The United Nations Population Fund (UNFPA) is the leading UN organization in Reproductive Health and Population and Development.

We are recruiting to fill the position below:

Job Title: GBVIMS Information Management Officer

Location: Maiduguri, Borno
Level of Post:  G6
Employment Type: Full time
Contract Type:  National Individual Consultant
Duration of Assignment:  9 months

Purpose of Consultancy

  • The GBVIMS is a multi-faceted initiative that enables humanitarian actors responding to incidents of GBV to effectively and safely collect, store, analyze and share data reported by GBV survivors. It supports harmonization of data collection by GBV service providers in humanitarian settings. It enables the safe and ethical sharing of reported GBV incident data.
  • The United Nations Fund for Population Activities (UNFPA) is the sub-sector lead agency for GBV and is responsible for the in-country coordination of the GBVIMS. Its implementation effectively took off with monthly reporting of data from Data Gathering Organizations (DGOs) in April 2016 and rolled out in May 2015. As the scope of GBVIMS expands, so do the information management needs for effective coordination.
  • As such, the National IMO will support the scale up on the GBVIMS across the emergency states and specific LGAs and ensure long term sustainability of the GBVIMS.
  • The purpose of the GBVIMS IMO is to support the GBVIMS interagency coordination (IAC) by providing technical assistance on GBVIMS data collection, processing, analysis, and reporting.
  • He/she will support the GBVIMS IAC in capacity enhancement of data gathering organizations.
  • He/she will support the GBVIMS IAC in the collation of GBVIMS data from DGOs at various administrative levels for regular (monthly, quarterly, and annual) trend analysis for dissemination among DGOs and pre-approved external actors as per the Information Sharing Protocol of the GBVIMS operations in Nigeria.

Scope of Work - Description of Services, Activities, or Outputs

  • Under the direct supervision of the GBV Sub-Sector Coordinator and the overall guidance of the UNFPA Humanitarian Coordinator, the GBVIMS IMO will assume a neutral role and provide impartial support to GBVIMS organizations through data collection, its vetting, database management, data analysis, GIS mapping, visualization and reporting. The role includes training of staff and provision of support toward the successful implementation of the GBVIMS. The role also requires that that information management products are timely delivered and of highest quality.
  • The main tasks include, but will not be limited to the following;

Capacity Building:

  • Support organizations and agencies to use the GBVIMS appropriately and effectively through assessment, technical support, training and data quality assurance.
  • Identify capacity building needs in all aspects of GBVIMS and liaise with the GBV Sub-Sector and GBVIMS Technical Team to respond to the needs.
  • Conduct revisions and provide context specific inputs to documentation and training materials produced in support of the GBVIMS.
  • Explore, as necessary the appropriate possibilities for scaling up collaboration between the DGO and GBVIMS partners for improved coverage.

Data Processing and Analysis:

  • Consolidate monthly reports from DGOs to ensure timely analysis.
  • Conduct data quality checks and liaise with DGOs as appropriate.
  • Consolidate and prepare National Monthly Reports.
  • Draft the appropriate accompanying analytical narratives for clearance.
  • Support the GBVIMS Operational and NTWGs2 with quarterly data analysis.
  • Manage and respond to requests for GBVIMS information from external parties.
  • Utilize GBVIMS data to produce information bulletins for programming and advocacy.
  • Lead appropriate processes for revision of the Information Sharing Protocol (ISP).
  • Proactively monitor and respond to breaches of the ISP by signatory.

Support to Advocacy:

  • Produce regular, up-to-date info-graphics for dissemination during donor and partners’ meetings to facilitate understanding of trends in GBV incidences.
  • Participate in the development of Situational Reports.
  • Support with the preparation of presentations at coordination and stakeholder platforms (with donors, government and other actors) on the humanitarian response in Nigeria.

GBVIMS + Technical Team System Administrator (TTSA):

  • User Support and Management: The CSA is responsible for managing access and user roles within the GBVIMS+ system. This includes adding, editing, and disabling users, as well as managing user groups and agencies.
  • Issue Resolution: In situations where organization focal points encounter system issues they cannot resolve, the CSA acts as the first line of technical support. They attempt to resolve these issues within the constraints of their access rights. If an issue surpasses their capacity or requires system configuration changes, the CSA is responsible for escalating the problem to the global TTSA.
  • The CSA permissions are limited to settings related to Users, User Groups, Agencies, Configurations for the purpose of user management, Contact Information, and Audit Logs, ensuring they can effectively manage these aspects of the system. They do not have access to Forms, the dashboard, cases, incidents, reports, KPIs, or exports within the system. This limitation ensures that CSAs focus on user management and basic troubleshooting without engaging in system configuration or accessing sensitive data.
  • Supports Monitoring and Evaluation by ensuring (at minimum) biannual review of users vis a vis current user configuration matrices to ensure that former users are disabled and that user configuration is up to date.
  • And by supporting global TTSA monitoring activities.
  • Escalates issues which are not resolvable at their level to the global GBVIMS Technical Team SA and the Primero Support Hub as appropriate.

Place where the services are to be delivered: 

  • UNFPA Maiduguri Sub-Office, Borno State, Nigeria

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc):

  • The consultant will be working fulltime along with the team of program and operations staff of the Maiduguri Sub-Office and by extension the UNFPA Office in Abuja, and remotely with UNFPA colleagues in the GBVIMS Global Coordinator team of the HO/HQ.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

  • A monthly progress evaluation will be done to assess the quality and timeliness of assigned duties prior to remuneration per month.

Supervisory arrangements:

  • The GBVIMS IMO will be reporting directly to the GBV Sub-Sector Coordinator.

Expected travel: 

  • The GBVIMS IMO demands periodic travels to UNFPA Project sites and offices around the country.

Education
Required expertise, qualifications and competencies, including language requirements:

  • Possess a Bachelor's Degree in Public Health, Gender Studies, Social Work, Demography, Social Science, International Development or other related fields.

Knowledge and Experience:

  • At least 5 years’ experience in GBV-related activities
  • Excellent written and oral communication skills.
  • Drafting, analytical and writing skills, ability to communicate with range of stakeholders.
  • Essential GIS mapping, experience with Microsoft packages and graphical software is mandatory.
  • Previous experience with information management system is an advantage.
  • Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing on sensitive data between humanitarian agencies.
  • Ability to understand and adapt to complex and dynamic situations
  • Have strong analytical skills.
  • Have excellent communication and human relation skills.
  • Outstanding interpersonal and motivational skills.
  • Ability to multitask when required.

Languages:

  • Fluency in written and spoken English is mandatory.
  • Working knowledge of other major local language is desirable.
