Project Description

• Northeast Nigeria is currently facing a growing humanitarian crisis with a vast number of Internally Displaced Persons in need of emergency assistance. These IDPs are living in host communities, lacking access to livelihoods and resources, ultimately leading to unprecedented levels of malnutrition and food insecurity.
• FHI 360 has been working in Nigeria for over 30 years and is now expanding activities in Borno state to respond to the IDP crisis.           
• FHI 360 is expanding its expertise by responding to this humanitarian crisis through integrated WASH, Health, Nutrition and Protection interventions.

Basic Function

• The ATO-WASH will provide technical and programmatic support in one of the three field sites. Under the supervision of the Field Coordinator, the ATO-WASH will supervise contracts to provide upgrades to water systems, latrines, showers and water points.
• Other responsibilities will include conducting water quality testing for all water points rehabilitated under the program and working with Community Volunteers and latrine users to develop cleaning and maintenance schedules for latrines.

Duties and Responsibilities

• Conduct WASH infrastructure needs assessment and produce scope of works and Bills of Quantities.
• Supervise the construction and rehabilitation of WASH infrastructure (e.g., latrines, water points, and handwashing stations) in health facilities (CTUs, SCs, OTPs, and PHCs) using the FHI 360/donor approved designs.
• Adhere to donor requirements and organizational policies in the implementation of WASH projects.
• Supervise the rehabilitation of communal latrines to ensure they are functional and meet community needs.
• Supervise the upgrade and rehabilitation of WASH and public health infrastructure.
• Support the constant supply of water to CTUs, OTPs, and PHCs by maintaining water point backup generators with fuel, monitoring, and recording fuel consumption.
• Collaborate with community leaders and camp management to profile and distribute hygiene kits to under-five SAM (Severe Acute Malnutrition) and AWD (Acute Watery Diarrhea) patients.
• Training of hygiene promoters on hygiene promotion in emergencies
• Implement Infection Prevention and Control (IPC) measures in CTUs, healthcare facilities including stabilization centers, and OTPs through training and ensuring the use of IPC materials by personnel.
• Promote the mitigation of cholera through routine water quality monitoring, hygiene promotion, and line listing follow-ups on diarrheal cases.
• Use WASH Information, Education, and Communication (IEC) materials, markings, and branding in community outreach programs.
• Improve access to safe sanitation services, through supervision of desludging of filled latrines and supply of latrine cleaning tools.
• Monitor the progress of WASH activities and ensure they are on track with project objectives and timelines, documenting lessons learned and best practices to inform future programming.
• Representing FHI 360 in Humanitarian coordination forums at the LGA level.
• Ensure that construction works are integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built.
• Supervise safe collection, transport, treatment, and disposal of all liquid and solid wastes in the IDP camps.
• Compile weekly, monthly, quarterly plans and reports on general Water, Sanitation and Hygiene Promotion project works in the project implementation area for strategic interventions.

Qualifications and Requirements

• Bachelor's Degree in Environmental Health, Public Health, Civil Engineering /Architecture with 1 to 3 years’ relevant experience in WASH with a sound understanding of hygiene in humanitarian relief settings.
• Proven ability to manage multiple tasks and project simultaneously.
• Excellent communication and interpersonal skills, fluency in Hausa and English.
• Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
• Previous experience working in a humanitarian crisis is highly desirable.

Knowledge, Skills & Attributes:

• Knowledge of WASH and humanitarian programming in emergency situations.  
• WASH technical expertise especially regarding engineering latrines, showers and water points.   
• Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
• Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
• Proficiency in office and designing software skills (AutoCAD, Outlook, Excel, Power Point, Word)
• High degree of proficiency in written and spoken English & Hausa communication.
