Country and Project Background

• The Nigeria Country Office in Abuja, started operations in 2008, through the DFID/UKaid funded Support to National Malaria Programme, SuNMaP (2008 – 2016). The office had presence in 23 states of the country and has managed at various times, about 15 programmes and projects. It follows the mandate of the parent organization in Nigeria and has been working specifically in the following areas:
  • Malaria control/elimination
  • Integrated community case management (iCCM) for malaria, pneumonia and diarrhoea
  • Nutrition
  • Neglected tropical diseases (NTDs)
• Malaria Consortium recently received grants to implement insecticide-treated net (ITN) distribution campaign in collaboration with the National Malaria Elimination Programme (NMEP) in Ondo state through philanthropic funding.

Rationale

• The Campaign Work Stream Advisors are required to support states with the planning and implementation of the LLIN distribution activities. 
• The work stream advisors play critical functions in the ITN mass distribution campaigns, a role focused on planning, facilitation, capacity-building, monitoring, data management and reporting during the replacement campaigns. 
• The work stream advisors will provide state-level technical assistance and oversight on Technical, Logistics and demand creation (DC) -related activities for the successful coordination of the 2025 long lasting insecticidal nets (LLIN) replacement mass campaigns in Ondo state. 
• The advisors will support a broadened state structure for the replacement campaigns. Each advisor will function in three (3) work streams - Technical, Logistics and Demand Creation.

Goal of the Assignment

• The overall objective of this consultancy is to support MC in the implementation of the 2025 LLIN mass campaign distribution in Ondo state by providing technical assistance, leadership and oversight on demand creation, logistics, and technical related activities to DC, logistics and technical work stream of the CTA and state team

Specific Objectives

• The overall objective of this consultancy is for these advisors to support and lead CTAs/consultants/TAs in the implementation of the 2025 LLIN mass campaign distribution in Ondo State, working with Malaria Consortium and Ondo state – State Ministry of Health (SMoH) by providing technical assistance and oversight as per this Terms of Reference (ToR). TA would be provided along the different work streams; viz: Technical, Logistics and Demand Creation.

Methodology:

• The support would be via a combination of trainings, hand-holding, supervisions, monitoring and evaluation. Each Advisor will work in sync with other CTAs, but would oversee the areas of their core competence, with support from, SMEP, Campaign Manager and M & E manager. 
• The activity will commence with the microplanning and conclude after the campaign (net distribution) with the submission of a report. Data collection/reports would be via the standard LLINs campaign forms, tools, electronic forms, and MC standard reporting template.

Scope:

• The support would cover all the distribution points in all wards in all 18 LGAs of Ondo State. The exercise will commence during the microplanning and conclude with a report, after the campaign (net distribution) proper.

Expected Output/deliverables
Technical Work stream Advisor:

• An Advanced Degree in Public Health, Social Sciences or a related field.
• At least 10 years of professional experience in health programmes, preferably in areas related to training, data management and M&E
• The above summary in the timelines would be guided by the details in the microplanning and campaign schedules for the Ondo LLINs campaign.

Technical Work stream Advisor:

• Develop state campaign training plans, facilitate trainings and collate training reports.
• Coordinate in-process monitoring during household mobilization and LLIN distribution, and support state implementation teams to analyze data for presentation at daily review meetings.
• Support and coordinate the sharing and distribution of LLIN campaign materials to LGAs.
• Coordinate daily review meetings and ensure timely resolution of bottlenecks.
• Support management and collation of data from household mobilization to feed into final pre-positioning plan.
• Provide on-the-job capacity building for personnel in technical work stream
• Provide leadership to technical work stream and leverage resources across the CTA team
• Provide technical support for the overall planning and rollout of capacity building related to the campaigns at all levels with inputs from relevant technical staff across the work streams
• Provide leadership to technical work stream and leverage resources across the Campaign Implementation Teams
• Provide technical support for the overall planning and rollout of capacity building related to the campaigns at all levels with inputs from relevant technical staff across the work streams
• Provide technical support for the overall planning and rollout of capacity building related to the campaigns at all levels with inputs from relevant technical staff across the work streams
• Provide advice and technical support into state preparatory processes such as micro planning, budget development for LLIN campaigns
• Support planning for end process evaluation.
• Train and oversee work of independent monitors.
• Lead in planning for post-campaign LLIN coverage and use survey (as applicable)
• Detailed trip reports with follow-up steps submitted within 2days of return from the State.
• Detailed microplanning and LLIN campaign report 2days after an activity.
• Detailed activity report on MC template, clearly highlighting your specific tasks/role during the activity submitted within 7days after completion of the activity.

Type of personnel required:

• Specific experience in malaria programmes strongly desired.
• Proven experience in managing public health programmes or projects in Nigeria or similar developing country context.
• Demonstrated ability to monitor, supervise, and train in health service programmes
• Excellent leadership qualities.
• Previous training by NMEP and experience in LLIN mass distribution campaigns.
• Knowledge of malaria and its prevention, diagnosis and treatment is required.
• Experience with a flexible approach to managing and prioritizing significant workloads and multiple tasks, in a fast-paced environment, with tight deadlines is required.
• Demonstrated ability to monitor, supervise, and facilitate trainings.
• Strong representational skills and ability to interface with multiple stakeholders, representatives, and partners (including representatives of government agencies) in a professional manner on an ongoing basis.
• Demonstrated ability to work effectively under pressure and to prioritize competing demands.
• Strategic, analytical and decision-making skills.
• Excellent technical writing and oral presentation skills are highly desired.
• Excellent experience in using Microsoft Office, including Word, Excel, and PowerPoint.
• Experience of proactively identifying and addressing bottlenecks/issues desired.
• Experience and understanding of technical and M&E issues related to mass LLINs campaign required.
• Previous experience in electronic data monitoring systems desired.
• Previous experience working in Ondo state will be an added advantage.
