One of the group of companies under Tetra Tech is delivering the DFID-funded United Kingdom Nigeria Infrastructure Advisory Facility (UKNIAF) infrastructure improvement works. The programme's duration is contracted for an initial 48 months with a possible 24-month extension.

Project Summary

• Tetra Tech is implementing the five-year, USAID-funded Power Africa Empower Nigeria Activity.
• Building on a decade of Power Africa success, Empower Nigeria aims to reduce energy poverty by expanding access to affordable and reliable electricity in Nigeria.  
• Power Africa Empower Nigeria will focus on increasing electricity generation capacity, improving access to on- and off-grid electricity, and supporting Nigeria's national and state-level energy planning through four key strategic outcomes: addressing policy and regulatory challenges, enhancing transmission capacity, scaling the off-grid sector, and resolving liquidity issues within the electricity sector. 

Position Summary

• Tetra Tech is recruiting an Off-grid technical lead that will report to the Deputy Chief of Party CLIN 1 and will liaise with the Government of Nigeria bodies related to electricity, private sector companies, investors, donors, Investors funds, local banks, and end-user financiers to provide technical assistance aimed at accelerating the development and implementation of off-grid solutions in Nigeria.
• This position is full-time. Interested candidates must be based in and eligible to work in Nigeria. In country travel may be required. 

Position Responsibilities
Managing Outcome 3 activities and a team of professionals, independent consultants and subcontractors in the engagement with key stakeholders related to Outcome 1 activities include, but are not limited to:

• Contribute to Empower Nigeria key metrics to drive the growth of new off-grid connections and improve utilization, thereby attracting additional capital to the sector.  
• Identify technical assistance opportunities in the off-grid space over a menu of interventions including, but not limited to, financial instruments and structures, legal and tax advisory, due diligence, quality assurance and control processes and building capacity activities among others.  
• Collaborate closely with participants to the Power Africa Partnership program and make sure to support any request made in line with Empower Nigeria overall objectives.  
• Maintain a close collaboration with DFIs and non-governmental organizations active in the sub-region, as well a good knowledge of all USG agencies supporting the energy activities in the sub-region.  
• Provide access to transaction advisory services supporting early-stage projects, high-impact companies including, but not limited to, matchmaking services, identification of seed/grant funding, support with potential business operation support and contractual negotiations.  
• Engage investors to invest in off-grid companies or grow existing investments in the sector. Support activities may include:  
  • Strategy development and internal awareness raising of energy sector opportunities.  
  • Pipeline building to support lending objectives.  
  • Financial product and service design to ensure appropriate product development for the energy sector, coordinating co-funding opportunities with donors and development finance institutions (DFIs) as appropriate.  
  • Market intelligence and risk assessments on a market segment and/or country-specific level to assist investor due diligence.
• Support to government’s bodies involved in advancing the Renewable Energy penetration in the energy mix of their respective countries and accelerating the energy transition.  
• Act, in a proactive manner, to find opportunities that meet USAID’s and the host government’s expectations.  
• Contribute to the program goals and Tetra Tech contractual objectives.  
• Identify opportunities to implement Gender Lens Investment and collaborate to advance other cross cutting activity objectives.  
• Supporting the senior management team in the design, development and implementation of the Work Plan requested by the client.
• Providing the necessary information to support all requested reporting while adhering to the imposed timeline, milestone, and deadlines.  
• Supervising the development of Terms of References, SOW, Job Description, or any technical work description necessary for Empower Nigeria to hire subcontractor, consultant or employees related to the reporting and communications work.
• Supporting all budgetary exercise necessary for the project.
• Participating in all significant meetings or calls with the client to support the senior management on the technical aspect of the implementation of reporting and communications.
• Complying, and ensuring that the team complies, with any administrative, operational, and logistical procedures, processes, and requirements. 

Required Qualifications

• Bachelor's Degree and have relevant educational background in Engineering, Applied Sciences, Business, Economics, Development, or related fields. 
• Seven years of experience and/or exposure in the process of energy policy design, planning, implementation, and related system of monitoring-evaluation-reporting.  
• Strong knowledge and/or understanding of:  
  • Major energy related planning processes for the Energy Sector and electrification.
  • Off-grid energy systems.
  • Business model development and financial structuring of off-grid projects.
  • Methodology related to energy transition best international practices.
• Excellent written and verbal communications skills, including the ability to communicate complex information and deliver verbal and written messages effectively.
• Fluency in both spoken and written English.  
• Advanced proficiency in the MS Suite: Word, Excel, PowerPoint, Teams.

Preferred but Not Required Qualifications

• Existing working relations with the Ministry of Power, Transmission Company of Nigeria, project developers, banks/financial institutions, state government officials, research and development and industry organizations.  
• Knowledge and/or understanding on:  
  • Applied knowledge and experience with renewable energy technologies for electricity production and their integration with non-renewable energy technologies.
  • Economic and financial analysis.
  • Gender and inclusive development.  
• Familiarity with USAID procedures and practices for quality control, including monitoring.
