Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development work in over 100 countries. CRS programs assist persons on the basis of need, regardless of creed, ethnicity, or nationality. As CRS works through local church and nonchurch partners to implement its programs, strengthening and building the capacity of partner organizations is fundamental to the work of CRS. CRS re-established presence in Nigeria in 2000 and currently focuses on health, vulnerable children, agriculture, extractives and governance, and peace-building programming.
The Campaign Technical Assistants Team (CTAT) structure was established to support states with the planning and implementation of the ITN distribution activities. The CTAT play a critical function for the initial mass distribution campaigns, a role focused on planning, facilitation, capacity-building, monitoring, data management and reporting during the campaigns.
The CTAT will support a broadened state structure for the mass campaigns. Each CTAT is composed of three (3) workstreams; technical, logistics and demand creation.
Purpose
The Purpose of this consultancy is to serve as a member of the Campaign Technical Assistants Team (CTAT) as a Technical Workstream Advisor and provide state-level technical assistance and oversight on technical-related activities for the successful coordination of standalone insecticide treated nets (ITN) mass campaigns, including integrated SMC and ITN campaign where applicable.
S/he will provide training, accompaniment, and technical support to the State Ministry of Health in the mass campaign.
Objective
The overall objective of this consultancy is to support in the implementation of ITN mass campaign including integrated SMC and ITN campaign where applicable by providing technical assistance and oversight on activities to State Malaria Elimination Programme.
Main Tasks / Deliverables
Provide leadership, technical advice and support to the CTA Team and partners for ITN or ITN/SMC campaign planning and implementation.
Develop overall campaign and M&E plan of action and collaborate with the other advisors to develop risk assessment and mitigation plan.
Collaborate with campaign manager to coordinate and facilitate national-level training for CTA Team on the implementation of ITN or ITN/SMC campaign.
Oversee the planning and implementation of technical activities for the ITN or ITN/SMC campaigns.
Provide on-the-job capacity building for personnel in the technical workstream and provide supportive supervision during state training of trainers.
Provide periodic updates to SMEP/the campaign implementer and the IVM branch of NMEP.
Review microplanning outputs (data collection templates, budget and reports) before submission to campaign manager.
Adapt training presentations and training plans related to microplanning, household mobilization, distribution, supervision and monitoring.
Ensure timely resolution of technical workstream related issues during campaign planning and implementation.
Oversee the coordination of in-process monitoring activities during household mobilization and ITN distribution, provide guidance to the CTA Team in analyzing data for presentation at daily review meetings.
Support planning, training, and oversight of the Campaign Monitoring Team (CMT) for both in-process and end-process monitoring.
Monitor and evaluate, in collaboration with other stakeholders, ITN campaign performance and document lessons learned for future campaigns.
Support the incorporation of lessons learned into the Guidelines and/or toolkit.
Oversee the collation of reports, ensuring accurate and timely documentation of all activities and review final reports before submission to the campaign manager for dissemination to government, partners and relevant stakeholders.
Specific Deliverables:
Prepare weekly reports microplanning and ITN/SMC mass campaign implementation and submit to the campaign manager.
Prepare detailed activity reports at the end of each trip to be submitted within 1 week of return from the state.
The work will usually be completed over a period of 11 days for microplanning and 49 – 53 days for ITN campaign implementation including integrated SMC and ITN campaign where applicable per state campaign implementation schedule. However, the number of days may change in some situations.
Required Qualifications
The consultant should possess the following combination of skills and expertise:
Qualifications and eligibility:
Minimum of First Degree in a relevant field such as Sciences, Social Sciences, Public Health, or related field. An advanced degree in public health is an added advantage.
At least 6 years ITN/SMC mass campaign experience is required.
Previous experience working in a National and/or State Ministry of Health preferred.
Experience in facilitation and capacity strengthening and partnership building for at least 5 years.
Experience in technical writing and oral presentation.
Excellent English language skills (oral and written communication skills).
Proficiency in MS Office, including Word, Excel, and PowerPoint.
Desirable Qualities:
Knowledge of malaria and its prevention, diagnosis and treatment is required.
Ability to interface with multiple stakeholders, representatives, and partners in a professional manner.
Innovation, strategic, analytical and decision-making skills
Proven leadership and inter-personal skills and ability to work well both within a team and independently.
Demonstrated ability to work effectively under pressure and to prioritize competing demands.
Experience of proactively identifying and addressing bottlenecks/issues desired.
Previous experience in electronic data monitoring systems is desired.
Management Arrangements and Follow-up:
The Global Fund Malaria project unit will provide overall supervision and management of the consultancy. Focal contact person on this consultancy shall be the Senior Manager, Vector Control, or the designee.
Key Working Relationships / Organizations:
Internal: Logistics, Technical and Demand Creation workstream Advisors,Global Fund Malaria Program Team, and Procurement Staff.
External: State Ministries of Health (SMOH), National Malaria Elimination Program (NMEP) within the Federal Ministry of Health (FMoH), technical and financial Partners, partner health facilities, Local Fund Agent (LFA), Global Fund Country Team, Chemonics, relevant Third-party logistics agents.
Time and Level of Effort:
This activity is usually expected to take place within a period of not more than 66 days per state campaign microplanning and implementation schedule. However, the number of days may change in some situations.
The deliverables are expected to be timely, and reports should be submitted no later than 7 days after the completed state campaigns.
Location of the Consultancy:
The consultancy will take place in the campaign states.
