Job Title: Chief Technical Officer
Location: Lagos
Responsibilities
Set strategic and operational direction for the Technical function, ensuring that network operations, maintenance, rollout and project outcomes are delivered to customer expectations; risks identified and mitigated; and business goals related to profitability, efficiency and overall effectiveness achieved
Strategy & Operations:
Lead formulation and execution of the functional strategy and business plans in line with Service Level Agreements (SLAs), budget (Opex/ Capex), and quality standards.
Oversee the development, monitoring and control of the financial and manpower budget for the Technical function.
Advise and guide departmental leaders – across Operations, Deployment & Rollout, PMO, BDS, NOC, and Technical Finance – on the optimization and streamlining of respective departmental processes to accomplish functional synergies and enhance corporate performance and efficiency.
Guide and support direct reports in execution of the technology roadmap, co-location, site-build, and rollout activities on behalf of customers.
Partner with Commercial leadership to seek additional revenue opportunities and/ or efficiencies through RF/ Network Planning and Optimization measures.
Ensure timely planning, budgeting and procurement by departments for required manpower and infrastructure, including skills, tools, products, licences, permits, materials, and/ or services.
Ensure departmental processes, procedures, tools and controls are developed and documented in line with best-practice safety and quality standards.
Support the CEO in building and maintaining optimal relationships with government and regulatory bodies, key suppliers and vendors, and local and international media in accordance with the company’s guidelines.
People Management:
Champion a performance-oriented culture in leading, coaching, and developing direct reports, ensuring ongoing improvement of extended teams and their performance.
Demonstrate good cultural understanding of the local environment while applying international business standards to achieve company goals.
Foster an engaged, performance-driven team by establishing effective line management structures and performance monitoring systems which enable high achievement levels.
Lead identification and development of successors and high-potential talent for critical roles across Technical.
Communication:
Build and maintain solid communication channels with actual and potential customers of the business.
Represent and promote IHS at the national level by maintaining a presence across professional events and networks which contribute towards raising awareness of the business and gaining better understanding of market developments.
Continuously communicate and role model IHS’s core values/ organizational competencies to staff and key external stakeholders.
Compliance:
Ensure full compliance with local laws and regulations, as well as internal policies, processes and procedures of the company.
Ensure correct operating licences are obtained and maintained within target timescales.
General Duties
Perform other tasks and duties as assigned by the Chief Executive Officer (CEO).
Desired Skills and Experience
Bachelor's Degree in Telecommunications Engineering or related discipline coupled with advanced management degree or qualification, e.g. MBA, MSc.
Relevant program/ project management certification, e.g. PMP, PRINCE2, etc, will be an asset.
Proven experience of working in the telecoms sector in emerging markets, including (but not limited to):
+15 years track record on the vendor, supplier, and/ or operator side.
+4 years technical line management responsibility at country or international business unit level, e.g. as CTO, Technical Director, Operations Director, etc.
Solid technical background leading and developing multi-disciplinary teams, both strategically and operationally.
Strong drive for results, including working budgets and targets for coverage and quality with a passion for delighting the customer.
Excellent communication skills – written, oral, team, one-to-one, etc – backed by advanced problem-solving and influencing skills.
