We are recruiting to fill the position below:

Job Title: CCCM Supervisor

Location: Maiduguri, Borno

Job Description

  • The CCCM Supervisor plays a key role in supporting the management and coordination of displacement sites, ensuring the safety, dignity, and well-being of internally displaced persons (IDPs), returnees, and refugees in camps and out-of-camp settings.
  • The CCCM Supervisor assists in the day-to-day management of camp operations, builds relationships with key stakeholders, and ensures the delivery of services according to humanitarian standards.

Responsibilities
Camp Management and Coordination:

  • Support Daily Operations: Assist in overseeing daily operations within the camps and out-of-camp settings, including infrastructure management, service delivery, and adherence to camp policies.
  • Monitor Service Delivery: Work alongside sectoral leads to support and monitor the delivery of essential services (water, sanitation, shelter, food distribution, NFIs, protection, etc.), ensuring alignment with humanitarian standards and IASC guidelines.
  • Facilitate Camp Governance: Support the establishment and maintenance of camp governance structures, promoting resident participation in decision-making through committees or representative bodies.
  • Community Engagement: Facilitate regular meetings with community representatives and camp residents, addressing concerns, gathering feedback, and fostering community involvement in camp activities

Coordination with Stakeholders:

  • Liaise with Humanitarian Partners: Act as a secondary contact with local authorities, UN agencies, and NGOs to support well-coordinated activities that meet population needs.
  • Organize and Participate in Coordination Meetings: Represent the CCCM team in inter-agency meetings, providing updates and sharing information.
  • Build Effective Relationships: Maintain positive working relationships with local authorities, camp committees, and partner organizations to facilitate effective camp management.

Information Management and Reporting:

  • Assist in Data Collection and Analysis: Support data collection systems to gather information from Camp Managers and focal points on demographics, needs assessments, and service gaps.
  • Prepare Reports: Assist in preparing weekly, monthly, and ad hoc reports on camp activities, challenges, and achievements, ensuring alignment with internal and donor reporting requirements.
  • Maintain Records: Help document and maintain records of activities, camp populations, and resource distributions for accountability.

Capacity Building and Staff Support:

  • Supervise Camp Management Staff: Provide supervision, guidance, and support to CCCM officers, assistants, and volunteers, promoting a collaborative work environment.
  • Support Staff Training: Assist in organizing training for camp management staff and community leaders on CCCM principles, protection, and accountability.
  • Build Local Capacity: Work with community representatives to foster local capacity, preparing them for increased responsibility in camp management.

Resource Management and Logistics:

  • Oversee Resource Distribution: Assist in monitoring the allocation and distribution of resources within the camp, ensuring efficient use and accountability.
  • Coordinate with Logistics and Procurement: Collaborate with logistics and procurement teams to help secure necessary supplies and equipment, following organizational and donor guidelines.
  • Monitor Infrastructure: Help oversee maintenance, repair, and improvement of camp facilities (shelters, WASH facilities, community centers) as needed.

Monitoring and Evaluation (M&E):

  • Implement M&E Plans: Support the MEAL Department in designing and maintaining M&E plans to track camp conditions and service delivery.
  • Conduct Needs Assessments: Organize and participate in needs assessments, gap analyses, and satisfaction surveys to monitor the evolving needs of camp residents and host communities.
  • Support Program Evaluations: Assist in evaluating CCCM interventions to assess effectiveness and support decision-making for future programming.

Compliance and Accountability:

  • Ensure Compliance with Standards: Adhere to international and organizational CCCM guidelines, including Sphere Standards, IASC guidelines, and CCCM cluster standards.
  • Promote Accountability Mechanisms: Implement complaint and feedback mechanisms to allow camp residents to voice concerns and access grievance channels.
  • Identify and Mitigate Risks: Report potential risks within camp and host community settings, including security risks, protection concerns, and service delivery gaps.

Representation and Advocacy:

  • Represent the CCCM Team: Support the CCCM team in external coordination forums, advocacy meetings, and with donors when necessary.
  • Advocate for Beneficiary Needs: Assist in advocating for resources, policy adjustments, and program changes to address the needs of camp residents and host communities.
  • Collaborate on Policy Development: Work with sector leads and partners to enhance camp management policies aligned with organizational goals.

Requirements

  • Education: Bachelor’s degree in social sciences, humanitarian studies, public administration, or a related field; a Master’s degree is preferred.
  • Experience: Minimum of 3–5 years of experience in camp management, humanitarian response, or related field, with proven experience in leadership roles.
  • Skills: Excellent Computer Skills (Microsoft Packages), Strong leadership, communication, and interpersonal skills; proficiency in data management, reporting, and coordination.
  • Knowledge: Familiarity with humanitarian standards, CCCM principles, and protection frameworks (e.g., Sphere Standards, IASC guidelines).
  • Languages: Proficiency in local languages, with strong written and spoken English skills.
