in donor meetings and communicate relevant information to Program Coordinator and Executive Director when called upon to do so.
  • Assist in activities to ensure maximum visibility of the agency amongst the NGO community
  • Participate in the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.
  • Treat beneficiaries with dignity and apply AHSF Code of Ethics and Conduct, the UN Convention for the Elimination of Discrimination Against Women (CEDAW) and the UN Convention on the Rights of the Child (UNCRC) in the field, including sensitizing Field Staffs and vendors/agents on such principles

Requirements
The Finance Manager will be roving:

  • Bachelor's Degree in Accounting or any Management related course, professional certification inclusive ICAN, ACA, ANAN.
  • Must havee 3-5 years of experience from working as a senior Financial Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts.
  • Experience of financial systems and structures development
  • Experience of leading Finance units during start-up, exit or emergency response phases of operation.
  • Master’s degree in relevant fields; Accounting, any Management course will be an added advantage.
  • Minimum of 3 years relevant administrative management experience, preferably with an international/national NGO.
  • Prior experience in supervising staff in a structured work environment
  • Demonstrate excellent written and oral communication skills.
  • Must demonstrate a good understanding of contemporary management best practices
  • Must have excellent research and facilitation skills.
  • Excellent people skills.
  • Demonstrate high level of initiative, diplomacy, and tact
  • Excellent knowledge of computer software – MS Office and Excel especially.
  • Must be flexible and be able to work independently and as part of a team.
