Novel Alliance for Development Aid (NADA) is a national NGO registered with Nigerian Cooperate Affair Commission as a humanitarian and development organization. The organization was founded in 2017 in Maiduguri Borno State, Nigeria by Nigerian intellectuals’ humanitarian to provide integrated humanitarian services to people and communities affected by the crisis within the country with a focus on the northeast and northwest Nigerian.
We are recruiting to fill the position below:
Job Title: Consultant - Establishment of a Monitoring and Evaluation Framework for LDP / Resilience Plan Implementation
In alignment with our goal to enhance accountability and effectiveness of Local Development Plans (LDP) and community resilience strategies, we are initiating the establishment of a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) framework.
This framework is intended to link communities, Local Government Areas (LGAs), and Civil Society Organizations (CSOs) to improve the collective tracking and evaluation of LDP/resilience plan implementation.
This initiative will empower local actors to hold decision-makers accountable, foster inclusive planning, and ensure that resilience strategies are relevant, effective, and gender-responsive.
To this end, we invite qualified consultants to express interest in leading the development of this framework through a highly participatory and context-sensitive process.
Objectives of the Consultancy
The overall objective of this consultancy is to facilitate the development of a gender-sensitive, inclusive, and locally owned MEAL framework for tracking the implementation of LDP and resilience plans. Specific objectives include:
Engaging stakeholders to co-design a resilient MEAL framework.
Strengthening linkages between communities, LGAs, and CSOs.
Building consensus through consultation and validation workshops.
Ensuring gender mainstreaming and inclusion throughout the process.
Scope of Work
The consultant will be responsible for the following tasks:
Inception Phase:
Conduct desk review of existing LDP/resilience plans, M&E systems, and relevant policies
Meet with the project team for alignment and planning
Development of Activity ToR:
Draft detailed Terms of Reference (ToR) for the MEAL framework development process
Stakeholder Engagement & Consultations:
Facilitate consultative sessions with community members, LGA officials, and CSOs
Ensure gender and marginalised groups are represented
Framework Development:
Lead the co-creation of a gender-sensitive and robust MEAL framework in collaboration with stakeholders
Review & Revision:
Present draft framework to stakeholders for review
Integrate feedback to enhance relevance and usability
Validation:
Organise a validation workshop to formally adopt the MEAL framework
Ensure alignment with community needs and LGA structures
Implementation & Follow-Up:
Develop a follow-up plan and roadmap for rolling out the MEAL framework at the scommunity and LGA levels
Recommend roles, responsibilities, and tools for effective implementation
Reporting:
Produce a comprehensive final report detailing methodology, stakeholder input, challenges, framework components, and action steps
Expected Deliverables
Inception Report with methodology and stakeholder mapping
Terms of Reference (ToR) for the MEAL framework process
Documentation of stakeholder consultations
Draft and final MEAL framework document
Validation workshop report
Roadmap for implementation and follow-up
Final consultancy report
Required Qualifications
Advanced degree in Monitoring and Evaluation, Development Studies, Governance, or a related field
At least 5 years of proven experience in designing participatory M&E frameworks, especially for resilience or development plans
Strong facilitation and consultative skills, especially with communities, CSOs, and local government structures
Excellent understanding of gender and inclusion principles
Strong report writing, analytical, and stakeholder coordination skills
Experience working in complex or fragile contexts is an asset.
